En este artículo se analizan los embates experimentados por la religiosidad local y las devociones indígenas, promovidos por funcionarios civiles y eclesiásticos en la segunda mitad del siglo XVIII. Se sostiene la necesidad de las orientaciones pastorales, por cuanto las primeras están vinculadas a la necesidad de control del clero y reducción del gasto fiscal, que se tradujeron en una tendencia a privilegiar las obligaciones fiscales y tributarias de los indios por sobre las concernientes a la devoción. En el caso de las orientaciones pastorales, estas pusieron en cuestionamiento las modalidades que había asumido la religiosidad local, subordinándolas a las orientaciones de la iglesia universal, y las devociones indígenas a las que consideraron dominadas por supersticiones y excesos que se contraponían a la recta devoción y piedad. Estas fueron enfrentadas a partir de estrategias de resimbolización que enfatizaron el carácter intimista y personal de la devoción, alejada de la teatralidad barroca y del marco comunitario. Abstract In this article we analyse the battering experimented by the local religiousness and the indigenous devotions, promoted by civil and ecclesiastic public servants on the second half of the XVIII century. We held the need to distinguish the public policies of the pastoral orientations, since the first one are linked to the need of control of the clergy and the reduction of the tax expenditure, which were translated in a trend to favour the fiscal and tributary tax obligations of the natives over the ones concerning devotion. In case of the pastoral rientations, these ones questioned the modalities that the local religiousness had assumed, subordinating them to lean on the universal church, and the indigenous devotions that were considered dominated by superstitions and excesses that were opposed to straight devotion and piety. These were faced from strategies of resymbolization that emphasized the intimist character and personal devotion, removed from the baroque theatricality and from the community frame.

Described as units developing public policies in a design-oriented manner, Policy Labs are tasked to innovate to gain in policy effectiveness and efficiency. However, as public policymaking is a context-dependent activity, the way in which these novel organisations operate significantly differs. This study discusses the emergence of design approaches for policy innovation. The purpose is to map how Policy Labs in Europe introduce design approaches at distinct stages of the policymaking cycle. For this study, 30 organisations in Europe operating at various levels of government were surveyed. Based on the public policymaking process model, it investigates which design methods are Policy Labs deploying to innovate public policies. The study exposed a gap in the awareness of the utilised methods' nature. It also showed that the use of design methods is of less importance than the introduction of design mindsets for public policy innovation, namely ‘user-centredness’, ‘co-creation’, and ‘exploration’.

The article investigates the imageological aspect of mentor’s communicative competence in public service and reveals the communicative functions of mentor’s image in relation to the mentees. The author determines the communicative skills necessary for the mentor in all processes and stages of this personnel technology. Based on the analysis of scientific publications, the author discloses and justifies the role models of mentor’s behavior in relation to the mentees from the perspective of the mentor’s image, authority, and communicative competence. The author has conducted an expert survey among public servants, which allowed identify the main professional, business, moral, psychological, and integral qualities that are the most effectively developed by the public servant in the process of performing mentor’s functions. As a result, the author suggests a structural-logical model of the communicative competence of a mentor in the public service in the process of perceiving its communicative knowledge, skills, and competencies for achieving the effectiveness of mentoring.

In this paper, the author examines public service as depicted in the television series Buffy the Vampire Slayer (BtVS). First, she shows how slaying meets the economist’s definition of a public good, using the BtVS episode “Flooded” (6.04). Second, she discusses public service motivation (PSM) to determine whether or not Buffy, a public servant, operates from a public service ethic. Relying on established measures and evidence from shooting scripts and episode transcripts, the author concludes Buffy is a public servant motivated by a public service ethic. In this way, BtVS informs scholarship on public service by broadening the concept of PSM beyond the public sector; prompting one to wonder whether it is located in a sector, an occupation, or in the individual. These conclusions allow the author to situate Buffy alongside other idealized public servants in American popular culture.
