Management of Public Sector Records and Archives in Botswana

This chapter looks at the management of public sector records and archives in Botswana. The chapter starts with an overview of developments in the East and Southern African Regional Branch of the International Council on Archives (ESARBICA), which provides a foundation for discussion of developments in Botswana. It looks at the extent to which the Botswana National Archives and Records Services (BNARS) has fulfilled its role as the overseer of the creation, maintenance, use, disposition of public sector records, and preservation of the country's cultural heritage. It also looks at the impact of information and communication technologies and management of electronic records together with issues of staffing, training, and the challenges and prospects the country is faced with in managing records and archives as a symbol of cultural heritage. The chapter is based on an extensive review of the literature and the author's personal experience. It ends with recommendations on future directions.

The present research is based on “Methodics for Preservation and Promotion of the Cultural Heritage with Artistic Interactions and Educational Impacts through Information and Communication Technologies (Nenov 2019), and the application of “the possibilities to promote cultural heritage with artistic interactions and educational impacts through the application of modern information and communication technologies (ICT), applying an interdisciplinary analysis of the scientific information for the cultural heritage sites” (Nenov 2019). Analysis of the activities for preservation and promotion of the cultural heritage has been made in the context of the concept, prepared by author team headed by architect Nenov – “Concept for activities for revitalization of the tourist attractions for promotion of intangible cultural heritage sites, under category “national” significance in the town of Bansko. (Nenov 2019a). The concept explores the impact of the environment in the “House of Arts Bansko” and the prerequisites for its reconstruction in “Cultural Heritage Promotion Center”. The applicability of notions, such as “cognition”, “cognitive architecture”, “interpretation of the cultural heritage”, “media façade”, educational “STEM” method and “authentic artistic interactions”, related to the research, is being analyzed as new approach for preservation and promotion of the cultural heritage. The significance of the interpretation of the cultural heritage in the context of ICT capabilities for the promotion of tangible and intangible cultural values is substantiated. Present examples for application of the Augmented reality (AR) are examined. The study presents the “possibilities for interpretation of the cultural heritage through visual research with information and communication technologies (ICT) in a real “in situ” and museum environment in the context of the cultural heritage sites and using the cited methodics, which was introduced in the dissertation “Conservation of the cultural heritage of Bulgaria in the context of the synthesis of architecture and fine arts “(Nenov 2016–2019). The possibilities for building cognitive environment are explored in the context of introduction of new technologies and good practices for popularization of the cultural heritage.

The methodics, subject of the present study is based on research and analysis of the impact of the results from conservation and cultural heritage activities. At the same time, the study explores the possibilities to promote cultural heritage with artistic interactions and educational impacts through the application of modern information and communication technologies (ICT), using an interdisciplinary analysis of the scientific information for the cultural heritage sites. The concept of “authentic artistic interactions” has been introduced as a new approach to the preservation and promotion of ruined cultural heritage. It underlines the importance of the interpretation of cultural heritage in the context of ICT (ICT) capabilities for the promotion of immovable and movable cultural values. Factual examples for presentation of the European cultural heritage, using Augmented reality, are viewed. The study presents the opportunities for interpretation of the cultural heritage through visual research with information and communication technologies (ICT) in a real “in situ” and museum environment through examples from Bulgaria for using the methodics, which was introduced in the dissertation “Conservation of the cultural heritage of Bulgaria in the context of the synthesis of architecture and fine arts “(Nenov 2016). It describes the capabilities of the method with examples from projects created by a team with head arch. Ivelin Nenov. “For these objects an environment for interpretation and presentation of the cultural heritage was created through visual interactions in a real “in situ” and museum environment.” (Nenov 2018.a) In the context of the examples of application, the study highlights the need for introducing new approaches for conservation and management of the cultural heritage, and it emphasizes the serious benefits for society as: the realization of educational influences, a qualitative change in the attitude towards the historical memory, a real opportunity to organize monitoring of the preservation processes in cultural heritage, inclusion of cultural heritage in sustainable development, building a new cultural infrastructure, a powerful boost for the development of the creative industries.

The adoption of Information and Communication Technologies (ICTs) by small and medium-sized enterprises (SMEs) leads to cost reduction in processes and organizational effectiveness. The effective use of ICTs, however, greatly depends on their good governance, especially due to the impact generated by investments in information and communication technologies. In this scenario, we aimed at defining the state of art of IT governance in SMEs. A broad review of the literature on IT governance in SMEs was performed. The results indicated a field of research with little development, with 32 studies identified until the year 2018. Three research lines were observed. Initially, the researchers have discussed the barriers and characteristics of ITG in SMEs. In the next step, the studies were directed to the establishment of an ITG framework applicable to SMEs reality. The last line of research observed the IT capacities in relation to the environment in which the SME operates. The studies indicated a prevalence of qualitative approaches under the positivist paradigm.

This article focuses on the impact of digital technologies in the field of cultural heritage conservation and restoration (i.e., Conservation Science). It arises from thesis research I am currently preparing at Paris 8 University, in France. Having observed a renewal of our relationship to cultural heritage through information and communication technologies, I aim to explain how these technologies affect our sensitive perception and consequently our understanding of the materiality of virtually represented objects. In the double context of the museum institution and the conservation-restoration field, whose mission is not simply to transmit objects but also to transmit knowledge about the materiality of these objects, we will try to understand more precisely the effect of these digital technologies on sensory and temporal-spatial perception of objects important to cultural heritage.

In this article, an analysis of the existing literature is carried out. It focused on the netiquette (country, date, objectives, methodological design, main variables, sample details, and measurement methods) included in the Web of Science and Scopus databases. This systematic review of the literature has been developed entirely according to the Preferred Reporting Items for Systematic Reviews (PRISMA). The initial search yielded 53 results, of which 18 exceeded the inclusion criteria and were analyzed in detail. These results show that this is a poorly defined line of research, both in theory and in practice. There is a need to update the theoretical framework and an analysis of the empirical proposals, whose samples are supported by students or similar. Knowing, understanding, and analyzing netiquette is a necessity in a society in which information and communication technologies (ICT) have changed the way of socializing and communicating. A new reality in which there is cyber-bullying, digital scams, fake news, and haters on social networks.

The impact and benefit that information and communication technologies (ICT) have in the educational field require new teaching skills. This fact has been increased by the recent crisis caused by COVID-19. This study tries to investigate the level of digital teaching competence (DTC) of Higher Education teachers of Health Sciences, and its relationship with several variables. For this, it has the participation of 300 teachers from the 9 universities of Andalusia (Spain). The research is structured through a descriptive (RQ1) and inferential (RQ2) design. The answers given to the DigCompEdu Check-In questionnaire adapted to the Spanish context are analyzed. The results, which show high levels of reliability of the questionnaire (Cronbach and McDonald) and validity (CFA), indicate that the level of competence is basic-intermediate. In addition, the area in which teachers excel is digital resources. For this reason, it is proposed to structure personalized training plans and continue expanding the characteristics of this study at an international level.
