The article defines and reveals the problematic issues of the theory of developing methodological tools for managing the implementation of the organization's innovation policy. The expediency and necessity of using key performance indicators (KPIs) as a relevant tool for evaluating the effectiveness of managing the implementation of innovation policy of organizations is substantiated. Methodological approaches to the formation of a system of key performance indicators that provide a systematic approach to a comprehensive and integrated assessment of the effectiveness and efficiency of innovation policy implementation based on the proposed methodology for building a «KPI goals tree»; methodological approaches to their application as targets, as well as intermediate criteria and indicators of the effectiveness of innovation policy implementation are proposed.

Abstract. The purpose of the article is to study the theoretical issues of determining the effectiveness of state higher educational institutions of Ukraine and the development of theoretical and methodological principles, as well as general methodological approaches to its evaluation. To implement it, the authors formed and proposed a supplement to the thesaurus of management of the concept of «key performance indicators» (Key Efficacy Indicators, KEI), which, in the context of the object of study, is proposed to understand a set of numerical indicators of public higher education. nature, which are the central element of the system of evaluation of its activities in terms of its effectiveness and efficiency in order to achieve certain goals of the state institution of higher education. In order to form a stable basis of the evaluation methodology, a classification of key performance indicators was formed according to 16 features, according to which the corresponding groups were identified and their characteristics were given. The outline of the methodology is based on the basic classification features of key performance indicators, in particular by: types (efficiency and effectiveness), degree of importance (major and minor) and areas of coverage (educational, research, financial, contingent, infrastructure, socio-ethical); it provides for the final definition of an integrated key performance indicator through the sum of complex indicators of efficiency and effectiveness or the sum of complex indicators of educational, research, financial, socio-ethical spheres, as well as areas of contingent and infrastructure. The final formation of the methodology for assessing the effectiveness of state institutions of higher education will optimally and deeply assess the activities of these entities, which will contribute to the actual implementation of all management functions in time and space to fulfill their mission, objectives and development goals. In the presented article, the author reveals the essence of an enterprise personnel assessment system using the KPI method (Key Performance Indicators) and the mechanism for its application. The basic procedures of modern personnel evaluation at all stages of management are investigated. The features of the integrated assessment of the employee are considered, developed for various categories of the organization’s personnel. Analyzes the activities used and the processes of the KPI personnel assessment system. Developed guidelines for the implementation of the KPI method as an effective personnel assessment system.

The article is aimed at outlining the possibilities of applying the conception of structuralism in order to interpret the indicators of the components (constituents) of the efficiency of enterprises as micro level systems in terms of the paradigm of «structure – system» taking into account the history of the origin and development of the mentioned conception. The article presents the results of a study of the evolution of concepts «structure» and «system» in the context of the relevant paradigm in view of improving approaches to management of the performance of enterprises. The interpretation of the above mentioned definitions by different scholars is provided; the author’s own interpretation of the concepts of «structure of performance indicators» and «system of constituent performance indicators» of enterprises activity are proposed. Methodological approaches to managing the performance of enterprises as complex micro level systems based on the above mentioned system of indicators based on the models of Burennikova (Polishchuk) – Yarmolenko are outlined. The structural-logical scheme of basic concepts in the paradigm of «structure – system» is proposed. The «model of interrelation» between the concepts of «structure» (quantitative and qualitative constituents of performance indicators) and «system» (as a multiplex, a set of interrelated elements, a complex of related performance indicators) is presented in a systematic approach of scientific cognition in order to more clearly identify the relationships between the studied concepts and related indicators with taking into account the system approach. It is emphasized that the lack of results of computations on certain components (constituents) of the specified system of indicators makes it impossible to create a holistic picture regarding the performance of enterprises. It is underlined that the improved by the author methodology of knowledge, measurement and evaluation of the performance of enterprises will contribute to improving their management and finding reserves for the development of enterprises as systems.

An incentives-based residential recycling programme was designed and implemented for improving residential waste sorting in Shanghai city, but showed very limited success in its performance. To identify why, this study systematically analysed each step of implementation using key informant interviews and site observations. Results show that policy intentions were retained in the policy devolution processes from Municipality to District, and then to Street (ward) levels, but the incentives concepts were effectively nullified in the further devolution to community-level governance. The local implementers focused on formal key performance indicators (KPIs) in order to satisfy inspections. However, the KPIs, which had been devised to allow ease of measurement, were found to unintentionally cause divergence from the policy intention of incentivisation of residents. Furthermore, high scores for these KPIs masked the implementation failure. This identification of the effective derailing of a policy via conscientious implementation is worth highlighting for avoidance in other programmes, in recycling or elsewhere.

At the present, the success of a credit institution is possible only if it can organize effective work with distressed assets. They can be managed through a system of key performance indicators, which allows decomposition of the goals of the organizational unit to specific, measurable indicators. The purpose of this article is a presentation of key performance indicators (KPI), grounded on the formation of the basic principles of management of distressed assets, the methodological approaches to their assessment and calculations, and also formulas for the calculation of specific KPIs. My research was conducted using the methods of theoretical knowledge, logical methods and methods of comparative analysis. First, I have identified the main signs of the problem of the consumers’ indebtedness, as well as a list of documents on the basis of which it is possible to conclude that the assets are distressed. Secondly, I have outlined the main tools for working with the bank’s distressed assets, implemented in the framework of the bank’s strategies of action. Thirdly, I identified key performance indicators of operations with distressed assets of the bank, methodological approaches to their evaluation, the sources for the calculation of the key performance indicators of operations with distressed assets of the bank, as well as the basic formulas by which one can calculate the necessary components of the KPI. The use of the proposed KPIs will allow the Bank to solve strategic and tactical (operational) tasks in the field of working with distressed assets, as well as to achieve the growth of the quality of work with distressed debts. The KPIs proposed in this article can be introduced into the system of assessing the activities of the division as a whole and its managers for working with distressed debts and can become the basis for the system of staff incentives.

SQL Server Reporting Services is a way to analyze data, create reports using the indicators and gauges. Indicators are minimal gauges that convey the state of a single data value at a glance, and most are used to represent the state of Key Performance Indicators. Manage and harmonize the performance of an institution's educational institutions, especially universities with the performance of individuals or resources, no doubt is one of the essential elements for the success of an entity of the institution. Integrate the performance of an educational institution with individual performance is not an easy process, and therefore required a systematic approach to manage it. Implementation of a strategic management system based Balanced Scorecard can be used as a performance measurement system that will continuously monitor the successful implementation of the strategy of any public educational institution and measure the performance of its resources in a comprehensive and balanced, not the quantity but the emphasis is more concerned with the quality, so the performance of educational institutions at any time can be known clearly. Contribution of Key Performance Indicators to manage and harmonize the performance of any public institution is a solution in providing information to realize the extent of work that has set targets, identify and monitor measures of success, of course, with performance indicators show a clear, specific and measurable.
