THE ROLE OF LOCAL AUTHORITIES IN THE IMPLEMENTATION OF THE SUSTAINABLE STRATEGY

To provide a good level of the quality of life of the city inhabitants, it is indispensable to follow sustainable development strategy, allowing to create social capital. This is important especially for local authorities, which should govern society by cooperating with them. Therefore, the main purpose of the article is to present implementation process and its conditions of the sustainable development strategy within the structures of local government units in Poland. Analysis is based on the authoress’ own qualitative research conducted in four voivodships in the Southern of Poland.

The purpose of this study has been to identify the degree of sustainability in the development of the Province of Warmia and Mazury. The theoretical and empirical investigations were conducted between 2003-2014 based on data from the Local Data Bank. Using a comparative indicator method, 20 indicators were developed, with different directions of preference. The evaluation involves the concept of uniform preference, hence the higher the assessment indicator, the better the situation in the evaluated area unit. Our studies on the sustainable development of the Province of Warmia and Mazury suggest that the indicators measuring the environmental dimension and consequently the quality of life of the residents (in this aspect) score higher than the country's average values. It is also optimistic that some progress, however small, can be seen in this area based on the analyzed dynamics of changes.

One of the solutions proposed by Badan Amil Zakat Nasional is to form Lembaga Pemberdayaan Ekonomi Mustahik which has the task of improving the quality of life of mustahik through its programs. So, the purpose of this study is to find out how the role of Lembaga Pemberdayaan Ekonomi Mustahik Badan Amil Zakat Nasional in improving the economic welfare of mustahik. This study uses qualitative research methods that produce descriptive data. Where this research is based on observations made by the author and then explained according to what the author observed in the field. The data collection that the researchers did was using the method of observation, documentary interviews, and other data. When the data has been collected, the researcher conducts an analysis and then draws conclusions from the analysis. The results of this study are Lembaga Pemberdayaan Ekonomi Mustahik BAZNAS plays a role in the development of micro, small and medium enterprises (MSMEs) and focuses on potential creative businesses, empowers by providing business development capital assistance, in accordance with the budget draft proposed by mustahik, and approved by LPEM BAZNAS. Since urban space is one of the important places that tourism takes place, in order to create stability in tourism, the interaction between tourism planning and urban sustainable development should be investigated with regard to cultural elements. Lifestyle is derived from culture as a social phenomenon and affects it and is a reflection of human thoughts in relation with behavior, ethics and culture. Therefore, this aim of this research is to investigate the role of lifestyle in urban tourism sustainable development in Esfahan city, the third most populous city in Iran. This research’s goal is Practical and developmental and about the origin and method, it is descriptive, analytical and casual that has been done in a field research method. The statistical populations of this research are: tourism custodians, tourism experts, national tourists who have travelled to Esfahan city and local residents of all 15 municipal districts of the city. Simple random sampling method was utilized and 838 questionnaires were gathered from 4 statistical populations. In order to analyze the data, factor analysis test was utilized by smart PLS software. The results show that there are meaningful connections among the variables “lifestyle”, “sustainable development” and “urban tourism”. The most frequent factor that was selected by respondents for the concept of lifestyle in the statistical population was sociocultural factor (such as: visiting relatives and friends and attending soirees, traditional foods and drinks festivals, the desirability of Esfahan city in order to spend leisure time, the willingness toward group entertainment). For the concept “urban tourism”, all the populations chose urban texture significantly (such as: revival of workshops for producing traditional clothes, hand-made attractions, systematizing historical areas, developing sidewalk routes, constructing modern entertaining centers and systematizing landscapes and providing equipment for parks). About the sustainable development and its multi-dimensional nature, however, different factors were selected by respondents which in order of importance and frequency are economic, environmental, urban management, sociocultural, urban texture and political factors. Among the recommendations, a few can be stated: arranging cultural plans with a focus on soiree and elders’ reunions, holding traditional and religious festivals in different parts of the city, improving the condition of the existing theme parks and diversifying leisure and entertainment facilities of Esfahan city and pitching in municipal management and being parallel with plans of different organization in city. Especially by mayoralty as a trustee for city and cultural heritage could be mentioned as a tourism trustee.

The article discusses the issue of the sustainable development of the cross-border market for cultural services in a city divided by the state border. The article uses the example of Cieszyn and Český Těšín, a city divided following the decision of the Council of Ambassadors in 1920. The research carried out so far indicates the main constraints in the harmonious functioning of the cross-border market for cultural services in this city, such as: different cultural policies implemented on both sides of the city, language barriers as well as legal and administrative differences. Therefore, the authors undertook research aimed at recognising the role of Euroregional structures in stimulating the sustainable development of this region. On the basis of the analysis of the Cieszyn Silesia Euroregion's documentation and the results of qualitative and quantitative research, the article describes the role of the Euroregion in building a cross-border market for cultural services. Recommendations were also prepared that could constitute the principles of a common cultural policy not only for Cieszyn and Český Těšín, but also for other European cities in the Schengen Area, which, like Cieszyn and Český Těšín, have been divided by a state border.

The article is devoted to the features of informal settlement in Addis Ababa and the role of governmental and non-governmental organizations and public participation in the sustainable development of informal settlements. The purpose of the article is to identify the main types and characteristics of informal settlements and to reveal the factors that hinder the success of programs for updating informal settlements in the city. The research methods were the analysis and generalization of domestic and foreign literature on this research problem. The main conclusion of this study is that the principles of folk architecture are integral components of solutions for the sustainable development of informal settlements.

This chapter is devoted to the study of the role of ecological subsystem in the structure of the sustainable development program of smart city. The author suggests the logic of building the environmental strategy of the city as a long-term landmark of its sustainable development including the environmental mission, vision of the future, goals and priorities, programs and their implementation, target indicators for assessing results, and consequences of realization programs. Certain attention is paid to the city as an object of research with a focus on environmental problems. The characteristics of the factors affecting the development of the ecological situation in the city are shown. A system of criteria and indicators that can be used to assess the impact of the planned environmental activities is proposed.

City branding means all types of image development studies for a city in order to attract more visitors, raise the quality of life and awareness of the city and provide development etc. Today, the increasing competition among the cities has made city branding a necessity. There are different strategies implemented for city branding. The mostly used strategy among those is the culture-focused branding studies. Culture has a critical importance for city branding and it is used as an international strategy for the economic, social and environmental renovation of cities. Marketing the cultural city sources and activities in an efficient way and branding the city accordingly have become increasingly important. In this chapter, the role and importance of culture which is one of the most important strategies used in city branding has been discussed in detail. Also, the cases of cultural cities which become successfully different from their rivals with their cultural heritage and the strategies implemented in these cases have been analyzed.

This chapter aims to analyze the main factors of the production and consumption of organic products, as well as their policies and strategies. The analysis is based on the premise of the sustainable development of the production, distribution, and consumption systems of organic products that have the potential to improve the quality of life levels of producers, consumers, and society. It is concluded that the production and consumption of organic food is based on a more favorable agriculture of the ecological and the environment, as well as by providing more nutritious and healthy food for consumption.

Areas that are considered human-friendly are green spaces. The existing urban parks are designed to fulfill the role of relaxation, recreation, and entertainment. However, in many cases, these are historic places, which at the time didn't have much of an impact on external factors. Sustainable development issues are related to the quality of life and the usage of the environment and its resources by present and future generations. Noise and noise protection is an issue that is part of sustainable development. The inadequate implementation of the principles of sustainable development and non-inclusion of noise can noticeably lead to negative effects now and in the future. The aim of the paper is to analyze the soundscapes of two Bydgoszcz parks located in the city center. The values of the equivalent sound level for these areas were obtained from the existing Bydgoszcz acoustic plan. Subsequently, the resulting distribution of noise was compared with the results of subjective perception of sounds by visitors. On this basis, conclusions can be drawn regarding the ways of shaping such areas while taking into account the perception of visitors.
