Application in Meta-Evaluation of Weapon Quality Based on Evidence Theory of Weight

A method based on the combination of experts’ assessments and D-S evidence theory of weight is proposed for reliability about result of quality evaluation. This method recurs to the idea of meta-evaluation, and actualizes the reliability measurement, then provides technical support for robust evaluation. Finally, we validate the method by using weapon primary evaluation result. It indicated that the method can measure the validity and reliability for primary evaluation result, and then improved commendably decision-making capability of weapon quality evaluation.

Objectives.To (1) describe participation in decision-making as a systems-level property of complex adaptive systems and (2) present empirical evidence of reliability and validity of a corresponding measure.Method.Study 1 was a mail survey of a single respondent (administrators or directors of nursing) in each of 197 nursing homes. Study 2 was a field study using random, proportionally stratified sampling procedure that included 195 organizations with 3,968 respondents.Analysis.In Study 1, we analyzed the data to reduce the number of scale items and establish initial reliability and validity. In Study 2, we strengthened the psychometric test using a large sample.Results.Results demonstrated validity and reliability of the participation in decision-making instrument (PDMI) while measuring participation of workers in two distinct job categories (RNs and CNAs). We established reliability at the organizational level aggregated items scores. We established validity of the multidimensional properties using convergent and discriminant validity and confirmatory factor analysis.Conclusions.Participation in decision making, when modeled as a systems-level property of organization, has multiple dimensions and is more complex than is being traditionally measured. Managers can use this model to form decision teams that maximize the depth and breadth of expertise needed and to foster connection among them.

Under the background of rapid urbanization in China, this paper takes the southeast of Changchun city as an example, and uses 2008 to 2012 as decision making unit with DEA. Then it comes to the relevant conclusion of the effectiveness of urban expansion in Changchun city to the economic development:(1) the southeast of Changchun city may still have the space to continue expanding;(2) whether urban expansion in the future still brings more benefits to Changchun economic development or not, which mainly depends on the evaluation result after 2012;(3) DEA method has the feasibility and effectiveness in this respect, and such studies can be assumed to be one of the reference of determining city scale.

On account of severe water pollution condition, this paper combines structure emissions reduction, engineering emissions reduction and management emissions reduction (namely SEM emissions reduction), builds an optimization model for total amount control of regional water pollution, and puts the above model into practice to validate its validity and reliability. According to the case study, the emission reduction of COD and NH3-N are 43.94 and 7.09 (104 tons), respectively. The optimal total costs of reduction is 36.89 (billion yuan), which decreases 7.47% than the existed recommended scheme (39.87 billion yuan). This method can be used for providing technical support and thus achieves the 12th Five-year goals of the environment protection plan more effectively.

Purpose Identifying and prioritizing the risks are considered as critical issues in risk management; otherwise, non-considering the risks will lead to the problems such as delays in project implementation, increased costs, loss of reputation, loss of clients, reduced revenue and liquidity and even bankruptcy. The paper aims to discuss these issues. Design/methodology/approach In this paper, the factors influencing the organization risk tolerance level were identified. Then, the factors increasing and decreasing the risk tolerance level were determined by a decision-making model. Finally, a comprehensive model was considered for risk measuring and preparing a risk failure structure chart, in order to determine the factors influencing it as well as the measurement criteria and then they were ranked using the taxonomy method. In this study, the size of the statistical population was 130 (six small and medium manufacturer and service provider companies). Based on Cochran’s sample size formula, 97 questionnaires containing 30 questions were randomly distributed among the population. Validity and reliability of the questionnaire were confirmed. The data were analyzed by SPSS 22. Findings Given the hypotheses of this study, the first hypothesis was rejected and the other hypotheses were accepted. The final ranking was done using the taxonomy method; the personality of the project manager was ranked at first; income, credit and capital were ranked second and the number of personnel was ranked third. Moreover, the TOPSIS method was used for ranking to compare the results. Originality/value In this research, the identification and ranking of these factors have taken place in several small- and medium-sized organizations; in addition, the rankings are conducted using the taxonomy decision-making method.
