Described as units developing public policies in a design-oriented manner, Policy Labs are tasked to innovate to gain in policy effectiveness and efficiency. However, as public policymaking is a context-dependent activity, the way in which these novel organisations operate significantly differs. This study discusses the emergence of design approaches for policy innovation. The purpose is to map how Policy Labs in Europe introduce design approaches at distinct stages of the policymaking cycle. For this study, 30 organisations in Europe operating at various levels of government were surveyed. Based on the public policymaking process model, it investigates which design methods are Policy Labs deploying to innovate public policies. The study exposed a gap in the awareness of the utilised methods' nature. It also showed that the use of design methods is of less importance than the introduction of design mindsets for public policy innovation, namely ‘user-centredness’, ‘co-creation’, and ‘exploration’.

Os mecanismos de gestão da segurança pública são instrumentos administrativos que potencializam os resultados de políticas nessa área. É o caso dos Conselhos, Planos, Fundos e Secretarias Municipais de Segurança Pública, além das Guardas Municipais. O artigo tem como objetivo verificar se a adoção de tais mecanismos produz impacto nos indicadores de violência. Paratanto, foram construídos o Índice de Gestão Municipal da Segurança Pública e o Índice de Violência. A partir de análise de correlaçãoentre tais variáveis, aponta que o nível atual de adoção dos mecanismos de gestão avaliados é muito baixo em todas as unidades federativas do Brasil, e não consegue influenciar os níveis de violência. Conclui que, ao omitir-se de implementar mecanismos degestão da segurança pública, o poder municipal, como ente mais próximo da população, enfraquece uma estrutura administrativa quedeveria servir de base para as políticas públicas voltadas para a redução da violência no âmbito local.Palavras-chave: Poder municipal, gestão, políticas públicas, violência.MUNICIPAL MANAGEMENT OF THE PUBLIC SAFETY: responsibility of the Brazilian municipalities for combating violenceAbstract: Mechanisms of the public security management are administrative tools that have improved the policies results in this area. This is the case of the Councils, Plans, Funds and Public Safety Secretariats, besides Municipal Guards. The paper aims to verify whether the adoption of such mechanisms has impacts on the violence indicators. Therefore, were built the Municipal Public Security Management Index and Violence Index. From the analysis of correlation between these variables was observed that the present level of adoption of management mechanisms is very low in all federative units of Brazil, and does not influence the levels of violence. Concludes that to omit to implement mechanisms of public safety management, the municipal power, as nearest entity of the population, weakens the administrative structure which should be the basis of all local public security policies.Key words: Municipal government, management, public policies, violence.

Public procurement is a main issue in the frontline of Governments fighting COVID 19 pandemic as the need for additional and urgent acquisitions as well as the need to consolidate the supply chains and to promote sustainable and innovative procurement have been a source of deep changes and main challenges disturbing public markets and invalidating several assumptions of the traditional public contracting. In this paper, the development of appropriate public policies to cope with these challenges is studied following the approach suggested by several authors and including four stages: a Stage on Facts and Issues where the main challenges and conditions are studied, the Options Stage to describe which polices and procedures can be adopted, a Values Stage stating the main values to be pursued and, finally, a Policies Stage including the selection of the recommended policies. The analysis of the challenges and facts includes the study of a taxonomy of short and longer term needs and the available options are based on the comparative study of procedures ruled by the European Directives on Public Procurement approved on 2014. The major values to be respected include the principle of competition which is a major institutional principle of the European Treaty and of the Directives as well as the goal of promoting sustainable and innovative public procurement. Several indicators are suggested to describe the application of the public procurement policies adopted across EU and their comparative analysis is presented using the TED data for contracts concerning COVID 19. The case of Portugal is discussed and final remarks about the recommended public policies are also included herein.

<p class="abstract">Nas últimas décadas, vários grupos religiosos têm se posicionado sobre a relação entre “identidade negra”, cultura e religião. Neste ensaio, pretendo apresentar algumas tendências do debate contemporâneo entre o campo religioso afro-brasileiro, o movimento negro católico e o evangélico. Sugiro que esse debate se constrói a partir de posições gestadas nas relações de uns com os outros e com as políticas públicas voltadas para a patrimonialização dos símbolos das heranças africanas no Brasil.</p><p class="abstract"><strong>Palavras-chave</strong>:<strong> </strong>religiões afro-brasileiras - catolicismo - evangélicos - <br /> movimento negro - identidade negra.</p><p><strong>Abstract</strong></p><p>In recent decades, various religious groups have positioned themselves with regard to the relationship between “black identity”, culture and religion. In this essay, I present some trends in the contemporary debate between the African-Brazilian religious field, the black Catholic and evangelical movements. Horren bilakaeraz eta indarraldiaz arituko gara, bai eta horren modalitate aplikatua nola nabarmentzen den azalduko ere. Horretarako, Nazio Batuen Erakundearen esparruan garatu diren ekarpenak eta gaiaren inguruko doktrina aditua erabiliko ditugu. Administrazio Publikoan duen indarra ezin ukatuzkoa da; izan ere, estatuak eta horri atxikitako erakundeek oso kontuan eduki behar dute politika publikoak norbanakoen eta komunitateen beharrei arreta ematen ari zaien jakiteko balio duela ikuspegi horrek, edota politika publiko horiek kontu emanez gardentasun publikoa eratzen ari diren nahiz edozelako diskriminazioa saihesten ari diren jakiteko balio duela. RESUMEN: El presente artículo tiene la intención de exponer los alcances del «Enfoque Basado en Derechos Humanos», con la finalidad de entender que variables y conceptos involucra. Haremos un recuento de su evolución, vigencia y cómo se evidencia su modalidad aplicada, a través de diferentes aportes desarrollados en el marco de la Organización de Naciones Unidas, así como de la doctrina estudiosa del tema. Su vigencia en la Administración Pública es de primer orden, puesto que el Estado y sus entidades adscritas, deben tener muy en cuenta que el enfoque citado, sirve para conocer si las políticas públicas, están atendiendo necesidades de individuos y comunidades concretas; generando transparencia pública a través de rendición de cuentas, así como evitando cualquier tipo de discriminación. Finalmente, se analizará su vigencia e impacto en algunos antecedentes jurisprudenciales de la Corte Interamericana de Derechos Humanos. ABSTRACT: This article intends to expose the scope of the «Human Rights Based Approach», in order to understand what variables and concepts it involves. We will recount its evolution, validity and how its applied modality is evidenced, through different contributions developed within the framework of the United Nations, as well as the doctrine studious of the subject. Its validity in the Public Administration is of the first order, since the State and its affiliated entities must take into account that the aforementioned approach serves to know if public policies are addressing the needs of specific individuals and communities; Generating public transparency through accountability, as well as avoiding any type of discrimination. Finally, its validity and impact will be analyzed in some jurisprudential antecedents of the Inter-American Court of Human Rights.

O  presente artigo articula dois fenômenos aparentemente  distintos, o Urbicídio e o Juvenicídio, enquanto expressões da crise estrutural do capital., que se agrava no Brasil e nos demais países dependentes no atual quadro. A cidade é palco de um modelo neoliberal que segrega a classe trabalhadora dos direitos acessados nos grandes centros urbanos, sendo as periferias desprovidas de equipamentos públicos. As juventudes, mesmo que legalmente reconhecidas comosujeito de direitos, são vítimas da  ausência  de políticas sociais, principalmente nas periferias, territórios violados pelo Estado Penal. As políticas públicas até então constituídas promovem ações limitadas focadas no recrutamento de jovens no mercado de trabalho desassociadas de políticas públicas de proteção social básica, cada vez mais precarizadas. No entanto, as juventudes, plenas de potencialidades, podem protagonizar movimentos de resistência a este projeto societário, que exclui, encarcera e mata.Palavras-Chave: Juventudes, Território, Juvenicídio, Urbicídio THE TWO SIDES OF THE SAME COIN: Urbicide and Youthicide in Brasilian Reality.Abstract: The present article discuss two apparently distinct phenomena, Urbicide and Youthicide, as expressions of the structural crisis of capital, which is aggravated in Brazil and in the other dependent countries in the present conjuncture. The city is the stage of a neoliberal model that segregates the  working class, without right to the city  and  the social services.The youth, even if legally recognized as subject of rights, are victims of the absence of social policies, mainly in the peripheries, territories violated by the Criminal State. The public policies e promote limited actions focused on the recruitment of young people in the labor market disassociated with public policies of basic social protection, increasingly precarized. Nowadays, several mega-trends capture the attention of governments, academia and the public in general given their implications for the quality of life and the development of nations. This work deals with two of them: entrepreneurship and environmental protection, as a result of research aimed at analyzing the processes, actors and results of the “Entrepreneurship for Life” Program led by the Valle de Aburrá Metropolitan Area, executed during the period from 2012 to 2015, in order to contribute to the improvement of public policies on eco-entrepreneurship. The methodology of the Synergy System1, applied by the Colombian Government, was used to appraise public policies. The required information was collected through in-depth interviews with the creator of the program, the entrepreneurs who benefited from it, officials of the entities involved and experts. Then, it was complemented by the analysis of documents such as minutes, reports and other sources. Among other results, it was evident that, although the public policy on environmental entrepreneurship is still incipient, the evaluated Program met the objectives for which it was created.

This article reviews the literature on public support for ‘soft’ versus ‘hard’ policy instruments for behaviour change, and the factors that drive such preferences. Soft policies typically include ‘moral suasion’ and educational campaigns, and more recently behavioural public policy approaches like nudges. Hard policy instruments, such as laws and taxes, restrict choices and alter financial incentives. In contrast to the public support evidenced for hard policy instruments during COVID-19, prior academic literature pointed to support for softer policy instruments. We investigate and synthesise the evidence on when people prefer one type of policy instrument over another. Drawing on multi-disciplinary evidence, we identify perceived effectiveness, trust, personal experience and self-interest as important determinants of policy instrument preferences, along with broader factors including the choice and country context. We further identify various gaps in our understanding that informs and organise a future research agenda around three themes. Specifically, we propose new directions for research on what drives public support for hard versus soft behavioural public policies, highlighting the value of investigating the role of individual versus contextual factors (especially the role of behavioural biases); how preferences evolve over time; and whether and how preferences spillovers across different policy domains.

This article analyses the digital policies introduced in different Latin American countries during the first three months after the outbreak of COVID-19 reached the region (March–June 2020). This analysis has a three-fold objective: (a) to give an overview of the status of connectivity in five big Latin American countries – Argentina, Brazil, Chile, Colombia and Mexico; (b) to study comparatively the actions and regulations implemented on connectivity matters by the governments of each country to face the pandemic; and (c) to provide insights in relation with telecommunications policies in the context of pandemic emergence at a regional level. To that end, this study will consider legal regulations and specific public policies in this field, official documents from the public and private sectors, and statistics on ICT access and usage in the region.
