This paper reports on the 7th LAb Session hosted online by the Research Institute for Learner Autonomy Education (RILAE) on December 3rd, 2021. This LAb session featured 19 presenters, including three invited speakers, from 8 different countries to explore the concepts of autonomy and learner agency. The presenters shared short summaries of research, theoretical conceptualisations and descriptions of practice centered around the theme. Pre-recorded sessions were made available to attendees the day prior, while the live sessions were broken into a morning and afternoon session. This article provides a broad summary of the presentations and my reflections as a first-time co-organiser

We are excited to present you Volume 2 Issue 2 of Relay Journal published by the Research Institute of Learner Autonomy Education at Kanda University (KUIS), Japan. The Relay Journal aims to foster a dialogue spanning the globe discussing topics related to learner autonomy. This issue of Relay Journal is dedicated to teacher and advisor education for learner autonomy. The topic is particularly important, since –– apart from some exceptions –– autonomy is not always integrated into curricula for teacher education, and in addition, very few programmes exist for advisor education. Therefore, it is crucial to include opportunities for in-service professional development and reflection on how to foster autonomy and how to support language learners as teachers or as advisors. This can be done in the form of teacher training, mentoring and/or tutoring programmes, action-research, or reflection in- and on-practice.

The evolutional way of developing of the theoretical and practical basis of main tillage since the middle of the first part of the 20th century up today is highlighted. Exaggerated ideologization of science, government monopoly of academician V.R. Williams from thirties to fifties years of the 20th century caused big losses in agrarian science, especially in farming and agriculture sciences. The disaster of Williams was caused by absolute priority of soil conditioning and universalization of developed by him grass rotation system of farming. Till fifties in crop farming arable tillage to the depth at least 20–22 cm dominated completely. The first person in the USSR to refuse from a plough was T.S. Maltsev who recommended to hold deep beardless tillage once in 4–5 years, and for the rest of the time to use surface one (up to 8 cm) or surface tillage (10–12 cm) with discs. After T.S. Maltsev works, the issues of differentiation of tilled soil layers under beardless and surface tillage became especially controversial. The final boost for the development of theoretical and practical basis of tillage minimization was soil protecting system suggested by the group of scientists of the former All-Soviet Union Research Institute of grain growing headed by O.І. Baraievyi. It was based on beardless tillage, sowing with stubbly seeding machines, flap and buffer planting, snow capture etc. Early adopters of a full refusal from beard tillage in Ukraine during 80–90ies years were І.Ye. Shcherbak, F.M. Morgun, M.K. Shykula, S.S. Antonets and their students and followers. Nowadays the majority of national scientists consider the differential different depth tillage as the most effective one during crop rotations, which includes alternation of different ways, events and means of soil tillage depending on ecological conditions, crops biological features, structure of crop acreage, fertilization systems and plants protection etc. In scientists opinion, the minimal tillage is available on 3 millions of hectare and no-tillage is available on 5,49 millions of hectare out of 30 millions of tilled soils in Ukraine. In thirties V.R. Williams and M.S. Sokolov criticized surface tillage. Academician M.M. Tulaykov who was openly against doctrines of V.R. Williams recommended surface tillage in dry regions which in his opinion had to protect tilled soil from wind formed processes. He claimed that surface tillage is economically suitable for poor husbandries and that dust storms are the result of a constant daily soil drifting caused by deep tillage. In forties an American farmer E. Folkner widely promoted surface tillage together with soil mulching with plant matters of green crops. The first person to refuse from beard tillage in the first part of the 20th century in the Soviet empire was T.S. Maltsev. He proved decisively the advantages of beardless tillage over beard one in Transurals. T.S. Maltsev suggested the whole range of tools for soil tillage developed by him, the main of which were cultrate pulverizers and a beardless plough. The necessity of tillage with plough was the main stereotype existing in the world tillage theory and practice till the fifties. Scientific inheritance of M.M. Tulaykov became one of the bases for reconsideration of the concept of V.R. Williams existing in Ukraine. He concluded that it was necessary to change beard tillage to surface one to the depth 10-12 cm under which root system of one-year-old plants would be decomposed in tight soil where anoxic conditions must dominate. And to cultivate bottom layers it was necessary to hold deep tillage with beardless ploughs once in 4–5 years. The first person to refuse from a plough in the USSR was T.S. Maltsev. He suggested using surface plowing with disc tillers and deep beardless tillage (40–50 cm) once in 4–5 years instead of tillage in crops rotation of Transural. In 1952 he made a beardless plough for the first time. The most controversial issue among the scientists of Ukraine was differentiation of the tilled layer and its effect on crop productivity under beardless and surface tillage. In sixties and seventies O.I. Baraiev and his colleagues from All Soviet Union Research Institute of grain farming headed by him developed for the first time a soil protective system based exceptionally on different depth beardless tillage in crop rotations, usage of stubbly seeding machines, subsurface cultivators, soil spikers, coulisse fallow, buffer planting etc. In Ukraine during eighties and nineties years a complete refusal from beard tillage in favor of beardless tillage was supported by І.Ye. Shcherbak, F.T. Morgun, M.K. Shykula, S.S. Antonets and other scientists and experts. High weed infestation of fields under such tillage was the main obstacle to its widespread usage. In the 21st century the majority of scientists recommend differential different depth main tillage which suggests different ways, events and means of its implementation in crop rotations depending on biological features of crop, soil and climate conditions, fertilizing systems, plant protection etc, 13 millions hectare of tilled soil is technologically suitable for minimum tillage in Ukraine, and the rest 5,5 million hectare do not even need tillage at all. Learner autonomy and motivation have been recognized by academics, researchers, and practitioners as both critical and problematic elements of linguistics and language learning, among other disciplines in higher education. The ongoing challenge lies at the heart of students exercising a critical sense of agency over their acquisition of disciplinary knowledge, educational experience, and applied practice. However, rather than being understood as a socially constructed action or outcome within limited frames of reference, learner autonomy and motivation may be viewed expansively as culture. Drawing on Raymond Williams's theory of culture and John Law's sociological concept of symmetry, this work attempts to explore how learner autonomy and motivation might be fostered and sustained, in an attempt to rethink how learner agency might be positioned as a normative practice.

The paper presents the design, general characteristics of and possibilities of data usage from the All-Russian register of patients with psoriatic arthritis (PsA).The purpose of creating and introducing the register into Russian healthcare practice is to evaluate the effectiveness of the diagnosis and treatment of PsA. The All-Russian register of PsA patients was created for the period 2016–2018 within the framework of the All-Russian register of patients with arthritis «OREL» on the basis of the V.A. Nasonova Research Institute of Rheumatology and with the support of the All-Russian public organization «Association of Rheumatologists of Russia». This system is an all-Russian population-based register that allows for the recording and monitoring of patients with PsA throughout the follow-up period. This enables healthcare specialists and organizers to obtain reliable information on the state of care for this category of patients in the region.The main purpose of the register is to provide necessary information support and automated technology for solving the problems of accounting, controlling, and monitoring of the status of PsA patients and to organize information interaction between specialists. The register is based on existing state regulatory legal acts. While developing and testing of the register, there were a number of tasks to be solved: to evaluate the efficiency of existing standard and promising targeted PsA therapies in real practice; to assess and improve the routing of patients with PsA. The use of the register allows an operational analysis of the following characteristics: demographic and socioeconomic parameters of patients with PsA; anamnestic data of patients with this condition; results of clinical examinations, instrumental and laboratory data.The geography of the register covers 27 regions of the Russian Federation; the register includes information on 460 patients with PsA.Creating a register permits one to track the dynamics of various parameters (social, demographic, and medical ones), to compare treatment options and the clinical and functional characteristics of patients with PsA, and to evaluate their performance, disability and changes in the social and labor status during the treatment performed. Thus, for the first time in the Russian Federation, the demographic, functional, and socioeconomic parameters of patients with PsA were comprehensively analyzed and the level of performance and impaired daily activities in PsA patients were studied using the WPAI questionnaire; moreover, the patients’ functional and psychological status was evaluated for the first time, by applying the PsAID-12, FACIT questionnaires (in the patients of the V.A. Nasonova Research Institute of Rheumatology).An analysis of the information available in the register makes it possible to compare the efficiency of different PsA treatment regimens, by estimating the rates of remission and/or minimal disease activity in real practice.

Приведена историческая справка по селекции сои в Дальневосточном научно-исследовательском институте сельского хозяйства, начиная с 1938 г. В 2018 г. впервые проведена сравнительная оценка сортов сои хабаровской селекции по биологическим и технологическим параметрам, изучен биохимический состав семян. Представлены сорта различного направления использования – пищевого, кормового, универсального. За годы успешной селекции создана линейка сортов с разным периодом вегетации – от среднескороспелых (Марината, Антон Толпышев) до среднепозднеспелых (Батя, Иван Караманов, Учитель); с высокой устойчивостью к полеганию (0 баллов) и имеющие прикрепление первого боба на высоте от 8,0 см и более. Среди сортов присутствуют как мелкосемянные (МОК, масса 1000 семян 79,5 г), так и крупносемянные (Учитель, масса 1000 семян 253,8 г). Высокое содержание белка отмечено у сортов Хабаровская 117 (42,1 %), Хабаровская 01 (41,3 %), Мария (40,9 %), Хабаровская 4 (40,7 %), ПИМ-95 (40,7 %), МОК (40,7 %), Учитель (40,3 %); среди кормовых сортов – у Черной кормовой (41,2 %) и Л-74-10 (40,7 %). Сорта Иван Караманов и Салтус рекомендуются как масличные. Сорта Локус, МОК, Пим-95, ВАЗ-100 пригодны для получения функциональных продуктов. Предлагаемые современные сорта сои ДВ НИИСХ в условиях муссонного климата обладают высокой продуктивностью, высокотехнологичны в производстве и являются основой для увеличения валового производства сои в Дальневосточном регионе. The historical information on soybean breeding at the Far East Research Institute of Agriculture, from 1938 to the present day, is provided. In 2018, for the first time, a comparative assessment of soybean varieties of the Khabarovsk selection by biological and technological parameters was carried out, the biochemical composition of seeds was studied. Varieties of various directions of use are presented – food, feed, universal. Over the years of successful breeding, a line of varieties with a different growing season has been created – from mid-season (Marinata, Anton Tolpyshev) to mid-late (Batya, Ivan Karamanov, Uchitel); with high resistance to lodging (0 points) and having the attachment of the first bean from 8.0 cm or more. Among the varieties there are both small-seeded (MOK, weight of 1000 seeds 79.5 g), and large-seeded (Uchitel, weight of 1000 seeds 253.8 g). High protein content was observed in the varieties Khabarovskaya 117 (42.1 %), Khabarovskaya 01 (41.3 %), Maria (40.9 %), Khabarovskaya 4 (40.7 %), PIM-95 (40.7 %), MOK (40.7 %), Uchitel (40.3 %); among fodder varieties – Black fodder (41.2 %) and L-74-10 (40.7 %). Varieties Ivan Karamanov and Saltus are recommended as oilseeds. Varieties Locus, MOK, Pim-95, VAZ-100 are suitable for obtaining functional products. The modern soybean varieties offered by the Far East Research Institute of Agriculture in the monsoon climate are highly productive, high-tech in production, and are the basis for increasing gross soybean production in the Far East Region.

Our measurements were done in a soil conditioner experiment started in 2014 which was set in conventional tillage system at the Karcag Research Institute where a soil conditioner was used from 2010. Effect of two different soil conditioners on compaction, moisture content of the soil and on CO2-emission was studied. Measurements were done after sowing of maize and millet, and on stubble after harvesting. It can be established that less degree of compaction was characteristic to the soil of the plots treated for several years with the soil conditioner during the vegetation period than in case of untreated plots. Higher CO2-emission values were observed on the plots treated for several years than on the control plots. This effect can’t be established in case of soil conditioners used for first time in this year.

In 2007, spent nuclear fuel (SNF) from the Nuclear Research Institute Rˇezˇ plc (NRI) was shipped to the Russian Federation for reprocessing. A large amount of SNF of Russian origin has been accumulated after 50 years of research reactor operation. The shipment was realized in the frame of the Russian Research Reactor Fuel Return (RRRFR) program under the US-Russian Global Threat Reduction Initiative (GTRI). SNF shipment from NRI to the Russian Federation represented a very complex and complicated technical, legal and contractual scope of work. The SNF shipment has been realized under specific conditions: 1. High capacity SˇKODA VPVR/M casks were used for transportation for the first time. 2. For the first time, high enriched uranium SNF from a research reactor has been sent to the Russian Federation from a European Union country under the appropriate intergovernmental agreements, legal regulations and conditions. NRI also participates in shipments of SNF from other countries within the framework of the RRRFR program. NRI participated in shipments of SNF from Bulgaria and Hungary in 2008, from Poland in 2009 and 2010, from Ukraine in 2010. Shipments from Belarus and Serbia are planned in 2010. The second shipment of the residue of high enriched SNF from NRI after changeover of the reactor operation to low enriched fuel will be implemented in 2013. The experiences gained during the SNF transportation are described in the paper together with the present and future NRI activities in support of the SNF shipment from other countries.

We are grateful to all of the authors and reviewers for participating in the dialogic process that has led to the publication of this issue. We hope you enjoy reading not only the final versions of the papers, but also the original submissions and the ensuing comments and responses. The original papers have been retained in order for readers to be able to capture the evolution of ideas facilitated by the dialogue. The PDF versions were then revised based on the comments and ideas that the dialogue stimulated. In fact, we hope that the dialogue and thinking will still continue. This short introduction will briefly summarise the submissions and also include announcements and acknowledgements.
