Монография посвящена исследованию проблемы современных императивов реализации инновационной политики в условиях цифровизации как установки на эффективное управление и активизацию инновационного поведения и деятельности. Особое внимание уделено организационно-управленческим, гуманистическим, культурно-историческим, профессионально-кадровым и иным императивам, формирующим потенциальные возможности, открывающие новые перспективы эффективного инновационного развития на основе перехода к новой модели построения и функционирования организации. Императивы нацелены на освоение приемов стандартов взаимодействия субъектов-участников в процессе реализации инновационной политики, которые позволяют эффективно и организованно справляться с возникающими проблемами. The relevance of the research topic is due to the need to solve the problem of developing conceptual issues of digital transformation management in the context of innovation trends, taking into account the overarching impact and large-scale prospects of digitalization processes. The paper deals with the analysis of the digital aspects of innovation policy, in particular, based on the use of international rankings, the definition of features of building the digital component of innovation networks and the deepening of scientific and methodological approaches to digital support of innovation processes. An overview of modern scientific and methodological approaches to defining the impact of digital transformation on innovation process is presented. Digital transformation can be seen as a factor in access to information and new opportunities that can improve technological capabilities. To assess the impact of digitalization on the development of innovation processes, the data of the Global Innovation Index and the ICT Development Index were used. Based on results of calculations, significant values of the positive correlation with the key components of the innovation system and the level of cluster development were obtained. The study identifies marketing, communication, infrastructural, international dimensions of digitalization of innovation processes. It is shown that the increasing availability of ICTs necessitates a timely rethinking of many processes in the innovation sphere. On the basis of world experience, the role of universities has been substantiated, which should take on a significant part of the responsibility for the formation of a new technological order through improving the quality of researches and their results’ introduction into the real economy within the framework of S2B-B2S networks (Scіence-to-Busіness – Busіness-to-Scіence). As a result of the study, the conclusion is substantiated that an integrated approach to the creation of digital innovation ecosystems requires the study of both institutions and participants, their interaction networks, the specifics of the environment, resources, technologies, etc. It is proposed to consider the role of ICTs in the development of innovation networks on the basis of combining such modern approaches to the development of innovations, in particular – multidisciplinary engineering analysis, system design methodology and parallel engineering methodology. The analysis and deepening of scientific and methodological approaches to the digital support of innovation processes made it possible to identify other promising areas of digitalization of innovation processes, for example, within the framework of the activities of public authorities that ensure the introduction of electronic government technologies.

This exploratory and descriptive study aims to analyze the impacts and effectiveness of a public innovation policy promoted by a city hall in a Brazilian state capital involving startups, large companies, and a scientific and technological institution between 2017 and 2019; the purpose of this study is to promote economic development and address urban problems common to large metropolises. The strategy adopted, inspired by the propositions of the Triple Helix, was able to bring together startups, large companies, a city hall, and an important representative of academia. The results indicate the evolution of indicators of entrepreneurship in the city and present important lessons for the formulation of municipal innovation policies in Brazil.

The article defines and reveals the problematic issues of the theory of developing methodological tools for managing the implementation of the organization's innovation policy. The expediency and necessity of using key performance indicators (KPIs) as a relevant tool for evaluating the effectiveness of managing the implementation of innovation policy of organizations is substantiated. Methodological approaches to the formation of a system of key performance indicators that provide a systematic approach to a comprehensive and integrated assessment of the effectiveness and efficiency of innovation policy implementation based on the proposed methodology for building a «KPI goals tree»; methodological approaches to their application as targets, as well as intermediate criteria and indicators of the effectiveness of innovation policy implementation are proposed.

Digital transformation is most often considered in theory and practice without taking into account the peculiarities of economic development, the action of economic trends, political and economic laws. The need to connect the needs of the population with the capabilities of the digital economy as a new technology is obvious, but the fact that digital transformation contributes, on the one hand, to development and progress, and on the other, the emergence of negative processes, the danger of which makes its introduction ambiguous, is also beyond doubt. The study reveals new opportunities for the digital economy of Russia in the context of the implementation of the Strategy for the Development of the Information Society. The article reveals the experience of leading countries that have achieved the greatest results in the development and implementation of effective state innovation economic policies; and how it can be used in shaping Russian regional innovation policies. The authors draw attention to the factors limiting the country's economic growth and ways to overcome this restriction, and propose to form a new mobilization model for managing the digital economy, developed on the basis of domestic digital technologies, transparent processes for their implementation.

AbstractHuman resource management (HRM) reform has not been the focus of attention in Germany despite its obvious relevance for effective policy implementation. Although there is a general trend worldwide towards convergence between public and private HRM strategies and practices, management of the workforce in German public administration still remains largely traditional and bureaucratic. This chapter describes and analyses German practices regarding the central functions and elements of HRM such as planning, recruitment, training and leadership. Furthermore, it explores the importance and contribution of public service motivation, performance-related pay and diversity management in the context of German practices. The chapter concludes by highlighting some of the major paradoxes of German public HRM in light of current challenges, such as demographic change, digital transformation and organisational development capabilities.
