The paper combines project cost estimating field features,enhance the ability of managing tacit knowledge and increase the organizing level and applying benefit of case.The technical thought and system working process of case-based reasoning ( CBR ), are introduced and analyzed in detail firstly in this paper, and discuss the introduction of CBR in the engineering field knowledge management on this basis. Meanwhile,integrate specific engineering practice case--XX Roads Comprehensive Renovation Project, do further research on the engineering cost estimation system of knowledge management applications based on case technology, and achieve knowledge reuse and innovation, as well as the shared values of knowledge resources.

Accurate and reliable project cost estimates are fundamental to achieve successful municipal capital improvement (CIP) programs. Engineering cost estimates typically represent critical information for key decision makers to authorize and efficiently allocate the necessary funds for construction, budgeting, to generate a request for proposals, contract negotiations, scheduling, etc. for these reasons, cost estimators are using different estimating methods and approaches that allow for required levels of accuracy. As the project’s scope becomes more detailed and the potential risks are identified and/or the project design stage progresses these cost estimates are revised and updated. In this paper, the most common project cost estimation methods and approaches were collected and categorized into two main groups of (1) probabilistic and (2) deterministic methods. Under these groups overall ten different methods were identified and discussed addressing their requirements, advantages, and shortcomings, including the potential risk that can positively or negatively affect the project’s cost outcome. This paper will be a good resource for professionals who are in budget development and/or are seeking to a better understanding of different methods in determining an appropriate base cost margin and produce a meaningful and reliable project cost estimate.

Cost estimating of highway projects with high accuracy at the early stage of project development is crucial for planning and feasibility studies. Various research have been attempted to develop cost prediction models in the early stage of a construction life cycle. This study uses the hybrid estimating tool to provide an effective cost data management for highway projects and accordingly develops a realistic cost estimating system. This study focused on the development of a more accurate estimate technique for highway projects in South Korea at the early stage using hybrid analytic hierarchy process (AHP) and case-based reasoning (CBR). Real case studies are used to demonstrate and validate the benefits of the proposed approach. It is expected that the developed CBR system is to provide decision-makers with accurate cost information to asses and compare multiple alternatives for obtaining the optimal solution and controlling cost.

The determination of construction project cost is one of the important contents of construction project management, but the estimation of construction project cost generally has the disadvantages of large errors and long preparation time. With the continuous development of computer science, artificial intelligence theory is one of the hot research topics. The purpose of this article is to study the construction cost estimation based on artificial intelligence technology. Based on the theoretical basis of artificial neural network, genetic algorithm, and engineering cost, this paper proposes an optimized radial basic function (RBF) model based on genetic algorithm (GA). The search feature combines the width, center, and hidden layer weights of the RBF network with genetic algorithms to self-correct, thereby greatly improving the accuracy of the model calculation results. In this paper, according to the model’s error (actual output-expected output), the four test samples were tested separately, and the error values obtained were 0.0125, 0.1009, –0.0791, and 0.0514. This shows the accuracy of the experimental results of the model [R] higher.

The case-based reasoning (CBR) method can effectively predict the future health condition of the system based on past and present operating data records, so it can be applied to the prognostic and health management (PHM) framework, which is a type of data-driven problem-solving. The establishment of a CBR model for practical application of the Ground Special Vehicle (GSV) PHM framework is in great demand. Since many CBR algorithms are too complicated in weight optimization methods, and are difficult to establish effective knowledge and reasoning models for engineering practice, an application development using a CBR model that includes case representation, case retrieval, case reuse, and simulated annealing algorithm is introduced in this paper. The purpose is to solve the problem of normal/abnormal determination and the degree of health performance prediction. Based on the proposed CBR model, optimization methods for attribute weights are described. State classification accuracy rate and root mean square error are adopted to setup objective functions. According to the reasoning steps, attribute weights are trained and put into case retrieval; after that, different rules of case reuse are established for these two kinds of problems. To validate the model performance of the application, a cross-validation test is carried on a historical data set. Comparative analysis of even weight allocation CBR (EW-CBR) method, correlation coefficient weight allocation CBR (CW-CBR) method, and SA weight allocation CBR (SA-CBR) method is carried out. Cross-validation results show that the proposed method can reach better results compared with the EW-CBR model and CW-CBR model. The developed PHM framework is applied to practical usage for over three years, and the proposed CBR model is an effective approach toward the best PHM framework solutions in practical applications.

Purpose – The purpose of the study is to focus on the enhancement of knowledge management (KM) performance and the relationship between organizational culture and KM process intention of individuals because of the diversity of organizational cultures (which include results-oriented, tightly controlled, job-oriented, closed system and professional-oriented cultures). Knowledge is a primary resource in organizations. If firms are able to effectively manage their knowledge resources, then a wide range of benefits can be reaped such as improved corporate efficiency, effectiveness, innovation and customer service. Design/methodology/approach – The survey methodology, which has the ability to enhance generalization of results (Dooley, 2001), was used to collect the data utilized in the testing of the research hypotheses. Findings – Results- and job-oriented cultures have positive effects on employee intention in the KM process (creation, storage, transfer and application), whereas a tightly controlled culture has negative effects. Research limitations/implications – However, it would have been better to use a longitudinal study to collect useful long-term data to understand how the KM process would be influenced when organizational culture dimensions are changed through/by management. This is the first limitation of this study. According to Mason and Pauleen (2003), KM culture is a powerful predictor of individual knowledge-sharing behavior, which is not included in this study. Thus, this is the second limitation of this paper. Moreover, national culture could be an important issue in the KM process (Jacks et al., 2012), which is the third limitation of this paper for not comprising it. Practical implications – In researchers’ point of view, results- and job-oriented cultures have positive effects, whereas a tightly controlled culture has a negative effect on the KM process intention of the individual. These findings provide evidences that challenge the perspective of Kayworth and Leidner (2003) on this issue. As for practitioners, management has a direction to modify their organizational culture to improve the performance of KM process. Social implications – Both behavioral and value perspectives of the organizational cultural dimensions (results-oriented, tightly control, job-oriented, sociability, solidarity, need for achievement and democracy) should be examined to ascertain their effects firstly on KM culture and then on the KM process intention of the individual. It is hoped that the current study will spawn future investigations that lead to the development of an integrated model which includes organizational culture, KM culture and the KM process intention of the individual. Originality/value – The results-oriented, loosely controlled and job-oriented cultures will improve the effectiveness of the KM process and will also increase employees’ satisfaction and willingness to stay with the organization.
