Introducing Psychological Factors into E-Participation Research

This chapter looks at e-petitioning as a successful application of e-participation from a psychological perspective. It notes that e-participation should not be viewed uncritically, as digital technologies cannot remedy all (political) problems: indeed, they can strengthen old ones and create new ones. Following a brief reviews of socio-economic and application-acceptance models of e-participation, a small selection of psychological approaches factors are presented that could be applied to this context. It is argued that it is useful and important to understand the psychological factors that influence the decisions made by individuals about whether to participate in the political system by initiating, or simply signing, a petition, or choose to remain mere passive observers, no matter how well informed. These insights can both help practitioners designing an e-participation system, and designing new research projects.

This essay explains how the peculiar properties of Mexico's political system helped shape the approach to the study of Mexican politics. It assesses some of the strengths and limitations of the scholarship this produced, examines the political changes that fueled Mexico's democratic transition, and assesses their implications both for Mexico's recent market reforms and the study of Mexican politics in general. It finds that the demise of single-party rule and fundamental changes in patterns of governance have opened new research avenues, and suggests an emerging research agenda in light of these developments. En este ensayo se explica la manera en que las propiedades peculiares del sistema políítico mexicano ayudaron a configurar el acercamiento al estudio de la políítica mexicana. Se valoran algunas de las ventajas y las desventajas en este enfoque, se examinan los cambios polííticos que influyeron en la transicióón democráática mééxicana y se analizan sus implicaciones en las reformas recientes del mercado y estudio de la políítica mexicana en general. El anáálisis concluye que, debido al cese de influencia del antiguo réégimen del partido oficial y a los cambios fundamentales en los modelos de gobierno, se han abierto nuevas ááreas de investigacióón, proponiendo un nuevo programa de investigacióón que tome en cuenta el giro de los nuevos acontecimientos.

In an interesting and insightful article published in 1969, James Lightbody has attempted an improvement of the theoretical basis for the study of nationalism among political scientists. He suggests that the historical perspective which has characterized most previous treatments of the subject should be abandoned, and that its replacement should be a model which perceives nationalism as the result of ethnic group demands upon a functioning political system. Lightbody argues that the adoption of this sort of model would permit political scientists to determine the characteristics which distinguish “nationalist” movements from similarly configured “non-nationalist” groups. Further-more one could look beyond the “collective enumeration of the various demands that have been made by various nation-seeking groups and their self-appointed spokesmen” which serve as the focus of concern for those who see nationalism as ideology. One could examine ethnic group demands without rejecting them a priori as unnaturally disruptive, and one could make comparisons between majority and minority expressions of nationalist views. The model is an “ideal-type” model, bordering on formalism, since it abstracts the demands of ethnic groups from other similar group demands made on the political system, but it has been constructed with a view to the selection of data which could provide empirical tests of its usefulness.

Reviewing the work of Lynton Caldwell, Robert Blank, and Andrea Bonnicksen is both a privilege and a challenge. These three scholars rank among the key figures in the development of biopolicy as a legitimate research and teaching subfield within political science. Each of them worked in academia, on significant bioethical advisory boards, and with policymaking entities, and also contributed to numerous externally funded research projects. Across long and prolific careers, Caldwell, Blank, and Bonnicksen engaged seriously with the political, social and ethical issues raised by significant advances in many bio-scientific domains. This essay analyzes several of their works across two broad themes: 1) the development of the subfields of biopolitics and biopolicy, and 2) the tension between science policy and democratic governance. While each of them wrote significant and well-received books, the focus here is on insights to be gleaned from an idiosyncratic selection of their scholarly articles across the time period, 1966 to 2007. To borrow Michel Foucault's term, this brief and necessarily selective archaeology of the published journal record nevertheless demonstrates the significance, durability and prescience of the authors' insights. (I expect that at least one, if not all three, of these authors might raise objections to the mention of Foucault, but the term “archaeology” in this instance is apt.)

Political Mechanisms of the Selection of Literary Texts for Foreign Readers. Example of the Monthly Polska: czasopismo ilustrowane in the 1950s The monthly Polska: czasopismo ilustrowane [Poland: an illustrated magazine] was created in 1954 as a tool to promote the achievements of the People’s Republic of Poland abroad. It was translated into English, French, Spanish, German and Russian. The article presents an analysis of the mechanisms of the selection of literary texts for the magazine in the context of changes that took place in the country’s socio-political life in the 1950s. The freedom of choice allowed to the publishers remained within the limits defined by the authorities. The selection of texts depended, among others, on their authors’ state awards and on the plain fact that they had been formerly accepted for printing in the domestic market. The „thaw” in Poland led to changes in the way of selecting texts in the monthly. From 1956, the magazine began to present previously banned authors, who criticized the political system and wrote works in opposition to socialist realism. However, the propaganda goals of the authorities were not abandoned. The orientation of the contents was supposed to show the authorities of the People’s Republic of Poland in a positive light, discredit the government in exile and emphasize the friendship between Poland and the USSR.

Researching with methodologies focused on social impact in line with the SDGs is one of the priority orientations of the Horizon Europe program, as shown in the official European Commission document on impacts for this program. In this sense, researchers must forecast how their project will improve citizens' lives. Until now, many investigations showed the evaluation of the social impact through knowledge transfer activities that, although undoubtedly important, are not enough since the social impact is defined as the improvements derived from using the knowledge transferred to society. The search for the social impact of new research requires the introduction of impact indicators from the design, throughout the project development, and when the project ends. The introduction of indicators, in particular if they are decided in dialogue with the participants, allows not only to foresee a greater social impact but also to improve and adjust the methodology to be used. We explore this aspect in the context of research with social impact that starts from how the COVID-19 pandemic is increasing the inequalities suffered by the Roma population, causing the aggravation and creation of new problems and needs. Thus, we explain in detail how the selection of indicators that monitor the social impact, in dialogue with the Roma population, allows the design of research projects that are more appropriate to the current context.

BackgroundThe Department of Health and UK funding bodies have suggested that clinical academics work closely with mental health service users in research projects. Although there are helpful guidelines on the issues that have to be dealt with, there have been few examples of how this partnership research might be undertaken.AimsTo illustrate the challenges in joint research projects.MethodWe subjected the process of user involvement to ten questions which arose in the development of a joint research project. The answers are an amalgamation of the user and clinical researcher considerations and are affected by hindsight.ResultsThe involvement of the user-researcher changed the focus of the study and its design and content. More attention was paid to the intervention itself and the way in which it was delivered. This process increased the amount of time taken to carry out and write up the project as well as incurring financial costs for user consultation payments and dissemination.ConclusionsThis experience has clarified the contribution that users can make, for example by raising new research questions, by ensuring interventions are kept ‘user friendly’, and the selection of outcome measures.
