Towards a Successful E-Government Implementation

There are many different benefits that a government can obtain from encouraging the use of Information and Communication Technologies (ICTs) in its public sector delivery frameworks. Utilization of ICTs as a socio-economic stimulant has long been recognized by governments the world over. Electronic government utilizes ICTs to provide all the access to a wide range of public services. Today, different government departments and/or units at all levels of the governance hierarchy respond to millions of citizen demands electronically. The rising interest of many stakeholders in e-Government calls for a conceptual model that will guide implementation regardless of context. This chapter argues that several key success factors are appropriate and need to be considered for successful e-Government implementation. About one hundred e-Government Websites were examined upon those key success factors. Sixty-one university students took part in this investigation. Using t-test, the chapter investigates the appropriateness of the proposed model.

Governments see IT as a way to improve the quality of life of their citizens. Today, governments at all levels of the governance hierarchy respond to millions of citizen demands electronically. Many public organizations are implementing e-Government projects. There is a need to put forward a conceptual model focusing on steps towards implementing more successful e-Government projects. This exploratory paper argues that several key success factors are appropriate for e-Government implementation. About twelve e-Government websites were examined using the identified key success factors. This chapter proposes a conceptual model for a better implementation of electronic government especially in the developing world context.

The world has experienced an unprecedented growth in information and communication technologies (ICT) through the widespread use of personal computers, Internet, and mobile phones. The objectives of this chapter are to examine trends in ICT use in agriculture, identify key success factors for ICT utilization in agriculture, and investigate the implications of ICT-enabled value chains for the agribusiness industry. The chapter describes the strategic role of ICT in the development of both e-commerce and mobile commerce in agriculture globally. The chapter identifies the leading areas of ICT use in agriculture and agribusinesses as input procurement, production, marketing, food traceability, and financial service delivery. Producers are increasingly seeking ways to add value to their businesses by integrating ICT in the value chain. Similarly, consumers are becoming more knowledgeable about how they could use ICT to articulate their preferences. The chapter discusses key success factors for ICT applications affecting both the internal and external environment of agribusiness firms. The chapter concludes by drawing implications for ICT use in agriculture and agribusiness value chains.

Introduction. The article gives an assessment of the e-government development in Russia from 2008 to 2018. E-government contributes to the development of the state’s information infrastructure, improves the effciency of public service delivery to the society and attracts the public to participate in the process of developing and adopting government decisions. The article presents a comparative analysis of the development of the electronic government of Russia with other countries. The key issues of improving e-government in Russia are identifed on the basis of the UN e-government development index. This indicator allows assessing whether the state is ready to provide electronic public services to citizens and what are its opportunities for using information and communication technologies in providing these services.Materials and methods. Electronic government has become the subject of a wide range of disciplines, including political communication and sociology. Currently, scientists are paying increasing attention to the intersection of technological factors, equipment and culture in the adoption and use of information and communication technologies (ICT), e-government research has begun to demonstrate some diversifcation. Russian scientists mostly focus on the statistic data of implementation of egovernment and consequences for governance and society. This investigation is based on following methods: 1) content-analysis of offcial documents of the Russian Federation concerning e-government; 2) declarations and interviews of offcial authorities; 3) monitoring of mass media; 3) international and national statistics data analysis.Study results. Russia has relatively good indicators of e-government development in the world (according to UN e-Government Development Index), and the introduction of e-government is quite fast. But, in comparison with the leading countries, Russia still lags far behind in many respects because of: huge territory; low level of distribution of electronic services; low activity of mobile communication; weak dynamics of the increase in the number of Internet users; lack of the necessary law regulatory framework; low computer literacy of many government offcials.

Challenged to multiple pressures, the administration developed many initiatives aimed at modernizing its practices and offering the citizen customer (Thomas, 1999) a faster and better-quality service (OECD, 1996). From this perspective, the use of information and communication technologies (ICTs) is presented as an essential means of modernization (Poullet & Van Bastelaer, 1999). However, the declarations of intent sometime seem to be difficult to translate into efficient projects integrated in civil servants’ daily work practices. A lot of case studies focus on best practices or analyze the reasons of failure of several e-government projects. There are fewer studies that position upstream and try to identify the key success factors of the introduction of ICTs into public services regarding their acceptance and appropriation by internal users.

Advances in information and communication technologies (ICTs) continue to drastically impact the activities of individuals, families, communities, businesses, governments, as well as other national and global entities. They often give rise to new institutions and systems such as electronic government (e-government). E-government improves the efficiency of governments’ services and facilitates government-to-citizen and other types of communications. Nowhere is the impact of ICTs and e-government more pronounced than in developing countries, such as those in Asia, a continent that is home to the largest democracy in the world (i.e., India), where an appropriate use of ICTs can enable them to become part of the global information society. There had been encouraging signs in Asia with respect to e-government adoption and implementation of relevant services. Asian countries provide e-government services, mainly through websites that range from static to fully fledged web portals. However, there is a lack of e-government literature that provides detailed analyses of contents of Asian e-government services. This chapter is intended to address this. In addition to describing Asian e-government services, it also provides recommendations with respect to future works, and identifies prospects for e-government services.

The implementation of Information and Communication Technologies (ICT) in the public sector has numerous benefits. Government administrators are aggressively seeking ways to enhance the development and implementation of more effective and efficient government services. One electronic government initiative that is growing in importance and popularity is electronic tax filing. This study explores the factors that contribute to e-file utilization. To test the proposed model a survey is administered to 152 taxpayers in the United States. Results of structural equation modeling indicate that performance expectancy, social influence, facilitating conditions, optimism bias, perceived reputation and risk all have a significant impact on e-government usage. Implications for research and practice are discussed.
