As a historian interested in Shiעi communities in Arab countries, I could not help but be disappointed by the lack of social and cultural history in this study. However, this is not a negative reflection on the book. What may at first seem like a weakness to readers such as myself, who are more interested in social and cultural history, is actually a necessary part of the authors' formulation of their argument. The book is intended to be a very practical representation of the Arab Shiעi with political analysis that has immediate policy implications for the Shiעi themselves, the Arab regimes that rule over them, and the United States. As a monograph dealing with policy issues related to the Arab Shiעi, this book is very successful and is of special interest to scholars, activists, and policy-makers dealing with issues related to the Arab Shiעi.

Over the last several decades, with the rise of mass incarceration in the United States and its steep costs, governments at the federal, state, and local levels have dramatically ramped up monetary punishment. Monetary sanctions are now the most common type of criminal penalty in the United States. The growth of fines, fees, and other legal financial obligations (LFOs), and the ensuing legal debt, reflect a shifting of the system’s costs onto its primarily low-income and indigent subjects. This study provides an exploration of previously underexamined ways in which monetary sanctions impose distinct burdens on the poor. Interviews with 121 defendants in Texas and New York, along with courtroom observations, demonstrate that criminal legal debt is particularly challenging for people with low incomes in three meaningful ways. First, systems set up to handle indigency claims do not adequately address the needs or complex individual circumstances of those who simply do not have the ability to pay. Oftentimes, alternatives are unavailable or statutorily prohibited. Second, the lack of alternatives to payment lead to compromising situations, which then compel indigent defendants to make difficult choices about how to allocate scant resources. Finally, being encumbered with fines and fees and participating in alternatives like community service comes with taxing time requirements that can prove uniquely challenging for those who are poor. These three findings lead us to propose a series of policy recommendations revolving around three key themes: (a) enhancement of indigency procedures, (b) equity in monetary sanctions, and (c) alleviating burdens by improving accessibility.

There are volumes of research on inmate misconduct; however, few studies focus on institutional violence among juvenile inmates and even fewer examine violent misconduct among youth sentenced as adults and transferred to prison. The current study draws on theories of importation and deprivation and relies on self-report data from in-depth interviews conducted between February 2001 and March 2003 with 95 male juvenile inmates incarcerated in adult prisons in Arizona and New York. The current study fills a void in prior research by examining a specialized and relatively underresearched population to better understand the predictors of violent misconduct among youth in prison. The findings suggest that the importation measure of gang membership and the deprivation measure of threatened with a weapon are significantly associated with violent misconduct. Correctional policy implications are discussed.

Background: Use of automated external defibrillators (AEDs) in out-of-hospital cardiac arrests (OHCAs) improve survival. Professional health organizations recommend that AEDs be available in crowded places, including schools but currently only 18 US states require them. Sudden cardiac arrest (SCA) research in the school-age population has largely focused on school sub-groups, leaving out the majority of US students and adults working in schools. New York State (NYS) has one of the largest student populations in the US. Our objective was to gain epidemiologic data on SCA across a variety of school levels and examine the availability and utilization of AEDs in a state that requires them.Methods: This was an observational, cross-sectional study utilizing an electronic survey. We included NYS school nurses and collected electronic surveys in January-March, 2018. We analyzed demographic data of school characteristics, SCA occurrences and AED use and availability.Results: Of 876 respondents (36.1% response rate), 71 (8.2%) reported SCAs, with 41 occurring in adults. AEDs were deployed in 59 of 71 (84.3%) events, 40 individuals had long-term survival. Most SCAs occurred in middle-schools. School size or number of AEDs/school had no bearing on short-term or long-term survival. AEDs were widely available in private schools, though this was not required by state law.Conclusions: Our data suggest a need for more comprehensive examination of SCA in US schools. Research comparing the availability and utilization of school AEDs between states that do and do not require them is needed and may have important clinical and policy implications for SCA emergency preparedness in US schools.

In this approach to reflect back to the surface the issue of the use of SMS messages in the monitoring of electoral processes.
