Electronic health information is an efficient technique for providing health care services to society. Patient health information is stored in the cloud, to allow access of eHealth information from anywhere, and at any time, but the technical problems are security, privacy, etc. Sharing the medical data in a trustless environment is overcome by the proposed framework SeFra. The proposed work provides a secure framework to manage the eHealth record by using blockchain (SeFra). For authentication purposes, a temporal shadow is used and the integrity of health records is ensured by blockchain technology.

The present research is an attempt to explore the applicability of the best possible service in the area of organized health care services, at fixed predefined points of service. The suggestion is that there should be a system that will receive and provide information about health matters of general public concern. Thus following the lead of Citizen Service Centers in Greece, it can be extended conveniently to mobile devices. The main survey was conducted on a sample of Municipalities and Citizens in the year 2013. The results indicate that the new proposed system could be more secure for citizens for future use, based on supervising procedure by proper employee who will provide more help to the users, instead of a fully automatic system.

Personal electronic health records are seen as a key component to improved health care for patients, empowering motivated patients by giving them access to their own records resulting in increased self-care, shared decision making, and better clinical outcomes. Benefits through electronic record keeping would also accrue to health care providers through the availability and retrievability of data, reduced duplication of medical tests, more effective physician diagnosis and treatment, reduced incidence of prescription errors, and flagging inappropriate drug combinations. Utilizing information technology could also moderate the cost of health care services. Electronic health records would also improve clinical research through access to a large database of patient electronic records for research and determining best practices. Although potential benefits are considerable, many challenges to implementation must be addressed and resolved before this potential of improved health care provision and cost efficiency can be realized.

Understanding health service utilisation by community groups can be used to enhance cost-effective service delivery planning. In an inquiry into general health needs, and experiences with health service utilisation by Chinese living in Melbourne, we conducted a series of focus group discussions to explore community health-seeking behaviour. Seven focus groups were drawn from community groups and bilingual health workers in the period September-October 1999. Discussions were carried out in dialect familiar to the participants, facilitated by trained multilingual researchers, tape recorded and transcribed in Chinese and then translated into English. Cross validation was carried out by an independent researcher. Themes that emerged from these discussions included common pathways to care seeking, barriers to the use of health care services, general health concerns, and perceived validity of health information sources. Participants opt for self care when feeling unwell if the condition is perceived as ?not severe?. Use of over-the-counter medication is usually the first course of action. There is a tendency to ?wait and see? when feeling unwell. The use of Traditional Chinese Medicine Practitioners (TCMP) is common, while continuing to see Orthodox Western Medicine practitioners. There are, however, common concerns about the quality of care provided by TCM practitioners and their qualifications. Language, transport, and cost are among other barriers that undermine the use of health care services. Participants reported diabetes, heart disease risk factors, peptic ulcer, hay fever and asthma, poor vision, dental problems, social isolation, and gambling among the most common health concerns. Participants accepted health information from a wide range of sources and placed greater trust in material disseminated by SBS Chinese Radio Programs and the Chinese Health Foundation; an established community organisation run by voluntary health professionals. In conclusion, the study confirmed a number of patterns by which the Chinese community sought and utilised health services and associated factors.

Information technology increasingly figures into the activities of health-care workers, patients, and their informal caregivers. The growing intersection of anthropology and health informatics is reviewed, a field dedicated to the science of using data, information, and knowledge to improve human health and the delivery of health-care services. Health informatics as a discipline wrestles with complex issues of information collection, classification, and presentation to patients and working clinical personnel. Anthropologists are well-suited as collaborators in this work. Topics of collaborative work include the construction of health and illness, patient-focused research, the organization and delivery of health-care services, the design and implementation of electronic health records, and ethics, power, and surveillance. The application of technology to social roles, practices, and power relations that is inherent in health informatics provides a rich source of empirical data to advance anthropological theory and methods.

With the growing number of aging population and chronic illnesses, how to help elderly residents access the health care service timely is a challenge for health care institutions in Taiwan. Recent advances in information, communication and biomedical technologies have combined to allow the development of various types of telemedicine technology designed to enhance or expand the health care services of elderly residents. However, most telecare studies focused only on medical care or development of technology rather than on comprehensive evaluation of residents’ (or patients’) perception about service processes. The purpose of this study was to explore rural residents’ perceptions and usage intention of a telecare system after they have used it. Results from this exploratory study showed that most elderly people have never heard or touched telecare systems before the study was conducted. However, the general perceptions of such systems included improvement of interacting with medical staffs, safety protection, convenient care, and one needed item of services in daily life. Especially, the mostly risk perception was privacy risk, that is, data confidentiality and individual privacy. Generally, most elderly residents evaluated their telecare experiences and perceptions as being positive. Besides, most elderly resident were willing to use the telecare system without fees. However, they felt risky about confidentiality and privacy toward this technology. To improve trustworthy perception of this novel technology, telecare providers should implement appropriate safeguards to protect patient health information exchanged in a telecare setting. Also, the physicians/nurses should take the time to communicate with the residents, especially in the form of education, about the benefits of technology. To optimize the effectiveness of this promising technique, more research on the relationship between residents’ (or patients’) perceptions and influences of technology will need to be conducted continually in future.

This chapter discusses the role of open health information management in the the development of a novel, adaptable mixed-platform for supporting health care informational needs. This platform enables clients (patient users) requiring healthcare to enter an unstructured but detailed account of their dayto- day health information requirements that may be structured into a lifetime electronic health record. It illustrates the discussion with an operational model and a pilot project in order to begin to explore the potential of a collaborative network of patient and health professional users to support the provision of health care services, and helping to effectively engage patient users with their own healthcare. Such a solution has the potential to allow both patient and health professional users to produce useful materials, to contribute to improved social health outcomes in terms of health education and primary disease prevention, and to address both pre-treatment and post-treatment phases of illness that are often neglected in the context of overburdened support services.
