Analysis of the Influence of Properties Management in the Region on the Transaction Prices Level of Unbuilt Land Properties – Case Study

This article presents the results of analysis of the influence of selected economic, legal and environmental factors on the level of transaction prices of unbuilt land properties, in two randomly selected districts of the southern Poland. The results of the research allowed extraction of a group of factors influencing the spatial distribution of the average prices of the surveyed properties. They gave also the answer to the question about the extent to which the unit prices are confirmed by the state of properties management in the region. An analysis of the existing state in the selected region based on the analysis of the local market was performed. Furthermore, the conformity of local plans for the studied areas was examined, as well as an analysis of spatio-temporal distribution of transaction prices of real estate was performed. The research has shown that the level of transaction prices on the local real estate markets is related to the real estate management of the surveyed areas. The state of the economy is affected by many factors, most important of which seems to be the location in relation to urban areas and the condition of the access roads. The undertaken tests correspond with the directions of the world research.

Identifying the spatio-temporal patterns of people activities in urban areas is key to effective urban planning; it can be used in real-estate projects to predict their future impacts on behavior in surrounding accessible areas. LaVallée is a large construction project recently started in Paris’s suburb; it is a new district due in 2024. The paper is in the field of urban planning, aiming at developing a method making it possible to model the potential visits of the various equipment and public spaces of the district, by mobilizing data from census at the departmental level, and the layout of shops and activities as defined by the real-estate project. This model takes into account the flow of external visitors, estimated realistically based on the pre-project movements in the areas of influence of LaVallée. In this paper, we propose an activity-based model methodology to determine trips and their purpose at a mesoscopic scale including the city and surrounding areas, in the current baseline scenario. This travel demand is required to estimate potential external visitors of the future district. A first demonstration shows that the model correctly represents the current demands and allows the forecast of future demand in the area.

AbstractThe focus of the study is on contemporary concept of Facility Management (FM) that supports processes of management, especially real estate management. The study attempted to analyse the assumptions of standardization of real estate management within the FM concept. Analysis of the situation in the real estate market in Poland in 2013 showed the necessity of implementation of effective management, which concerns not only investment projects, but, particularly, the area of management of facilities and innovations, and taking measures aimed at increasing the value of real estate. The role and opportunities offered by certain contemporary methods of real estate management (benchmarking and outsourcing) have been discussed, particularly in terms of management of auxiliary processes. The study presented situation in the local construction sector and developer enterprises in Poland, particularly in terms of taking measures concerning formation of demand and customer preferences in the real estate market. The results obtained in the study were used to analyse situation in the market of real estate in Częstochowa, Poland, stimulated directly by tendencies observed in this local market and suggest the necessity of proper management of auxiliary processes, which will substantially contribute to improvement of enterprises’ operation.

Abstract The specific character of the real estate market is the reason why observations of transaction prices seen as statistical variables are taken in a non-standard way. In the traditional approach each time period or specific moments of time are attributed with one observation of a studied variable per one object. In the case of the real estate market, this is not possible since transactions relate to different objects, i.e., properties, and occur at irregular, or even random, moments. This is why traditional methods used to examine the dynamics of economic phenomena must be adapted to specific conditions on the real estate market. Keeping that in mind, the aim of this paper is to adapt classical statistical examination methods of dynamics to specific conditions of the real estate market followed by the actual examination of the dynamics of real estate prices in three sub-segments of the housing market in Szczecin. On its basis, the authors evaluate various methods of examining real estate price dynamics in terms of their applicability in real estate appraisal procedures and, in a broader perspective, present characteristic phenomena that can be observed on the real estate market.

Abstract The regularities and relations between real estate prices and the factors that shape them may be presented in the form of statistical models, thanks to which the diagnosis and prediction of prices is possible. A formal description of empirical observation presented in the form of regressive models also offers a possibility for creating certain phenomena in a virtual dimension. Market phenomena cannot be fully described with the use of determinist models, which clarify only a part of price variation. The predicted price is, in this situation, a special case of implementing a random function. Assuming that other implementations are also possible, regressive models may constitute a basis for simulation, which results in the procurement of a future image of the market. Simulation may refer both to real estate prices and transaction prices. The basis for price simulation may be familiarity with the structure of the analyzed market data. Assuming that this structure has a static character, simulation of real estate prices is performed on the basis of familiarity with the probability distribution and a generator of random numbers. The basis for price simulation is familiarity with model parameters and probability distribution of the random factor. The study presents the core and theoretical description of a transaction simulation on the real estate market, as well as the results of an experiment regarding transaction prices of office real estate located within the area of the city of Olsztyn. The result of the study is a collection of virtual real properties with known features and simulated prices, constituting a reflection of market processes which may take place in the near future. Comparison between the simulated characteristic and actual transactions in turn allows the correctness of the description of reality by the model to be verified.

Através de exaustiva pesquisa documental, realizada em acervos locais, e tendo como principal fonte o jornal A União, registro oficial das realizações do Executivo estadual, foram recolhidos dados sobre as realizações habitacionais do instituto, possibilitando a identificação das suas vilas e conjuntos populares e, posteriormente, a classificação das unidades construídas e a reconstituição da planta e fachada originais. Palavras-chave: Montepio; João Pessoa; carteira imobiliária; habitação popular. Abstract: This work analyzes the constructive actuations of the real estate portfolio of Montepio Paraíba State in the statal housing production in the city of João Pessoa, from 1932 to 1963, established between the institutional designation for the production of housing in benefit of the public functionalism and its last popular realization before the work of BNH. Through exhausting documental research, done in local collections and especially through the newspaper A União, official record of the realizations of the state executive, data was found regarding the realizations of the housings by the institution, identifying the cities and popular aggregation and later on classifying the built unities and the reconstitution of thehouse plans and the front elevation. AbstractThe technical inspection of a building carried out by an expert in civil engineering can identify and classify the physical conditions of the real estate; this generates relevant information for the protection and safety of users. Given the real conditions of the property, and for the real estate valuation universe, using artificial intelligence and fuzzy logic, it is possible to obtain the market price associated with the physical conditions of the building. The objective of this experiment is to develop a property evaluation model using a civil engineering inspection form associated with artificial intelligence, and fuzzy logic, and also compare with market value to verify the applicability of this inspection form. Therefore, the methodology used is based on technical inspection of civil engineering regarding the state of conservation of properties according to the model used in Portugal and adapted to the reality of Latvia. Artificial intelligence is applied after obtaining data from that report. From this, association rules are obtained, which are used in the diffuse logic to obtain the price of the apartment per square meter, and for comparison with the market value. For this purpose, 48 samples of residential apartments located in the city of Jelgava in Latvia are used, with an inspection carried out from October to December 2019. The main result is the 9% error metric, which demonstrates the possibility of applying the method proposed in this experiment. Thus, for each apartment sample consulted, it resulted in the state of conservation and a market value associated.

The management of public real estate has been regulated in many legal acts, among which the Act of August 21, 1997 on real estate management plays the greatest role. The definitions contained in it are intended to explain the most important concepts related to the subject of this act. However, with regard to the definition of land real estate, we are dealing with a repetition of what was defined by the provisions of civil law. Such a situation raises justified interpretation doubts, which may have significant consequences in the application of this act. The existence of two definitions for the same object is undesirable and the Real Estate Management Act should be amended in this respect by including an appropriate reference to the provisions of civil law.

One of the main tasks of real estate management in the area of the municipality is making decisions concerning the location of investments on a local scale. These decisions should be taken with the principle of sustainable development. For such an action obliges Poland's membership in the European Union. Poland as a member of the EU is obliged to implement the rules in force in the Member States. Bearing in mind that any investment impact directly or indirectly on the economic development of the municipality, is therefore a significant impact on the local real estate market. Investments that have a negative impact on the environment can contribute to a reduction in the activity of the local real estate market. While performing tasks related to the economic development of the region and the increase in quality of life, increases the activity of the local real estate market. The work was carried out research on the dynamics of changes in the local real estate market in the area of the municipality Skrzyszow in the Malopolska province in Poland, in connection with the construction of the reservoir.

The strength of each country is determined by two factors, namely the economy and efficient administration. One of the instruments allowing the administration to perform its tasks is a fully operational system of real estate information, which meets the requirements commonly imposed on the systems of spatial information. This includes such prerequisites as: the reliability of up-to-date information issued from the system, easy access to this information, and ensuring the protection thereof. An effective real estate management system is largely determined by an efficiently operating Cadastre, an institution with a century-old tradition, to which the legislator has assigned specific tasks, and which provides the basis for specific decision-making actions associated, inter alia, with the real estate market. The aim of the paper is to present the scope of work carried out in Poland as part of the development of the Integrated System of Real Estate Information (Polish: Zintegrowany System Informacji o Nieruchomosciach, ZSIN), and the possibilities for the use of existing information systems with a particular emphasis on cadastral data. The paper defines the tasks, principles and functions of the Cadastre, as well as the indicated direction of changes allowing the Cadastre to be adjusted to the proper operation of the ZSIN.
