Urban Transportation Conditions from the Metropolitan Area of Kuala Lumpur that will Impact and Endanger Putrajaya’s Sustainability Plan

There is a growing demand for mobility and accessibility from the Klang Valley (The Greater Kuala Lumpur) into the city of Putrajaya. Putrajaya is the federal administrative Capital of Malaysia, conceived as the first sustainable intelligent city-garden. The public connectivity in Kuala Lumpur is mainly centralized with the RR (Rapid rail) integrated by the Light Rail Transit (LRT) and the MRT (Mass Rapid Transit) with connections by bus to the peripheral zones. However the primary mode of transportation is still private vehicles such as cars and motorcycles, with an increased use from 458,294 in 2006 to 628,239 in 2012. In 1990, these numbers increased from 247 vehicles per 1,000 persons to 546 and 994 vehicles per 1,000 persons in 1996 and 2002 respectively, beyond the national level per 1,000 population of 91 vehicles in 1990, 133 in 1996 and 210 vehicles in 2002 incrementing the heavily congested conditions existent in the traffic grid, thus also affecting the connection with Putrajaya (Kuala Lumpur Structured Plan 2020). This paper highlights the necessity for a closer examination to some of the factors that exert influence on the motivation of the preference in the use of private transportation in detriment of the existent public urban network that will affect and endanger the sustainable nature of Putrajaya. The primary methodology used is the consultation of available literature, newspapers, published reports, and interview with experts. A secondary source is the observation in situ to help support the conclusions. The constant growth on the demand for private transportation in the population is hypothesized to be directly positively correlated to a very ingrained tradition, unchangeable weather conditions and the unreliable connectivity. These factors directly affect the lack of incentives to improve existent public transportation from Klang Valley to Putrajaya.

<p>The Klang Valley Mass Rapid Transit (KVMRT) rail system is a central part of the development of the Kuala Lumpur public transportation network with MRTC the project owner and MMC Gamuda KVMRT (PDP SSP) the Project Delivery Partner. The first MRT line stretches from Sungai Buloh to Kajang (SBK) with a length of 51km, while the second line from Sungai Buloh to Serdang to Putrajaya (SSP) has a length of 52km. The majority of both lines is supported on viaducts which weave their way through the urban environment. This paper presents the development of the viaduct design for the SBK Line and the lessons learnt that were incorporated into the SSP Line viaduct design. The process of optimising the design to meet the requirements for both the SBK and SSP Lines will be discussed while some key technical aspects of the viaduct design will be highlighted.</p>

<p>Malaysia’s capital city Kuala Lumpur has been experiencing urbanization growth spurts in the last two decades, in tandem with her rapid economic expansion and progress towards a developed nation. Trailing this economic trend is the need to improve and expand public transportation, particularly in the railway sector. The Klang Valley Mass Rapid Transit (KVMRT) rail transit system was conceived to meet that need and complement the existing public transportation network.</p><p>The first KVMRT metro line commonly known as the SBK line which connects Sg Buloh township in the northern-west and Kajang in the southern-east, was delivered and fully opened to the public ahead of schedule on 17 July 2017. The success of the project was achieved through significant efforts in surmounting many challenges in different aspects. This paper shares the experiences from the perspective of the Project Delivery Partner (PDP) in the planning, design and construction of the viaducts and station structures.</p>

Light rail transit (LRT) is a sustainable transportation mode that ensures sustainable environmental, economic, and social development. Generally, the rate of public transportation usage in many parts of the world remains low compared to private vehicles. There is a need to understand passengers’ perception of public transportation service quality to enhance passenger satisfaction and increase ridership. Thus, this study used the Kuala Lumpur LRT service as a case study to investigate the effect of a passenger’s gender and age on their perception of the LRT service quality and their overall satisfaction. This survey involved 417 respondents. The outcome of factor analysis indicated that eight factors—i.e., signage, comfort, speediness, safety, ticketing service, facilities, staff service, and provision of information—influenced passenger satisfaction. The results of the Mann–Whitney U test and Kruskal–Wallis test indicated that the factors influencing passenger satisfaction significantly varied across a passenger’s gender and age. A more in-depth and comprehensive analysis using the ordered logit model and segmentation approach proved that provision of information, comfort, staff service, and facilities were critical determiners of passenger satisfaction in most segments. Safety factors and ticketing services had no impact on overall passenger satisfaction. The findings of this research could help LRT service providers, researchers, and policymakers formulate effective strategies for enhancing passenger satisfaction and increase the ridership for LRT services.

IntroductionTo present an analysis of the Brazilian health system and subnational (state) variation in response to the COVID-19 pandemic, based on 10 non-pharmaceutical interventions (NPIs).Materials and methodsWe collected daily information on implementation of 10 NPI designed to inform the public of health risks and promote distancing and mask use at the national level for eight countries across the Americas. We then analyse the adoption of the 10 policies across Brazil’s 27 states over time, individually and using a composite index. We draw on this index to assess the timeliness and rigour of NPI implementation across the country, from the date of the first case, 26 February 2020. We also compile Google data on population mobility by state to describe changes in mobility throughout the COVID-19 pandemic.ResultsBrazil’s national NPI response was the least stringent among countries analysed. In the absence of a unified federal response to the pandemic, Brazilian state policy implementation was neither homogenous nor synchronised. The median NPI was no stay-at-home order, a recommendation to wear masks in public space but not a requirement, a full school closure and partial restrictions on businesses, public transportation, intrastate travel, interstate travel and international travel. These restrictions were implemented 45 days after the first case in each state, on average. Rondônia implemented the earliest and most rigorous policies, with school closures, business closures, information campaigns and restrictions on movement 24 days after the first case; Mato Grosso do Sul had the fewest, least stringent restrictions on movement, business operations and no mask recommendation.ConclusionsThe study identifies wide variation in national-level NPI responses to the COVID-19 pandemic. Our focus on Brazil identifies subsequent variability in how and when states implemented NPI to contain COVID-19. States’ NPIs and their scores on the composite policy index both align with the governors’ political affiliations: opposition governors implemented earlier, more stringent sanitary measures than those supporting the Bolsonaro administration. A strong, unified national response to a pandemic is essential for keeping the population safe and disease-free, both at the outset of an outbreak and as communities begin to reopen. This national response should be aligned with state and municipal implementation of NPI, which we show is not the case in Brazil.

This article does a further research on the technologies of cloud computing and intelligent public transportation, designs a human-centered intelligent public transportation system, improves the connection between passengers and vehicles, vehicles and vehicles. Technologies of BeiDou messaging, capacity sensor, RFID and Web are used to improve the intelligence of public transportation information platform. This article makes an architecture design in intelligent transportation based on cloud computing and uses the embedded system as the core. The architecture allows passengers to obtain needed vehicles’ information through various services whenever and wherever, and strongly supports intelligent control and schedule of multi-vehicles and multi-lines. The system lays a good foundation for the intelligent city.

Light Rail Transit (LRT) is one of the public transports that provides a lot of benefits to the Malaysian. Yet this consumption depends on the diverse tastes of potential ridership which are influenced by various factors. However, it is very challenging to predict significant factors influencing ridership preferences. As such, the identification of these factors is very important in ensuring this transportation service really attract ridership attention. Thus, this paper intends to identify the main factors that influence ridership preference in taking LRT transportation. 28 attributes have been identified in this research which expands from four (4) main components. Data were collected from ridership’s survey, site observations and ridership statistical data. Pearson Chi-square has been employed to justify the significant status and the influence level of each LRT attribute and component factors toward ridership preference. The results show that 23 attributes recorded a significant status (<0.00) in two (2) different directions of correlation. Overall, three (3) component factors namely i) Comfortable Service, ii) Economics and iii) Indoor Environment Conditions, have influenced and contributed to the same effect on ridership considerations, as compared to the negative effects displayed by the Site Design Attributes.

Noise is one of the most frequent consequences of traffic. Public transportation systems, such as the Dallas Area Rapid Transit (DART) authority provides various modes of transportation. Even though the availability of commuting service for the public is a boon to communities, mass transit systems are potential sources of excessive sound levels in daily urban life. This article examines the nexus between the transit station facilities of light rail train (LRT) stations and noise implications at both station and neighborhood scales by studying selected LRT stations. A multilevel linear analysis was conducted to understand the degree of train station amenities and neighborhood characteristics that affect sound levels. Using a type II sound pressure level (SPL)meter, sound measurements were obtained during the weekdays and weekends over several weeks. Upon examining the station amenities, and built environment and sociodemographic characteristics of the neighborhood, findings of this comprehensive research reveal significant implications for sound levels. Stations with ticket vending machines and informative message boards include a higher degree of significance on SPLs, while shelters, crew rooms, bike lockers, restrooms, and windshields are significantly and negatively associated with the noise levels. Additionally, neighborhoods with dense roads, higher speed limits, more neighborhood facilities, and a higher number of transit routes have an increased likelihood of noise levels. Recommendations include creating transformative policies for implementation, and approaches addressing noise for transit authorities, transportation engineers, and planners are presented. Planning and engineering aspects of comfort, aesthetics, safety, and public health, as train stations are daily use spaces for commuters and surrounding communities, should also be considered.
