Mechanism of E-Government Undertaking in Japan

According to the report submitted by the Evaluation Committee of Experts, Government ICT Strategy Headquarters in December 2005 (ECE, 2005), Japan has already established the globally advanced e-government infrastructures for such services as online application and filing. The report also acknowledged that the quantity and quality of information, guidance and search engine at the government portal, “e-Gov”, and individual government Web sites have reached almost the same level as those of the government Web sites of the other world-famous ICT nations. These achievements have resulted from the continuous undertaking of introducing information and communication technologies (ICTs) in the government operations from 1960s (ECHMCA, 2001). In this article, the successful accomplishments of e-government initiative are described followed by the analysis of institutional arrangements and mechanisms concerning e-government initiatives. Lastly, the future challenges will be suggested.

E-Governance aims to provide high quality of government for citizens. It covers services, information delivery and interactive community / government communication. This goal can be achieved by adopting the ICT (Information and Communication Technologies) tools in the government web site´s design and contents. This communication channel allows a redefinition of the traditional role played by each one of the actors of the relation. The government as provider of: services, information, transparency and interactive communication. The citizens acting as active subjects with their government, using services, receiving information, controlling the government´s decisions and returning feedback to them. This feedback includes opinions, complaints and suggestions delivered by the web sites’ interactive tools. This research surveyed if the implementation of ICT tools regarding national and international norms and regulations for web sites development and content, increases the fulfillment of the key concepts of e-governance: e-democracy, e-services, e-transparency and active and passive communication. 30 local government web sites of Argentine were analyzed by checking if they implemented the ICT tools expressed by the seven basic concepts of design and contents: Navigability, Veracity, Friendliness, Functionality, Accessibility, Usability and Information through 152 weighed aspects that fulfill these seven concepts. The analysis of the score obtained by the web sites showed their e-governance development level and what aspects they have to implement to improve e-governance quality.

This author argues for a stronger end-user and citizen-centric approach to the development and evaluation of e-government services provided via the Internet. Over the past decade government agencies at all levels have created web sites that provide primarily information and only offer few two-way transactions. The predicted and hoped for resulting transformation of government at all levels due to the advent of Internet services seems yet to occur. The overall development of e-government services has been slow and uneven. To add value to existing and future government web sites, public administrators need to come to grips with a framework presented here and to understand the nature of and relationships among three variables: End-user, task, and channel characteristics and then consider their respective role and impact on channel selection. This framework along with an end-user perspective enables public administrators to assess not only the value of current information and service channels, but newer information and communication technologies such as those found in Web 2.0 or social media developments. Recommendations are offered.

This article explores whether information and communication technologies (ICTs) are being used to their full capacity by government agencies in South Australia to engage citizens in interaction with the government. It surveys government and private sector Web sites to determine “best practice” for civic engagement and describes several innovations that offer promising models for e-democracy. In South Australia, it appears that the movement towards innovative e-inclusion is driven from the bottom up—from Local Government Councils, the arts industries, and the education sectors, in the main. The State Government has a well developed e-presence, but much of it is concentrated on the provision of information rather than the fostering of e-democracy. The article examines these trends and questions whether the government is giving the appropriate priority to the citizen-state relationship in an era characterized by rapid economic growth and change.

Many governments have embraced the information revolution by developing information and communication technologies (ICTs) to improve services to citizens. In Mexico, the number of government Web sites has increased from none in 1994 to about 2,800 in 2005. However, there is relatively little research about Mexican government portals. This chapter preliminarily evaluates the quality and functionality of four state government portals in Mexico. It also analyzes their evolution from 2002 to 2005 and uncovers some general trends. In general, Mexican state government portals seem to be mainly information catalogs with some transactional capabilities. However, the observed portals show a pattern of transitioning to a more user-centered design and integrating more electronic services. In addition, Mexican state portals show an increasing concern for transparency and citizen participation.

This study investigated the usage and types of information and communications technologies (ICTs) accessible to community members in four selected Thusong Service Centres (TSCs or telecentres) in KwaZulu-Natal (KZN). The telecentres that participated in the study were: Nhlazuka, Mbazwane, Dududu and Malangeni. The study was informed by Rogers’ (1995) Diffusion of Innovations (DoI) theory. Through a survey, four TSCs were purposively selected. A questionnaire was used to collect data from community members in the four telecentres involved. The data collected was tabulated under the various headings and presented using tables, frequencies, percentiles and generalisations with the help of the Statistical Package for the Social Sciences (SPSS). The results indicated that a variety of ICT tools have been adopted in the TSCs to provide the local community with the much-needed access to information and improved communication. The government should ensure that adequate varieties and levels of ICT competence are offered to all the citizens. In conclusion, there is a need for sufficient and coherent government policies regulating the training of the local community to use these ICTs effectively.

Purpose: The benefits of Information and Communication Technologies (ICTs) in environmental resource management has been a topic of hot discussion for the policymakers across the world.  For the purpose, the government of Pakistan took initiative in 2018 to use technology for the country’s social welfare, financial benefits and to enhance environmental sustainability and named it as “Digital Pakistan Initiative”.Design/Methodology/Approach: For analysis, this study took CO2 emissions as the dependent variable and ICT, FDI inflows, and Trade Openness as independent variables. Data were collected on bimonthly basis from 2004 through 2019, and analyzed employing ARDL approach. Main purpose of the study was to examine the short-run and long-run relationship among carbon emissions and ICT, FDI Inflows and Trade Openness.Findings: The findings show that there exists a short-run relationship among all the variables; however, FDI inflows and trade openness have a significant relationship with CO2 emissions. The results also exhibit that there is no long-run relationship between CO2 emissions, FDI inflows, and Trade openness while ICT has an insignificant long-run relationship with CO2 emissions. With the increase of information and communication, the country’s environmental sustainability is also increased. Implications/Originality/Value: The current study was based on least considered variables and the pioneer in testing the complex relationship through VAR estimation.

Scientific discussion of the problems of transformation of the legal foundations of state institutes of scientific and educational institutions under the influence of the development of information and communication technologies (ICT) and innovative thinking of people is extremely relevant and complex at the same time. Various scientific knowledge has been lacking for a long time, however, today, when the development of creative, moral, innovative potential of each person and humanity as a whole has become a priority for any individual and society, has become the most important, generalizing indicator, criterion of national development. To be taken more systematically and responsibly. Information has always and everywhere been valued as a jewel, on which huge financial resources were spent to acquire its media, have always been important. With the advent of radio and television and, ultimately, modern ICTs, it has increasingly become a product that has always been in demand and also sold well, which, unfortunately, has helped turn the miracle of human communication into a monster — a weapon against the sustainable. development of mankind, the protection of which requires deep knowledge of the human psyche, the laws of society and decision-making algorithms. The nature and meaning of the world, covered by various technical means of communication, are increasingly of interest to society, however, the information and communication sphere, as a geocultural phenomenon and force of influence, began to form not so long ago, around the XVIII century, gradually acquiring geocultural weapons. Again, under the influence of the development of ICT, it has become a pervasive force in the twentieth century, and having acquired network methods of use — a weapon. Today it is becoming the most important factor in the transformation of the world order in the structure «matter (people) — energy (finance) — information — a resource for development». This is how the state and legal policy and the realities of the interaction of the countries of the world with each other and, accordingly, the citizens with the government are built, forcing them to look for new ways of evolution of the economy, military affairs, public power, etc. Using new ICTs, the world’s leading countries are constantly updating their scientific and educational sphere, increasing the requirements for professional training of young people in their universities, trying to form an open society with a responsible attitude to social values, more fully define the responsibilities of public authorities, and it is in this direction that the problems of the formation of modern statehood are concentrated. The pandemic has become the reason for structural reforms as well as for discussing many issues by the expert community. In this regard, the Gaidar Forum – 2021 became the very platform where experts in various fields of knowledge could meet. Specialists discussed such issues as sustainable development problems, the innovative focus of development, the introduction of IT technologies, restructuring of national economies, new business models, etc. Most of the questions, one way or another, concern the problem of the evolution of the living environment. These are the questions that were presented by the experts of the “Building together” discussion platform. Analyzing the results of the construction complex, which ensures the implementation of the national project “Housing and the Urban Environment”, made it possible to identify the nature of further measures taken by the Government of the Russian Federation in order to create a competitive living environment. Experts systematized the prospects for business models of investment and construction activities involved in the development of territories, identified new tools for enhancing investment activity, and focused the attention of the authorities on information and communication technologies used in modeling the living environment.

This study aims to evaluate the utilization of ICT in education administration and management in a Pakistan context during the pandemic outbreak. Adoption of information and communication technologies (ICTs) has digitalized the learning process where education organizations were administrated by means of wireless-based instructions, electronic pedagogy, and online assessment in order to continue the educational activities while the government halted the physical appearance in education institutions. Data collection has been carried by three public universities in which teachers and general administration of these institutions participated to discover their intention to use the assigned technology to administrate organizations’ policies in the way to disseminate the respective service delivery. Survey questionnaires were used, and 178 respondents’ feedback was secured to analyze the study that was carried out via SPSS version 24 and validation OF hypotheses measured by means of regressions and correlations. Moreover, proposed factors like intention to use, perceived ease of ease, perceived usefulness, social influence, and Users’ expectations were used. A theoretical approach was inculcated to encircle the UTAUT and TAM model to determine the adoption of the innovative system education management during the pandemic outbreak in the country.
