In the dynamic world of technology, changes and transformations have emerged rapidly in recent years. Service providers such as government departments transformed their services from e-government to m-government for widespread customer reach. However, several issues existed that were obstructing the implementation of such a system by the Ministry of Housing in Oman, especially in rural areas. This study proposes a novel framework based on the fuzzy delphi and TOPSIS models to provide digital literacy and services. This framework considered the variables extracted from previous studies. Furthermore, a survey was conducted on 20 experts to determine the accepted variables. Thirty-five pre-service engineers evaluated the questionnaires using TOPSIS to determine the skills of pre-service engineers based on delphi criteria outcomes. The conceptual framework developed from the accepted results uses 11 different variables based on the TAM model. The study benefits the stakeholders in the area of m-government development.

The digital divide of developing countries vis-à-vis developed countries is also reflected in the level of e-Government development. Developing countries face the  challenges of e-Government with reduced capacities and resources but also strong  incentives for growth prospects. Developing e-Government as a complex  phenomenon involves multidisciplinary efforts: the development of electronic  communications infrastructures and data infrastructures, the transformation of  internal business processes of government, increased democracy, education, as  well as a sustained economic level, and so on. The research analyses the level of e- Government development in the Republic of Moldova in a regional context of a  group of developing countries. It is an attempt to find particularities and  similarities in the evolution of e-Government in this space and to identify the  development potential and opportunities and to overcome the gap in this area. The study also addresses the prospect of alignment with European standards on e- Government development, especially with regard to the single digital market, the  European Interoperability Framework and others, as levers and drivers for  increasing the socio-economic level of Moldova, and building an open, participative  and performing government.

Using a panel dataset gathered from 57 countries over the period 2003 to 2014, this paper examines the impact of cultural factors on the relationship between e-government development and corruption. The analysis reveals that e-government development have a weak and positive impact on the corruption levels across all countries but varied according to the different cultural factors. Based on the cultural typology of the GLOBE project, the authors found that e-government development was more effective in reducing corruption in countries with certain cultural characteristics. Cultures that put less emphasis on controlling uncertainty shared power more equally among members, valued individualism, and focused more on future development were more favorable to e-government development than others. Finally, they discussed the cultural implications on e-planning.

The task of every government, especially during the Covid-19 pandemic, is to provide services and goods for citizens and to maintain economic order. Therefore, the combination of legislation, the judiciary and administration is inevitable. Moreover, public administrations must transform the way they function by using more information and communication technology in order to remain responsive and efficient. This challenge was further revealed during lockdowns in individual countries, which affected their social and economic development. The solution to that challenge is the implementation of e-government in the public sector. It also increases innovation in governance processes as well as efficiency and effectiveness by offering more participative opportunities to citizens. Hence, a mature level of e-government development also arises. Nevertheless, there are significant differences among the levels of e-government development in the EU-28. The aim of this article is to assess the influence of e-government maturity on government effectiveness and efficiency in the EU-28. In order to obtain empirical results, a two-stage least square regression (2SLS) was applied. The empirical results show that e-government maturity positively and significantly contributes to enhancing government effectiveness and efficiency in the EU-28. In addition, the rule of law plays an important role in each stage regression model. Based on the empirical results, we can conclude that e-government is inevitable and should ensure the proper functioning of public administration during the Covid-19 pandemic.

Purpose This study aims to propose a model to examine the relationships between e-government development, cybersecurity commitment, business usage and economic prosperity of the country. Design/methodology/approach Structural equation modeling was used to analyze the country-level variables to explain the second-order impact of e-government development through the mediating role of cybersecurity commitment. Findings Findings suggest that e-government development demonstrated a stronger association with cybersecurity commitment and business usage. There is preliminary evidence that the improvement of cybersecurity measures initiated by e-government development will drive business usage and improve macroeconomic conditions. Research limitations/implications This paper has constructed a theoretical model and validated it using publicly available archival data. Further, this study hypothesizes and demonstrates empirically the direct, as well as indirect relationships between e-government development, cybersecurity commitment, business usage and economic prosperity. To summarize, the study unearths the role of a nation’s cybersecurity commitment and how it is associated with other macro parameters in a country. Originality/value As an initial step, the present study highlights the pivotal role of e-government and its positive influence on cybersecurity commitment at the country level. Further, this study also recognizes the role of cyber commitment to boost information communication and technology usage in business, the use of e-government services for the profitability of the business and effectively influence economic prosperity.

Considering the lack of systematic reviews on e-government research, this study includes research categories, spatial structure, research paradigms and noteworthy future topics in the domain of e-government. We collect 142 keywords from 2646 papers published in the Web of Science from 2000 to 2019 as the study object. Then, we identify four research categories: (1) technology and modelling in e-government, (2) drivers of e-government development, (3) public management and (4) governmental management. From public and government perspectives, we outline the spatial structure which includes theories and practices research and conclude four research paradigms: (1) theoretical modelling and application, (2) e-government development, (3) status of public management and (4) status of governmental management. Finally, we develop a 3D spatial map to analyse noteworthy topics and explore the well-studied themes: government-to-citizen, government-to-government and government-to-business, and the under-studied themes: government-to-civil society organisations and citizens-to-citizens, which helps scholars research e-government roundly.

Abstract Digital transformation is the modern mainstream of social and economic development promising significant digital dividends to citizens and businesses worldwide. The theory highlights the importance of digitalization for optimizing the public value of government services for citizens; however, despite the high enthusiasm about the prospects of digital transformation in public administration, there is little literature on measuring actual benefits this process might provide to all stakeholders concerned. While some recent research suggests high correlation between governance indicators and e-government development, the causality between the two is not confirmed statistically for most public administration indicators. International indices used to measure government digitalization (such as the UN E-Government Development Index) often concentrate only on e-services and are based on measuring the availability rather than the actual use or quality of such modes of service delivery; they concentrate more on measuring G2C and, to some extent, G2B interactions and often omit the effects of digitalization for the G2G and G2E dimensions. The EU Digital economy and society index (DESI) is one of the most advanced cases for measuring the progress of digitalization in the EU, but even in this case the costs of digitalization and potential risks of digital government are not fully accounted for. The paper provides an extensive review of theoretical and practical approaches to measuring government digitalization, identifies key limitations and proposes some steps for enhancing the existing practices. The paper argues that government digital transformation should not be performed for its own sake but should be a means for raising effectiveness and efficiency of public administration. Therefore, both benefits and risks of digital transformation of performing all core government functions for various stakeholders (citizens, businesses, government itself, and public officials) should be accounted for.

В статье рассматриваются динамика позиций России в рейтинге EGDI, а также глобальные тенденции в области развития электронного управления. Digital transformation is now an essential part of the sustainable development of many countries. The pandemic has cemented the role of digital government and accelerated the digitalization of government. The article examines the dynamics of Russia's positions in the EGDI ranking, as well as global trends in the development of e-government.
