ABSTRACT In a situation where oil is spilled on the Norwegian Continental Shelf (NCS) the operator is responsible for the oil spill response. To do this in a robust and efficient way Norwegian Clean Seas Association for Operating Companies (NOFO) handles the oil spill response on behalf of all member companies. Handling an oil spill response situation in all its forms from offshore incident to beach restoration involves many different resources, skills and people. Introducing Incident Command System (ICS) as the command system for this task even increases the amount of training we need to do. How can NOFO achieve the optimal training of our common and shared response resources in a time where focus is on an effective and robust response? Having an overview of the different response needs and response plans NOFO coordinates activity, training and exercises in an efficient way. This is done with the aid of NOFO’s operative plan. The plan describes every resource with a performance requirement and puts it in to a response context. This gives NOFO a foundation to build a response that is structured and cost efficient for our members. Furthermore, this enables NOFO to tailor our training and exercises from the individual responder/resource to the complex large-scale field exercise which involves typically 250–350 people from numerous different operating companies, municipalities, governmental and private responders. This paper will describe how we plan, train and exercise on the NCS in order to be prepared for response in an efficient and robust way.

With the advent of large-scale social networks, two communication users need to generate session keys with the help of a remote server to communicate securely. In the existing three-party authenticated key exchange (3PAKE) protocols, users’ passwords need to be stored on the server; it cannot resist the server disclosure attack. To solve this security problem, we propose a more efficient 3PAKE protocol based on the verification element by adopting a public-key cryptosystem and approximate smooth projection hash (ASPH) function on an ideal lattice. Using the structure of separating authentication from the server, the user can negotiate the session key only after two rounds of communication. The analysis results show that it can improve the efficiency of computation and communication and resist the server disclosure attack, quantum algorithm attack, and replay attack; moreover, it has session key privacy to the server. This protocol can meet the performance requirement of the current communication network.

Adders play a vital role in the design of a digital system using VLSI (Very Large Scale Integration) technique. Adders are the basic building block of ALU (Arithmetic Logic Unit) which is an important component of a processor. In this paper we are comparing and analyzing the performance parameters of basic adders like Ripple Carry Adder, Carry Select Adder, Carry Look Ahead Adder, Parallel Prefix Adder along with sparse adder. The above mentioned adders are implemented using 90nm technology in Xilinx ISE 14.7 Suite.

In order to meet the measuring performance requirement of both high accuracy and large range when measuring the large-scale space angle formed by non-uniplanar lines quantitatively based on the engineering background of ammunition assembly angle test, we propose a measurement method that uses line structured laser as a common measurement reference and combined with vision inspection technique to achieve the measurement of large-scale space angle formed by non-uniplanar axes. Ammunition assembly angle have been measured accurately by using this method which provides a scientific approach for quality evaluation of that type of ammunition.
