Amr Abdalla (professor and vice rector, University for Peace, San Jose, CostaRica) visited the International Institute of Islamic Thought (IIIT) on February1, 2013, to discuss the challenges of conflict resolution and peace that hascaught the attention of so many Muslim and non-Muslim scholars and policymakersfor several decades. This article deconstructs the dominant constructions and portrayals of the Muslim world in literature on social media and civic engagement in relation to the Arab Spring. A critical reading of literature on social media and ‘Arab Spring’ shows that analyses by Western scholars and commentators are still grounded in ‘modernist dualism’ and orientalist understandings. The article starts by tracing the history of technology to argue that analyses of social media’s educational and civic potential within the Western context in general, is continuation of arguments about earlier technologies in relation to societal development. However, when it comes to analyzing social media and civic engagement particularly in the Muslim world this tendency gets muddled with another well-established trend, that of Orientalism. The overall impact of this tendency results in restricting majority of arguments within the essentialists/determinists paradigm. Such analyses essentialize the technological aspects of social media as universal and constitute the West as civilized, democratic, multicultural, and progressive. On the other hand Muslim world is represented as uncivilized, undemocratic, uncultured, and chained in past traditions. Thus, there is a need for a nuanced understanding of the relationship between the social media and civic engagement in the Muslim world, which can be conceptualized by framing the issues within a postcolonial critique of neoliberal globalization. DOI: 10.15408/tjems.v1i2.1264

While most of the recent movements in the Muslim world have been spearheaded by Islamic parties and leaders, the Arab  uprising is surprisingly led by civil society, especially the youth. The Arab uprising is still unfolding and uncertainties exist that may yet be clarified in the course of time. However, one question that  arises is over the relative absence of Islam in what has been seen so far.

Before the Arab Spring, the Middle East and North Africa (MENA) region was cited for its low levels of political mobilization, but recent events call for a more systematic study of “protest potential” in MENA and the broader Muslim world. Combining surveys from 141 countries, this chapter identifies a significant participation gap in Muslim-plurality countries: individuals living there are less likely to have participated in politics and are also less likely to self-report being willing to do so, a difference that holds across all demographic categories. After confirming the validity of retrospective and prospective self-reports using a survey of participants in Istanbul’s Gezi Park protests, the chapter explores the role of religion in the Muslim world’s participation gap: while Islam, as a doctrine, does not inhibit activism, certain forms of religiosity do undermine participation. In particular, private beliefs and practices limit protest potential in the Muslim world, while collective religious engagement bolsters it. The latter, the chapter argues, supports activism by helping address the collective action problem underlying mass politics.

dth: 0px; "> The research describes and explains the wave of protest movement in theKingdom of Morocco, one of the Muslim countries in the Western Arab, in the post-2011 constitutional referendum. The constitutional reform was carried out as a response to the large and massive people protest. Unlike the cases in other neighboring states where “Arab Spring” took place, the Moroccan movement receded without neither the fall of the regime nor massive casualties. However, intense protest kept taking place, especially in Muhammad V Street leading to the Parliament Building. Some interesting questions arise, including what the nature of the current protest is and why people still protest after the vast popular agreement toward the constitutional referendum. Based on library research and intense observation for forty days, and interviews, this study found that, to some extent, the Morocco protest has the same nature as that of the Arab Spring. The protest has “hidden agendas” although there are evidences that they dissembled in “smaller and partial issues because of some reasons”. Pertanyaannya adalah apa sesungguhnya karakter dari protes-protes yang masih berlangsung bahkan hingga saat ini? Mengapa mereka masih melakukan protes pasca persetujuan secara luas rakyat Maroko terhadap reformasi konstitusi? Penelitian yang dilakukan dengan cara studi kepustakaan yang didukung oleh observasi di lapangan sekitar 40 hari, berkesimpulan bahwa karakter protes itu adalah “Arab Springs” (mengarah pada penjatuhan rezim) kendati itu tak dinyatakan secara terbuka. Mereka memiliki agenda terselubung itu dan tidak mengemukakannya dengan berbagai alasan. Penulis berpendapat, Maroko adalah pelajaran penting bagi reformasi politik di dunia Arab yang sedang bergolak saat ini, bahkan mungkin pula untuk dunia Islam.

Resumen: El presente artículo tiene como finalidad analizar la libertad de expresión y la regulación mediática de los medios informativos en Argelia durante el periodo 2007-2018. Desde las revueltas del año 2011, conocidas popularmente como la primavera árabe, todos los países del denominado mundo arabo-musulmán han experimentado cambios en sus marcos legislativos. Aunque dichas revueltas llegaron a derrocar los gobiernos de Túnez, Egipto o Libia, Argelia ha suscitado un gran interés por parte de los académicos al no producirse mutaciones significativas en la composición de su régimen. A través del análisis de diversas fuentes y escritos, el presente documento analiza los cambios en materia de libertad de expresión y regulación mediática en la última década. Since the riots that took place in 2011, popularly known as the “Arab Spring”, all the countries of the so called Arab-Muslim world have experienced changes in their legislative frames. Although the above mentioned riots went as far as to overthrow the governments of Tunisia, Egypt or Libya, Algeria has caused a great interest from academics, since it did not produce significative alterations in the composition of its regime. Through the analysis of diverse sources and documents, the present document analyzes the changes in topics such as freedom of speech and media regulation in the last decade. Since late 2010 and early 2011, the Arab region has witnessed mass protests in Tunisia, Egypt, Libya, Syria, Yemen, Iraq, Bahrain and other countries that have been referred to in the political, media and other literature as the Arab Spring. These movements have had a profound effect on the stability of the regimes Which took place against it, as leaders took off and contributed to radical reforms in party structures and public freedoms and the transfer of power, but it also contributed to the occurrence of many countries in an internal spiral, which led to the erosion of the state from the inside until it became a prominent feature of the Arab) as is the case in Syria, Libya, Yemen and Iraq.
