From the Streets to the Net? The Political Use of the Internet by Social Movements

This article focuses on the political use of the Internet by the Italian Global Justice Movement (GJM) considering both the organizations and the individuals involved in the movement. First, a definition of the concept ‘political use of the Internet’ and its operationalization is provided. Second, light is shed on how the Internet is used politically by participants in social movements taking into account their organizational and participatory experiences. Data were gathered with quantitative and qualitative instruments during different researches: a survey of participants in a demonstration against the ‘Bolkestein’ directive and a series of interviews with representatives of different organizational sectors of the Italian GJM, complemented by a qualitative website analysis of the same organizations. While quantitative data allows for controlling relations among variables concerning the political use of the Internet by individuals, qualitative data provides more detailed information on Internet use in the everyday life of activists and organizations.

Decentralized and internally diverse, the Global Justice Movement (GJM) is thought to be influenced by its use of the internet. Operating in an environment characterized by the conditions of globalization and late modernity, the movement strives to be a collective that accommodates individual difference. Focusing on the organizing process of the European Social Forum, this article examines the role of email lists and physical meetings in realizing this ‘unity in diversity’. Based on interviews with movement activists and a content analysis of three email lists, this article examines how online and face-to-face communication practices engender different dynamics in terms of individuality and collectiveness. While communication on email lists tends to afford divergence, diversity, and individual autonomy, face-to-face contact enables convergence, unity and the affirmation of the collective. Thus, it is the combination of those two modes of communication that helps the movement to fuse seemingly opposing dynamics.

Prior research on the use of the internet for sexual purposes has primarily focused on its negative and problematic aspects, such as compulsivity and addiction. Thus, little is known about any possible benefits. The purpose of the current chapter is to focus on how young people aged 12-24 use the internet as a source of knowledge about sexuality. The results rely on qualitative and quantitative data collected in Sweden at various points in time between 2002 and 2009. Young people seek information about various things in relation to sexuality. The primary reason is to gain knowledge about bodily functions and sexual performance. The qualitative data also indicated gender differences in how sexual issues were communicated online. Some young people sought sex information to become sexually aroused while others viewed online pornography to gain knowledge about sexuality, suggesting a possible link between knowledge and sexual arousal. The internet encompasses specific characteristics making it easier to communicate about sexuality in ways sometimes impossible offline. The fact that one can type while being physically distant to others appears to be a particular advantage with using the internet as a source for knowledge about sexuality compared to other ways of communication.

This article generally contains two parts. One is a theoretical approach to dealing with the phenomenon of terrorism as well as international terrorism. Within the first part, a unique definition of the concept of security science is given, without which it is not possible to properly perceive or investigate security threats and risks within which terrorism is one of the significant threats. The second part deals with models of terrorist activities with special attention to the webspace and the significant role that terrorists attach to the increasing use of the Internet for their purposes. The theoretical part leads to the conclusion that there are five essential elements whose presence, if detected in one territory or state, indicates the existence of a mechanism that produces or creates new jihad warriors. The paper also gives a unique forecast of the degree of endangerment on the example of a territory, which gives scientists who investigate these threats a new direction of research.

This chapter aims to examine the use of the internet and eBook among students in public primary schools in Libya. The literature showed a lack of research that examines access to the Internet, students' awareness of eBook, and using the computer for learning at school. However, this type of research has been important in providing a better understanding of eBook usage and helping designers to create eBooks that meet user needs. Thus, the number of netizens determines the causes of use as a starting point for understanding and determining e- reading stages in order to investigate the factors that affect e- text reading among young people. This chapter presents the questionnaire data as analysed by the Statistical Package for the Social Sciences (SPSS) software for analysis and focuses on collecting quantitative data that can help build a clear understanding of current user behaviour. At the end of this chapter, these two objectives should be met: examining the use of Internet among students aged 9 to 13, and defining the awareness and aim of using eBook among students.

The issue of the civic potential of the Internet has been at the forefront of much scholarly discussion over the last 10 to 15 years. Before providing a comprehensive overview of the different schools of thought currently dominating this debate, it is necessary to briefly describe how researchers have defined the terms citizenship and new media. Across different literatures, two ways of examining citizenship emerge. The first approach examines citizenship broadly as citizen involvement in the political process. Scheufele and Nisbet (2002), for example, identified three dimensions of citizenship: feelings of efficacy, levels of information, and participation in the political process. The second approach taps citizenship much more narrowly as social capital (i.e., the more emotional and informal ties among citizens in a community) (Shah, Kwak, & Holbert, 2001). Depending on which definition of citizenship they followed, researchers also have been interested in different types of new media use with a primary focus on the Internet. Some have examined the Internet as a medium that functions in a top-down fashion similar to traditional mass media. These scholars mostly are concerned with how online information gathering differs from traditional media use, such as newspaper readership or TV viewing. More recently, scholars have begun to examine different dimensions of Internet use, including chatting online about politics, e-mail exchanges with candidates and other citizens, and online donations to campaigns.

This article seeks to provide a brief overview of the current development of digital democracy in Australia, with emphasis on the use of the Internet to extend and enhance citizen participation. Use of the Internet within the definition of digital democracy proposed is categorized into three overlapping groups: (1) e-government services and administration; (2) participatory technologies; and (3) informal modes of participation.

The European Union (EU) has been one of the leading lights concerning Internet use in dealing with other public administrations and citizens. This article will argue that e-government has meant that the European Commission has been able to promote a virtual arena for pan-European activity, which has promoted action at the national and local levels in the EU. In the first instance, this article will deal with how the European Commission uses the Internet to attempt to improve its own relationship with both national public administrations and citizens in terms of the European policy-making process. Although the Internet is perceived as aiding public administrations in information and service provision, which helps to deliver better governance from an institutional governance perspective, a focus on this would only tell one half of the story. Increasing democratic participation and regaining trust in the political system at large is also an important issue for public bodies such as the European Commission to address, and this is not merely a technical process. These technical (efficiency, etc.) and democratic stages are two key parts in the process of developing an information and communication technology (ICT)-based governance agenda in the EU. In order to outline the process, this article deals with four different aspects of the European Commission’s e-policies. It makes reference to the following: 1. The Commission’s information provision, through the EU’s Europa (II) Web server; 2. The way in which the Commission has tried to interact with citizens, using interactive policy making (IPM); 3. The e Commission initiative; and 4. The way in which the Commission links member-state public administrations together, through the IDA(BC) programme. This article reveals the increasing coherence of the European Commission’s approach to using the Internet in institutional affairs. Although the Commission’s approach to using the Internet for governance was initially unstable and ad hoc, by the turn of the century, all efforts had converged around the political issues of institutional reform and better governance. This has been further enhanced by the application of the open method of coordination as one of the tools of EU governance, which has enabled the Commission to take a more informal role in implementing e-government strategies at the pan-European level. This article does not attempt to define e-government at the European level nor does it go into policy areas concerning e-government (such as research, socioeconomic inclusion, improving competitiveness, or specific e-government policy developed by the European Commission), but will contribute to a greater understanding of how the EU itself has used the Internet to promote an e-government agenda that is affecting all public administrations.
