In order to grasp the effects of maritime management accurately and improve the maritime control level in complex waters, we should evaluate the performance in maritime sectors. Directing at maritime control problems in complex waters and combining with functions of maritime sectors, this paper established a performance evaluation index system of maritime control in inland complex waters. Based on the cloud model, a synthetic evaluation method is proposed to maritime control performance in inland complex waters. Through analyzing the survey data in Jingzhou River Bridge waters, the result shows that the evaluation model is scientific and feasible. The evaluation method provides a reference for improving the maritime control performance in inland complex waters.

Performance evaluation for agent construction manager is an important way to manage agent construction manager market. The author studied the SCP (Structure-Conduct-Performance) analysis paradigm. And on this basis, this paper establishes a three-dimensional performance evaluation model, which consists of three dimensions: agent organization, agent conduct and agent performance. Through the questionnaire survey, the author further refined evaluation dimension. Finally this paper sets up a comprehensive and practical performance evaluation index system.

The government website is an important tool for the government to improve administrative efficiency and public service. Just as traditional government management needs performance evaluation, government websites also need performance evaluation. Based on the theory of Balanced Scorecard (BSC), this article puts forward a set of BSC performance evaluation index system for government websites and uses analytic hierarchy process (AHP) to establish the weight of all levels of indicators in the system. According to the characteristics of website performance evaluation, the qualitative and quantitative indicators are disposed in a unified fuzzy processing, and the performance of government websites is evaluated objectively and impartially by multi-level fuzzy evaluation method, which provides a scientific and feasible method for promoting the performance of government websites.

Background: An objective, comprehensive and scientific evaluation of emergency medical rescue capability (EMRC) is of great realistic significance in assisting the health administrative department to grasp the overall response capability of all emergency medical rescue teams, enabling each team to have a full understanding of its own strengths and weakness and improve itself accordingly. At present, the research on the evaluation of EMRC in Hazardous Chemicals Accidents (HCA) is not systematic and in-depth, and the existing research results also have some shortcomings, such as, the lack of strong theoretical support for the evaluation index system, the relatively single function of evaluation methods, and so on. Objectives: The objective of this article is to research the evaluation index system and a new evaluation method of EMRC in HCA to overcome the above shortcomings. Methods: It establishes an emergency medical rescue capability model by employing the competency model and then constructs the evaluation index system on the basis of the analysis of all the factors of emergency medical rescue capability in hazardous chemical accidents and sets up an evaluation model based on the theory of connection numbers and partial connection numbers. It determines the competence ranking of several emergency medical rescue teams and the competence state of an individual emergency medical rescue team by calculating the connection principal value, and it also predicts how the emergency medical rescue capability will develop based on the values of partial connection numbers. Results: The example shows that the calculation process of this model is relatively simple, and its assessment results are objective and authentic, and moreover, its multi-functions can make up for the deficiency of the simplified function of other evaluation models. Conclusion: This method is scientific and rational to some extent and can provide reference for evaluation problems of the same kind.

<p>With the number of bridges increases, the bridge health monitoring (BHM) technique is developing from single bridge monitoring to collaborative supervision of bridge group. Therefore, there are many technical problems need to be solved especially the performance evaluation index for bridge group network. This paper analyses the performance evaluation index of the bridges and bridge group network, establishes the performance evaluation index for bridge group based on rating factor (RF) and technical condition evaluation index. Based on bridge field testing and monitoring data, bridge technical condition evaluation index and performance evaluation method for bridge group are proposed. A case study demonstrates that the research results provide support for bridge group networking monitoring and collaborative supervision.</p>

In order to improve the accuracy and efficiency of performance evaluation, the interactive application of virtual reality and intelligent big data in landscape design is proposed. Clara algorithm is used to mine the performance evaluation index data of landscape simulation design. The performance evaluation index system of landscape simulation system is established based on the data mined. BP network is used to build a comprehensive evaluation model. The expert scoring method is the evaluation index system scoring, which is used as the input of BP network, and the expected output is a neuron. The value of the neuron represents the comprehensive performance evaluation value of the landscape simulation system. The experimental results show that the evaluation results of the research method are consistent with the expert evaluation results, with high accuracy; with the increasing number of systems, the evaluation efficiency of the research method is faster.

Abstract Background: In the context of China’s aging population, comprehensive medical care, convenient diagnosis, comprehensive medical care and elderly care services are increasingly needed. But China's medical care and elderly care service system is still immature. This study aims to build a performance evaluation index/criteria system for the combination of medical care and elderly care services and present an empirical approach to assess them.Methods: A two-stage DEA approach is taken: 1) establish a performance evaluation index system for the combination of medical care and elderly care services, 2) adopt a two-stage DEA to evaluate the performance of 30 pension institutions in China, and 3) Determine and identify important criteria to improve the efficiency of pension institutions. Results: The results show that the two-stage DEA accounted for a relatively high affiance of medical and nursing care services, but resource allocation still needs to be further optimized. Institutions with ineffective DEA need to reduce the five factors of operations, management, fixed assets, technology and services in the input dimension. In the output dimension, the service evaluation effect and safety management effect need to be improved. The performance of combined old-age care and medical care in old-age institutions can be improved in terms of investment in fixed assets, methods of capital subsidies, supervision and management, as well as standardized operations.Conclusions: This study establish a performance evaluation index system for the combination of medical care and elderly care services and present a two-stage DEA empirical approach to evaluate the performance of 30 pension institutions in China, which provides the method supports for decision-makers and researchers in performing evaluation of pension institutions in China, outlines the suggestions in improving them.
