Efficiency of Electronic Recruiting Methods

The use of technology in personnel recruiting has increased tremendously within the last few years. In particular, the World Wide Web (www) has gained importance for human resource (HR) managers (see, for example, Puck, 2002). Different methods of ehuman resource management have been developed, among them electronic recruiting. According to Lee (2005), “e-recruiting is the second largest application in the e-commerce area” (p. 493). Anyhow, research results on electronic recruiting are relatively scarce and the existing studies are published in a number of different disciplines and publication types. Given both the relevance and the scarce results this chapter aims to review the existing studies and to summarize their findings. To do so, we explain the two major methods of electronic recruiting—internal corporate Web site recruiting and external online recruiting—and discuss their benefits and pitfalls from the perspective of employing companies. Finally, we present possible future developments in the field.

Tim Berners-Lee, director of the World Wide Web Consortium (W3C), states that, “The Semantic Web is not a separate Web but an extension of the current one, in which information is given well-defined meaning, better enabling computers and people to work in cooperation” (Berners-Lee, 2001). The Semantic Web will bring structure to the meaningful content of Web pages, creating an environment where software agents, roaming from page to page, can readily carry out sophisticated tasks for users. The Semantic Web (SW) is a vision of the Web where information is more efficiently linked up in such a way that machines can more easily process it. It is generating interest not just because Tim Berners-Lee is advocating it, but because it aims to solve the problem of information being hidden away in HTML documents, which are easy for humans to get information out of but are difficult for machines to do so. We will discuss the Semantic Web here.

Web designers attempt to draw attention to important links by making them distinctive. However, when users are asked to find specific items, they often overlook these distinctive banners. The irony of “banner blindness” is that the user who really wants to find the information the designer has highlighted is not likely to do so. In the experiments reported here, banner blindness is reproduced under controlled conditions. Banners located higher on the page and therefore further from the other page links were missed more often than banners located lower on the page and closer to the other links. Banners were missed more often when located on pages containing links to categories than when located on pages with links to specific items. Users saw banners hardly at all when clicking a banner was not required to accomplish a task.

Abstrak - Analisis tinjauan pada studi literature terhadap artikel atau tulisan yang membahas tentang Perangkat Sumber Daya Mannusia ( Brainware ). Metode yang digunakan pada jurnal ini adalah studi literature dengan mengunjungi beberapa halaman atau artikel dari world wide web, yang dilakukan dengan jenis naratif (pemaparan) terkait dengan topik Perangkat Sumber Daya Manusia ( Brainware ). Teknik analisis data yang dilakukan penulis adalah dengan melakukan penyaringan (apply filter), berdasarkan tahun yakni 2019-2020, judulnya yakni yang relevan dengan Perangkat Sumber Daya Manusia dan topiknya.Kata Kunci: Perangkat manusia, Sumber Daya Manusia, BrainwareAbstract – Abstract - Analysis of the review of literature studies on articles or writings that discuss Human Resource Devices (Brainware). The method used in this journal is the study of literature by visiting several pages or articles from the world wide web, which is carried out with a narrative type (exposure) related to the topic of the use of the Human Resource Devices (Brainware). The data analysis technique used by the author is by applying filter, based on the year 2019-2020, the title of which is relevant to the Human Resources Information System and its topic.Keywords: Human Devices, Human Resources, Brainware

The purpose of this article is to discuss challenges and strategies of attracting and retaining the best in government, particularly from the perspective of government in developing countries or transitional economies. This article will first touch briefly on the technical and practical issues of how to attract and retain the best, followed by an elaboration of current trends in human resource management (HRM). It will also look at a case of the Korean experience on HRM, followed by discussion of the theoretical and policy implications on HRM. Various kinds of best practices and new ideas are available through diverse venues around the world, but it is difficult to determine what really works for whom and how. It is not feasible to apply the same reform strategy to all countries. The challenge is, therefore, to find out what is applicable to the specific country; and how things can be applied while minimizing negative consequences. Points for the practitioners Under rapidly changing circumstances around the world with increasing pressure on performance and innovation in government, old-fashioned personnel management must be significantly transformed, in order to attract and retain the best in government as well as to win the war for talent. Thus HR managers should initiate far-reaching, much needed change in talent management in terms of how they source, attract, select, train, develop, retain, promote, and move employees through the organization. In order to make government the model employer of choice, HR managers need to make a new Copernican transition in finding a new way of human resource management.

While the world wide web created opportunities for marginalized groups to have a real voice, it also created a venue for scammers, and for malicious, deliberate intent, such as hacking, criminal behavior, sexting, and cyberbullying. It becomes a question of how should we act when we are online, and what should be taught to the next generation of users? Parents often feel overwhelmed with the challenges and risks that digital culture presents to children. They want their children to take advantage of all technology has to offer; however, they also want them to stay safe and act responsibly. Parents can make sure their children are both safe and responsible by educating them about how to appropriately use technology. There is a need to openly discuss responsible use of technology. Digital citizenship is a concept providing guidelines for appropriate digital behavior. It can be an effective tool in addressing cyberbullying, sexting, security, and safety in the online environment.
