Using Unmanned Aerial Vehicles to Deliver Medical and Emergency Supplies to Remote Areas

This chapter examines the role of unmanned aerial vehicles (UAVs) in the delivery of medical and emergency supplies to remote areas. It outlines a number of potential considerations for operators wishing to use UAVs to deliver medical and emergency supplies to remote areas. These considerations address a number of practicalities in terms of the organisation that is wishing to conduct such operations, the operations themselves, and the technology that is used for such operations. These considerations primarily stem from the nature of the international regulatory framework for unmanned aircraft operations and the peculiarities of using a UAV to deliver medical and emergency supplies. The chapter will outline some of the practicalities that have been worked through or are being worked through during a project to deliver medical and emergency supplies in Northland, New Zealand. This will provide readers with examples of some of the real-world considerations that operators face as well as outline the positive community impact that such operations can provide.

Simulation environments for Unmanned Aerial Vehicles (UAVs) can be very useful for prototyping user interfaces and training personnel that will operate UAVs in the real world. The realistic operation of such simulations will only enhance the value of such training. In this paper, we present the integration of a model-based waypoint navigation controller into the Reno Rescue Simulator for the purposes of providing a more realistic user interface in simulated environments. We also present potential uses for such simulations, even for real-world operation of UAVs.

Беспилотные воздушные суда и беспилотные авиационные системы становятся частью повседневной жизни, в том числе в деятельности органов и учреждений уголовно-исполнительной системы. В статье исследован исторический аспект появления беспилотных воздушных судов в России и зарубежных странах, необходимость, типовые задачи и особенности правового регулирования использования беспилотных воздушных судов в уголовно-исполнительной системе. Однако ряд вопросов до настоящего времени является предметом дискуссии и требуют правового регулирования. Современные технологии позволяют оснастить беспилотные воздушные суда различными приборами, придающими им дополнительные функциональные характеристики: приборами видео- и фотофиксации, тепловизором, громкоговорителем, оружием. В зарубежных странах сложилась разная практика регулирования: от разрешения использования беспилотных воздушных судов с оружием в правоохранительной деятельности и уголовно-исполнительной системе (США, Великобритания и др.) до протестов гражданского общества и требований законодательного запрещения использования беспилотных воздушных судов, способных причинить вред человеку. Не решены вопросы в части регулирования порядка сбора, обработки, передачи и хранения (в том числе длительности хранения) информации, полученной в ходе видео- и фотофиксации, включая передачу информации, содержащей персональные данные гражданина, в частности, его изображение. Обсуждается вопрос о соблюдении прав человека и гражданина, в том числе осужденного, при получении и использовании информации, полученной при помощи беспилотных воздушных судов в деятельности органов и учреждений уголовно-исполнительной системы. Требуется внесение изменений в процессуальное законодательство в части регулирования использования данных, полученных при помощи беспилотных воздушных судов, как доказательств, а также в целом их юридическое значение в административном, уголовном, гражданском (арбитражном) процессе. Необходимо урегулирование вопросов ответственности сотрудников уголовно-исполнительной системы, которые могут превысить полномочия с помощью использования беспилотных воздушных судов. В рамках Национальной технологической инициативы происходит активное развитие рынка АэроНет, поэтому беспилотные воздушные суда в деятельности уголовно-исполнительной системы могут стать частью этого рынка. Unmanned aerial vehicles and unmanned aircraft systems are becoming part of everyday life, including in the activities of bodies and institutions of the penal system. The article examines the historical aspect of the appearance of unmanned aerial vehicles in Russia and foreign countries, the need, typical tasks and features of the legal regulation of the use of unmanned aerial vehicles in the penal system. However, a number of issues are still the subject of discussion and require legal regulation. Modern technologies make it possible to equip unmanned aerial vehicles with various functional characteristics, ranging from video and photo capture, the availability of a thermal imager, a loudspeaker, to weapons. In different countries, different regulatory practices have developed: from allowing unmanned aerial vehicles with weapons in law enforcement and the penal system (USA, UK, etc.) to civil society protests and the requirements of the legislative prohibition on the use of unmanned aircraft that can cause harm to humans. Unresolved issues regarding the regulation of the procedure for collecting, processing, transferring and storing (including the duration of storage) of information obtained during video and photo recording, including the transmission of information containing personal data of a citizen, including its image. The issue of observing the human rights of a citizen, including a convict, is discussed when receiving and using information received by unmanned aerial vehicles in the activities of bodies and institutions of the penal system. Amendments to the procedural legislation are required in terms of regulating the use of data obtained by unmanned aerial vehicles as evidence, as well as in general their legal significance in the administrative, criminal, civil (arbitration) process. It is necessary to resolve the issues of responsibility of employees of the penitentiary system, which may exceed their authority through the use of unmanned aerial vehicles. As part of the National Technological Initiative, the AeroNet market is actively developing, therefore unmanned aerial vehicles in the activities of the penitentiary system can become part of this market.

The way of generating and distributing energy throughout the electrical grid to all users is evolving. The concept of Smart Grid (SG) took place to enhance the management of the electrical grid infrastructure and its functionalities from the traditional system to an improved one. To measure the energy consumption of the users is one of these functionalities that, in some countries, has already evolved from a periodical manual consumption reading to a more frequent and automatic one, leading to the concept of Smart Metering (SM). Technology improvement could be applied to the SM systems to allow, on one hand, a more efficient way to collect the energy consumption data of each user, and, on the other hand, a better distribution of the available energy through the infrastructure. Widespread communication solutions based on existing telecommunication infrastructures instead of using ad-hoc ones can be exploited for this purpose. In this paper, we recall the basic elements and the evolution of the SM network architecture focusing on how it could further improve in the near future. We report the main technologies and protocols which can be exploited for the data exchange throughout the infrastructure and the pros and cons of each solution. Finally, we propose an innovative solution as a possible evolution of the SM system. This solution is based on a set of Internet of Things (IoT) communication technologies called Low Power Wide Area Network (LPWAN) which could be employed to improve the performance of the currently used technologies and provide additional functionalities. We also propose the employment of Unmanned Aerial Vehicles (UAVs) to periodically collect energy consumption data, with evident advantages especially if employed in rural and remote areas. We show some preliminary performance results which allow assessing the feasibility of the proposed approach.

Data dikumpulkan dari berbagai media dan sumber sumber resmi dari kementrian pendidikan dan kebudayaan dan diolah dengan menggunakan metode compare, contras dan sintesis. Hasilnya menyimpulkan bahwa kerja sama antara KAP dan PNJ telah mempelopori implementasi kurikulum kampus merdeka dan telah memberi manfaat bagi KAP, mahasiswa dan PNJ. Objective This work aims to further test the theory that trust mediates the interdependency between automation reliability and the rate of human reliance on automation. Background Human trust in automation has been the focus of many research studies. Theoretically, trust has been proposed to impact human reliance on automation by mediating the relationship between automation reliability and the rate of human reliance. Experimentally, however, the results are contradicting as some confirm the mediating role of trust, whereas others deny it. Hence, it is important to experimentally reinvestigate this role of trust and understand how the results should be interpreted in the light of existing theory. Method Thirty-two subjects supervised a swarm of unmanned aerial vehicles (UAVs) in foraging missions in which the swarm provided recommendations on whether or not to collect potential targets, based on the information sensed by the UAVs. By manipulating the reliability of the recommendations, we observed changes in participants’ trust and their behavioral responses. Results A within-subject mediation analysis revealed a significant mediation role of trust in the relationship between swarm reliability and reliance rate. High swarm reliability increased the rate of correct acceptances, but decreased the rate of correct rejections. No significant effect of reliability was found on response time. Conclusion Trust is not a mere by-product of the interaction; it possesses a predictive power to estimate the level of reliance on automation. Application The mediation role of trust confirms the significance of trust calibration in determining the appropriate level of reliance on swarm automation.

Theories of the distributional learning of phonetic categories assume that input provides reliable distributional cues for the categorization of speech sounds. In the real world, however, not all talkers produce exactly the same distributions of speech sounds, and the talker-dependent variation may undermine the reliability of the distributional cues. In this study, we investigated how learners might overcome talker-dependent variation. Specifically, we tested whether adults can learn two phonetic categories from input in which talker-dependent variation introduces potential ambiguities into the categorization of speech sounds. The results suggest that they can overcome this kind of ambiguity by using indexical information (i.e., the identity of talkers).

Regulations are often imposed in order to correct any failures in the market, whether the failure is a result of the functioning of a market or the behaviour of a government. However, every regulatory intervention br ings up a question: How ethical is the regulation? Even if a regulatory intervention could achieve more effici ency or more equity, it may not mean that it is ethi cal. The concept of ethics is ne cessarily subjective, it is based on the morals and standards of a society. Yet even though a society may be concerned about ethics, the issues of equity and altrui sm matter as does the way in which firms produce and seek to rationally an d efficiently maximize profit. Defining ethics is a difficul t issue, and defining ethical regu lation is even more difficult. Any form of regulation is a tool for interv ention used to balanc e the trade-off between efficiency and equity to create harmony between a market or economy and the society it functions within. In an ideal world, any go vernment intervention implemented would be for the greater benefit of all. However, this does not always happen in the vicissitudes of the real world when governments regulate an d intervene in markets, which are, in turn, based on the principle of rational self-interest and efficiency. In this paper we discuss the role of society in market regu lation. The discussion will focus on the importance of society on ethics and therefore on what constitutes ethical regulations. In fact we argue that equity, effi ciency or even failures are not the main factors to consider when regulating. It is society that defines ethics and how society understands ethics influences the regulatory environment

‘The components of slang’ outlines the forms and etymological roots of slang and considers how the terms are validated. Slang offers no forms unique to itself. It borrows much of its lexis from standard English and employs similar methods of constructing it. The simplest, and most popular use is in varieties of combining, whether as phrases, compounds, or derivatives. Slang offers many agglomerations and it seems that once a pattern is accepted, all suggested combinations are justifiable. The role of synonymity within slang could be seen as a means of avoiding the real world by conjuring up an infinity of parallel terms or better ways of burrowing deeper inside it.
