The two-way referral system comes into being in China with further development of community medical service. Based on investigation and survey of two-way referral system, the paper proposes the social security based two-way referral MIS, by way of the social security network linking the hospital and the community. Based on system feasibility, the paper makes functional structure overall design and function model design. The two-way referral MIS formulated in the paper can lower the two-way referral cost and help increase visiting rate and improve medical care in the community medical institution.

The present text is the opening and welcome speech to the 4 international conference “Social work and the development of community services”, which was in 2001, Vilnius, November 23-24. The speaker was Vilija Blinkevčiūtė - the minister of Social security and work ministry of Lithuania Republic. The minister welcomed the participants of conference and presented the goals of the Eleventh Government of the Republic of Lithuania to develop and enhance the social assistance system.

Abstract Data based on the FAO's Food Insecurity Experience Scale suggest prevalence rates as low as 3.1% in some countries, to more than 20% in others across Europe. In the past two decades, rising food bank use suggests a growing problem of severe food insecurity and is symptomatic of a lack of systematic governmental responses to hunger. In this absence, charities are often relied on to fill the gaps in the social security net. The pairing of the problem of hunger with the problem of food waste often fuels further development and entrenchment of charitable food redistribution through food banks, even though there is little evidence that these responses effectively reduce food insecurity. Research on the impacts of social security interventions, however, evidence the close links between these and food insecurity. How provision through social security systems can additionally accommodate the acquisition of sustainable and nutritious food is a challenge for the future, as current social security rates are often well below costs of living. These challenges reflect the need for systems thinking for tackling the challenges of sustainability, food insecurity, and low household incomes, underpinned by underemployment, low wages, unemployment, disability and caregiving.

This study aimed to recognize the law of Individual Healthcare of Social Security Agency (BPJS Kesehatan Mandiri) in Islamic law by linking the fatwa of the Sharia Council of Wahdah Islamiyah regarding its legal status. This study tried to examine the flow and contract system of BPJS Kesehatan Mandiri and istinba>t method of Sharia Council of Wahdah Islamiyah in determining the law of BPJS Kesehatan Mandiri. The method in this study used qualitative research based on field research with observation, interview, and manuscript collection techniques, and descriptive analysis in summarizing research findings. The results found were as follows: First, the concept of social security prescribed in Islam to actualize ta’a>wun, tada>mun, or taka>ful is the concept of insurance conducted in a way a tabarru’ agreement is there, that is a form of contract which is conducted with the aim of goodness and helping each other. Second, BPJS Kesehatan is a public legal entity that is responsible for providing social security for the entire community based on Law No. 40 of 2004 and Law No. 24 of 2011 concerning the Social Security Organizing Agenc Third, the istinba>t method of the Wahdah Islamiyah Sharia Council is based on the Qur'an, Sunna, Ijmak and Qiya>s. Fourth, the recommendations from istinba>t of Sharia Council of Wahdah Islamiyah regarding the ideas and concepts of social security are that it is not a problem, however the flow and contract system are not yet in accordance with the sharia. Fifth, the recommendations of istinba>t results of Sharia Council of Wahdah Islamiyah regarding the existence of BPJS Kesehatan are that it is needed by Indonesian people, then it is not difficult to make social insurance based on sharia rules, if this is not possible, then the community should be given a choice to choose an insurance in accordance with sharia principles.

China’s community health services starts in 1997 and becomes the most important part of the urban health services system with the development of China’s social security system and community security. Two-way referral system in China came into being with the further development of community medical services. This paper studies the construction of two-way referral management information system based on the social security system platform using information management system and UML language based on the survey of the present implementation of two-way referral system. The two-way referral management information system includes the feasible analysis, the analysis of functional requirement, the on-stream analysis of two-way referral process, the on-stream analysis of two-way referral management information system, the design of functional configuration and functional module. The paper aims to reduce the cost of two-way referral and increase the visiting rate and medical care of community health service organization.
