Regional Anti-Recessionary Reforms

The most significant problems of anti-recessionary public management in Russia have been brought out in the article. For the detection of economic efficiency of the Russian Federation activity the analysis of total gross domestic product dynamics from 1991 has been carried out. Anti-recessionary characteristic of Central Federal District (CFD) regions of the Russian Federation was considered. The received results indicate that anti-recessionary stability of CFD regions is low. But consequences of crisis in regions of various types differ substantially. Obviously, state arrangements concerning crisis resistance should be based on typical features of regions. The analysis has shown the inability of public authorities of Russia to react operatively to environmental conditions changing. Besides, anti-recessionary programs do not take into account the typology of regions. In the chapter it is offered to reconsider basic approaches to anti-recessionary public management.

Goals and reasons for the creation of federal districts in the Russian Federation and the institution of plenipotentiary representatives of the President of the Russian Federation in federal districts are studied. The problematics of the study is the current normative legal regulation of the federal districts functioning. The author proposes amending legislation on federal districts in order to systematize legal regulation in the sphere of interaction of public authorities located on a federal district territory.

Under the conditions of administrative reform, implemented within the ideology of public management, the issues of assessing the effectiveness of the institution of public service turn out to be one of the systemic. The priority established by the state in favor of the introduction of key performance indicators (KPIs) in the professional evaluation of civil servants requires thinking about its impact on the formation of human resources capacity. The purpose of the article is to evaluate the mechanisms of implementation of a comprehensive assessment of the professional activities of civil servants in the constituent entity of the Russian Federation (based on the materials of the Omsk region). The methodological basis of the study is a systematic methodological approach and methods for assessing the personnel potential of public service. The novelty of the work lies in the involvement of the source base of the Omsk region as one of the typical regions of the Siberian Federal District. The results of the study are of particular value for the summarization of the practice of implementing the mechanism of comprehensive professional evaluation of civil servants in the constituent entities of the Russian Federation.

The article presents some information on environmental conditions of a single of the largest in the North-West Federal District. Energy strategy of the Russian Federation until 2035 defines the goals, objectives, problems, and indicators of the development of the country fuel and energy complex in two stages: 2020–2024 and 2025–2035. It is focused on achieving two strategic priorities — sustainable social and economic development of the country and ensuring its national security and safety. The great importance is paid to the development of all major energy sectors: oil, gas, coal, petrochemical, electric power, nuclear, hydrogen. The key indicators of the development of energy sector are the following: the coefficients of reproduction and extraction of energy resources to increase in the gross domestic product, the growth in consumption of energy resources and ensure the life activities of the state. The achievement of the stated goals and indicators is linked to the strategy of the scientific and technological development in the main spheres of sustainment, increase in the level of state regulation, control and supervision over the implementation of the strategy in the field of industrial and energy safety. This will be facilitated by the long and significant experience of interaction between Rostechnadzor and the Russian Academy of Sciences. At the same time, the use of a risk-based approach gains key importance to substantiate, ensure and improve safety in the fuel and energy complex following the requirements of the federal legislation. The socio-economic efficiency of the implementation of the strategy is proposed to be quantified by the interrelated indicators of the growth rate of the gross domestic product and the increase in the level of safety. In this case, it is required to consider the emerging and acceptable risks determined through the likelihood of hazardous processes occurrence and damage from them at various stages of the country development. These approaches are reflected in the multivolume publication «Safety of Russia», summarizing the legal, socio-economic and scientific-technical aspects of safety and development of the country.

The article is devoted to actual issues of the development of civil society in modern Russia. The author describes the structure, features of civil society, as well as the main approaches to the understanding of its content. The typology of institutions of civil society operating in the Russian Federation are provided and clarified. In the article the author points to the role of nonprofit organizations, defines the value of their cooperation with public authorities. The content of the problems arising in the process of interaction between public organizations and public management is identified. The author´s recommendations to improve state support of institutions of civil society in the Russian Federation are provided.
