This chapter presents the implications of the research discussed in this book and outlines future research trends in the area of consumer adoption and usage of broadband. The findings of the studies detailed in this book generate a number of implications that may be relevant to policy makers, Internet service providers (ISPs), and other relevant stakeholders for increasing consumers’ adoption of broadband. The chapter begins by a discussion concerning the implications of this research for the government, followed by the implications for the Internet/broadband service providers and, ultimately, the implications for content providers and emerging electronic services. Finally, a discussion on the future trends in the area of broadband adoption and diffusion is provided.

This study investigates current research trends in co-production studies and discusses conceptual approaches. The conceptual paper contains studies on co-production in the field of public administration. This study identifies significant gaps in the field of study by systematically examining 32 co-production research works. The study’s contributions include (1) defining two common characteristics of co-production, (2) classifying three forms of co-production by end-users, and (3) discovering that the aims and performance of co-production are more effective for service providers when the strategy is citizen-centric. Future research should (1) concentrate on the reasons for co-production failures or successes, (2) identify additional barriers to co-production in service production, (3) investigate influences on service providers as well as structural impacts on the co-production process, and (4) provide practical assessments of co-production research.

Purpose The paper aims to explore the long-term prospects of mobile broadband adoption in a developing country. The supply-side and demand-side policy measures are recommended to counter the challenges to broadband adoption. Design/methodology/approach Methodologically, this study uses document analysis to explain secondary data including growth statistics, trade literature and previous scholarly research. Based on the growth statistics of broadband and the informed market insights, the research discusses the prevailing market threats and recommends counter measures to improve the long-term prospects of broadband propagation. Findings The growth of mobile broadband is settling down in Pakistan due to various barriers like cost, literacy, security and unavailability of local content. Collaborative efforts are required by the government, the service providers and the people to enhance the adoption of broadband service and secure economic benefits of the broadband. Practical implications The research offers useful implications for managers and policymakers in Asian and African developing countries; the policy measures discussed here may serve as guidelines for them in the design of their own policies regarding broadband supply and demand. Originality/value The study makes an effort to examine the broadband growth in a developing country on the basis of both quantitative and qualitative aspects. The research endeavors to fill the gap on the particular scholarship of research covering potential uptake of broadband services and the effects of constraining elements to broadband adoption in a developing country.

The Australian Broadcasting Corporation is in the midst of significant change as a result of budgetary pressures from the government and the challenge of the oncoming digital age. Lack of funding and dwindling resources have forced the ABC to shut down many of its regional services and to outsource many of its formerly in-house productions. However, there do appear some ways in which the ABC might meet, as the rhetoric goes, "the challenge of the digital era". Traditionally, the role of the ABC has included the provision of comprehensive coverage of, and service for, the whole of Australia, including regions that would be economically unfeasible for commercial operations to penetrate. Recently, however, budgetary cuts have eroded this role substantially, with the axing of state based current affairs and the cessation of Radio Triple J's planned expansion into regional Australia. The Internet has provided a potential, if problematic, stop-gap solution, through the launch of the ABC's online news service. Internet based news solutions have few of the production-end overheads of the television service. There are no expensive studio set ups, no presenters, no cameras, just text that can be quickly keyed into the system and formatted for instantaneous, non-linear delivery. I should note at this point that currently, this "delivery" is in the passive sense of the word: users must search out the content and download it onto their machines. In Internet jargon, this is called "pull" technology. New technologies being developed promise to "push" the content automatically and directly to a user's computer. The ABC's implementation, taking advantage of all these benefits, is text-based, comprehensive, updated constantly, and easy to use. Currently, however, delivery of Internet-based content is tied to the existing phone network, and with most Internet service providers based in state capitals, regional Internet access is hindered by the cost of long-distance calls. The potential exists, nonetheless, for the ABC to achieve truly national coverage by methods that bypass existing structures. The planned shift by Australian TV networks to digital transmission has the potential to enable new possibilities for public broadcasting. A digital infrastructure could allow information and programming to be cheaply produced at the local level, then recompiled centrally and redistributed across the country. The convergence of computer and television will enable a greater variety of content to be sent to the home -- and, possibly, sent back out again in an altered form. Such a transformation of the way we experience television may well alter the concept of public broadcasting beyond recognition, if not render it obsolete. However, these possibilities, although reasonable given projected advances in technology, so far largely remain fantasy due to the debate over regulation between the Federal government and the commercial networks. Given the crucial need to bridge the mental health service divide, the author examines the emerging trends in digital well-being management by focusing on the mobile health market. Using a bottom-up perspective and leveraging literature from positive technology and generalized unsafety theory of stress, the author conceptualizes how positive technology as a mobile health solution can help end users to respond effectively to different kinds of stressors during a crisis. It is further argued that the use of positive technology can positively reverse the automatic route to mental ill health that is plausible in the absence of safety perceptions. The chapter offers a theory-driven conceptualization of digital coping through positive technology. By showing how a simple, scalable, and sustainable positive technology design can cater to different user segments, the author urges policymakers, entrepreneurs, and healthcare service providers to participate in the design, propagation, adoption, and diffusion of such holistic positive technologies for fostering societal resilience.

In this article, Quality of Experience (QoE) is discussed as experienced by Tanzanian internet users for the second biannual of 2016. It presents findings of the research that aimed at among other things, finding out the QoE in internet services offered by telecommunication companies and other internet service providers in the country. A qualitative approach was used to establish practical quality of experience issues considered important by Tanzanians. Online questionnaires distributed over social media mainly WhatsApp and Facebook were used to ask users about their experiences of the services they had been receiving, in which over 2000 responses were collected from all districts of Tanzania. It was established that usability, quality of service, price and after sale support were the main issues found to influence quality of experience for many. The findings in this article are useful for academicians, QoS and QoE researchers, policy makers and ICT professionals.

PurposeThis paper discusses the services and support from one of the government design-based business incubators in Hong Kong. The characteristics of a design business incubator are explained, and a multiple-case study indicates the perspectives of incubatees from different design disciplines after their graduation from the incubation programme.Design/methodology/approachThe research under discussion in this paper was based on eight design incubatees in different design disciplines within two years of incubation period, all of whom had participated in one of the government-funded business incubation programmes for designers in Hong Kong. The programme is unique because there are no other government-based incubation programmes for designers in Hong Kong. Semi-structured interviews were conducted to collect feedback from incubatees in areas ranging from terms of service to support of the incubation programme.FindingsThe services of training, mentorship and finance were found to be the most important to design start-ups. Financial support and flexible funding allocation were another important issue for design incubatees, but training in these subject areas was not included in the incubation programme. However, it was confirmed that funding provided may have helped a number of the incubatees in developing their start-up businesses as a result of the reduced financial burden and office allocation.Research limitations/implicationsThe research focused on one incubation programme because of the lack of incubation programmes for designers in Hong Kong, therefore future research which compares different types of business incubation programmes is suggested.Practical implicationsThe outcomes of the research not only identified the possible areas of development and improvement of business incubation in entrepreneurship but they will also be useful for the government, universities, institutions, designers, policy makers, entrepreneurs and practitioners. These, in addition to industry stakeholders who want to evaluate their entrepreneurship programmes and develop their plans for potential development in incubation- or entrepreneurial-related programmes or training, especially in the area of design, will find the results useful.

Ever since mobile has revolutionized the telecom scenario in India, experts often ask a pertinent question: is the old assignment of twenty-two telecom circles into four categories valid even now? It has become important in the light of variable rates of revenue sharing in different circles as per the policy of the Government of India (GoI). The extant literature is silent on the exact procedure followed by the GoI in classifying the circles, apart from mentioning the rationale of decreasing attractiveness. So we revisit the categorization process afresh from two perspectives: gross domestic product (GDP) and diffusion of mobile telephony. The GDP based clustering of the circles is quite straightforward. However, for the mobile diffusion based method, we take help of a dynamic model based on revenue potential. Interestingly, both the methods generate results, which are almost similar to the existing classification done by the GoI way back in 1999. Thus, our exercise provides a big relief to the policy-makers, thereby pre-empting the demands for immediate relook at the categorization.

With respect to critical information and communication technologies (ICT), nations most often declare their national critical infrastructure to include telecommunication services and in some cases critical services offered by key Internet Service Providers (ISP). This paper debates whether nations, their policy-makers, legislation and regulation largely overlook and fail to properly govern the full set of ICT elements and services critical to the functioning of their nation. The related societal and economical risk, however, needs to be closely mitigated, managed and governed. Legal and regulatory obligations to increase the ICT resilience may sometimes encourage this process.

There is a rise in unprecedented political infractions, disturbances and electoral violence in Africa with the youth playing a significant role. Thus, the study broadly investigated social media use and electoral violence among the youth in Kenya using two objectives that were to assess the use of social media platforms among the youth and to investigate the relationship between social media use and electoral violence among the youth. Guided by the Dependency Theory and the Social Responsibility Theory, the study was carried out in Mathare Constituency, Nairobi County, Kenya. Data collection involved questionnaires, key informant interviews and focus group discussions. Analysis of quantitative data was by descriptive statistics and regression while qualitative data was analyzed through transcription. The study findings showed that the use of social media platforms in communication has been growing with WhatsApp becoming the most ‘preferred’ platform in Kenya. The study outcome exposed the fact that social media had an important and positive effect on electoral violence among the Kenyan youth in Mathare (R = .812). On the other hand, social media (Facebook, WhatsApp, Twitter, YouTube and Instagram) had a strong explanatory strength on electoral violence among the Kenyan youth in Mathare (R2 = .659). This means that social media accounts for 65.9 percent of electoral violence among the Kenyan youth in Mathare Constituency, Nairobi County. The study, therefore, concluded that there is a relationship between social media and electoral violence among the Kenyan youth in Mathare. The study finally recommends that the government should embrace and enforce self-regulation mechanisms by Internet service providers to deter incitement. In addition, there should be increased efforts to educate and inform Internet users on the importance of assessing the credibility of information. Promotion of productive engagement as an effective instrument of dealing with online hatred is key.

This paper is devoted to uncover difficulties in establishing liability in online defamation in Tanzania. The focus is on the effectiveness of the current laws and regulations relating to online defamation; and the lack of awareness on the part of the general public on legal and practical challenges in establishing liability over defamatory comments occurring on the internet. The investigator discovered that, the existing legal framework in Tanzania cover issues of establishing liability in online defamation suffers from a number of inadequacies. Moreover the legal and practical challenges includes, the weakness of some law and regulations covering online defamation, limitation periods, jurisdiction and choice of law issues, investigation and admissibility of electronic evidence and its authenticity, identifying anonymous defendant and the rights to privacy. The author recommends that the government has to consider amending its law by taking on board the forgotten stakeholders opinions that would address by dealing with specific issues of liability in online defamation to internet users, Internet Service providers(ISP’s) and intermediary for their defamatory comments.
