Countries Progress in Solar PV in Support of NDC Implementation and Contribution to Achieving SDG7

This case study examines the progress being made by 12 least developed countries (LDCs) in their effort to achieve Sustainable Development Goal 7 (SDG7) – access to clean and sustainable energy for all. Focusing on solar photovoltaics (PV), the authors look at what can be done to further the spread of renewable energy, and the role various actors have to playing in helping these countries to meet SDG7. Furthermore, with countries on the cusp of submitting their revised contributions under the Paris Agreement, they look at the role solar PV can play in helping LDCs to participate in taking action against climate change. After outlining the current policy landscape, and efforts being made within these countries, they look at the obstacles, opportunities, and the role of solar PV going forward. They also look at the steps that policymakers, both national and international, can take to encourage the rapid uptake of renewable energy in developing nations.

The literature on sustainable tourism is scant, particularly in the least developed countries. Very few studies touch upon the concept and no holistic theoretical or conceptual frameworks around the idea of sustainable tourism have been formulated. This study aims at exploring the role of tour operators in developing sustainable tourism in Pakistan and how the tour operators (TOs) conceive their role in this regard. TOs were reached through phone calls, emails, and virtual sources as face-to-face interviews were not possible due to COVID-19 pandemic and restrictions on travel by the government. In-depth interviews were conducted to gather data. Results suggest that the TOs although realize the importance of social, environmental, and economic dimensions of tourism on the communities but have no management systems in place to cater accordingly. There are no incentives in place by the government facilitate TOs to design and implement such systems. The TOs do not select a destination based on Global Sustainable Tourism Council criterion, but rather the selection of destination is mostly demand-based and profit-oriented. The study suggests that corporate profit motive is the sole criterion for decision making and is one of the major causes impeding sustainable tourism in Pakistan. The role of TOs in developing sustainable tourism is vague as the TOs do not have any systems in place to implement sustainable models. The study recommends that efforts need to be put in place to incentivize sustainable tourism in Pakistan and proper laws should be set forth by the authorities to comply by the TOs. The role of TOs is important and understood, however, there is a need to put proper systems in place.

Agrivoltaic systems (AVS) offer a symbiotic strategy for co-location sustainable renewable energy and agricultural production. This is particularly important in densely populated developing and developed countries, where renewable energy development is becoming more important; however, profitable farmland must be preserved. As emphasized in the Food-Energy-Water (FEW) nexus, AVS advancements should not only focus on energy management, but also agronomic management (crop and water management). Thus, we critically review the important factors that influence the decision of energy management (solar PV architecture) and agronomic management in AV systems. The outcomes show that solar PV architecture and agronomic management advancements are reliant on (1) solar radiation qualities in term of light intensity and photosynthetically activate radiation (PAR), (2) AVS categories such as energy-centric, agricultural-centric, and agricultural-energy-centric, and (3) shareholder perspective (especially farmers). Next, several adjustments for crop selection and management are needed due to light limitation, microclimate condition beneath the solar structure, and solar structure constraints. More importantly, a systematic irrigation system is required to prevent damage to the solar panel structure. To summarize, AVS advancements should be carefully planned to ensure the goals of reducing reliance on non-renewable sources, mitigating global warming effects, and meeting the FEW initiatives.

This article study the discrepancy between theory and practice, especially the roles play by Land Office and Forestry Department in term of overlapping of power and penalties between Land Office and Forestry Department especially the forest on the state land leading to susceptibility in monitoring and enforcement system. The whole empirical works took place in the Central Region of Peninsular Malaysia namely as Negeri Sembilan. The total area of permanent reserved forest in that state is 155,531 hectares including the Permanent Reserved Forest Johol which was selected as the case study in this research. An exploratory research design was adopted in this research. Therefore, in-depth interviews have been done with officers from the Land Office and Forestry Department regarding their role and powers in monitoring and enforcement system to combat forest offences in Permanent Reserved Forest Johol. While data collected was analyzed using the descriptive analysis method. Content analysis was used to identify the similarities and dissimilarities of acts that empower Land Office and Forestry Department to taking action against forest offences. Theoretically, there are overlapping powers occurs between Land Office and Forestry Department identified in National Land Code 1965 and National Forestry Act 1984 in terms of arrestment of the forest offenders and seized their equipment. However, penalties imposed by both acts are very different. Practically, both authorities have divided their responsibility and power accordingly to avoid overlapping. Issues and challenges that faced by them have been found and most of them are similar. There should be an amendment to the acts in terms of the penalty imposed by both authorities. Renewable energy especially solar energy has become a significant part in electrical power generation with its advantage in the environmentally friendly and current trend of decrease in installation cost. The photovoltaic (PV) system on a rooftop is one of the power generating system based on renewable energy that can fit building to utilize space efficiently. This paper is analyzing the feasibility of installing a solar PV rooftop on the building using a case study building located in Bangkok, Thailand. The performance will be evaluated in term of both energy and economic perspective. The comparison with Thailand building energy code also been done to show that overall energy consumption with PV system complies with the law. The result has shown that with rooftop photovoltaic system installation, annual energy consumption in the building can be reduced significantly and it can achieve feasibility in term of economic perspective.

Acceptance and adequate use of water and sanitation technologies in least developed countries is still a chimera, with one billion people using unimproved water supply sources and 2.5 billion not benefitting from adequate sanitation. Public participation in water and sanitation planning and pre-implementation phases has become increasingly important for technology providers seeking solutions to implementation challenges towards the achievement of the Millennium Development Goals (MDGs). Based on the principle that successful implementation of WATSAN technologies ultimately depends on recipients' ability to absorb a technology and adapt it to their own needs, this study analyses the impacts of participatory methods adopted by community-based sanitation (CBS) providers on communities' receptivity of the transferred systems. A fieldwork activity was undertaken in Indonesia and a multiple case study approach adopted to analyse indicators of receptivity of the transferred technologies. Conclusions show that community involvement through participatory methods in the implementation of CBS systems can enhance the process of acceptance and management of the technologies, thereby increasing the progress towards the achievement of the Millennium Development Goals.

This chapter describes the roles of the forty-nine least developed countries (LDCs) in the international climate change regime and climate change law. It investigates the following questions: How has the historical role of the LDCs evolved in relation to the climate change regime? What are the key legal challenges facing these countries? In order to address these questions, this chapter examines the role of the LDCs through five phases of the climate negotiations thus far: Pre-1990 (Phase 1), 1990—1996 (Phase 2), 1997—2001 (Phase 3), 2001—2007 (Phase 4), and 2008—2013 (Phase 5). Together, they have contributed the least to the climate change problem, but experienced the highest climate change impacts, because of their higher levels of vulnerability and lower adaptive capacity. The chapter also discusses how the LDCs are caught in the cross-fire between the emerging economies, Organization of the Petroleum Exporting Countries (OPEC), and developed countries.
