With the development of building energy-saving in China, energy performance contracting, a new energy management system is introduced. Through the analysis of current situation and trends based on domestic and international energy service industry, and also through the research of benefits sharing model between the Energy Service Company and its customers, the author establishes an energy efficiency sharing model, which contributes to the Energy Service Company to avoid operational risks, ensure its operating income, and finally promote the scientific development of energy industry. The advanced EPC model is of great importance in promoting the work of building energy in our country.

Building energy saving transformation is an inevitable requirement to achieve sustainable development, which can bring considerable economic, environmental, and social benefits. The key to healthy development of the market lies in the orderly operation of the financing platform. The effectiveness of the financing platform depends on scientific evaluation. Therefore, it is necessary to design a set of systematic and practical evaluation indicators for operational effectiveness of the buildings energy saving transformation financing platform, so as to provide reference for the effective operation of the financing platform, and provide measurement means for scholars to conduct quantitative research on the financing platform. This paper analyzes the effectiveness evaluation content for the financing platform operation of buildings energy saving transformation from the two levels of operation mechanism and operation subject behavior. Combined with the particularity of the financing platform of building energy saving transformation, the operational effectiveness evaluation index system of the financing platform is designed from three levels. The Analytic Network Process (ANP) method is applied to construct network structure, to describe element correlation, and to calculate index weight. The fuzzy comprehensive evaluation (Fuzzy) method was used to carry out quantitative evaluation of qualitative indicators. The Energy Performance Contracting (EPC) financing platform in Beijing was taken as an example to make an empirical analysis. The results show that the operational effectiveness evaluation system of the financing platform of buildings energy saving transformation constructed in this paper has certain practicability. In this evaluation system, scores of target consistency, the degree of information sharing among departments and coordination of operation mechanism are low. Finally, some policy suggestions are put forward to optimize financing platform of buildings energy saving transformation in China.

Energy service industry (ESI) has grown quickly recent year in China. A main and important role in ESI is Energy Service Company (ESCO) which engages in reducing energy consumption through retrofitting the existing facilities. This survey focuses on the development of energy service industry in Zhejiang involving opportunities and barriers of the growth of ESCO. The results show that generating a third-party finanicing network, building more perfect policies and regulations and raising credit awareness are significant factors for healthy development of ESI.

Energy-saving service industry becomes a new force suddenly rises, and will be the largest energy-saving industry in the world. Tangshan City, adjacent to Beijing and Tianjin, is a typical resource-based city. Because its industrial structure is based on iron and steel, petrochemical and other resources, while energy-consuming structure based mainly on coal, that made Tangshan become one of China's high energy-consuming cities. In 2011 the city's total energy consumption was 95.5282 million tons of standard coal, accounting for 32.4% of Hebei province's energy consumption, and 2.7% of the whole state's respectively, while Tangshan City's GDP accounting for 22.5% of Hebei province and 1.2% of the nation.The huge energy consumption promotes vigorous development of energy-saving industry.The scale of Tangshan's energy service industry increases rapidly currently, for example, the output value of energy service industry in 2009 reached 32 billion RMB, and then its scale is continues to expand, and EPC(Energy Performance Contracting) is implemented gradually. However, it also shows a lot of problems, such as samll amount of energy-saving enterprises, lack of core competitive companies, shortage of funds, financing difficulties, lack of leading enterprises, irrational personnel structure, and the market system has not formed yet. If Tangshan's energy-saving services industry wants to achieve a good development, it must concentrate on that the publicity of industrial policy, creating a favorable environment for its development, speeding up development and applications of energy-saving technology, establishing industrial norms, strengthening self-discipline, innovating financial system, improve the financing environment, establishing credit publicity system, and promoting construction of industrial credit system.

Introduction. Improving the energy efficiency of residential and industrial enterprises is associated with ensuring efficient energy conservation, based on the principles of implementing the latest innovative technologies of energy modernization. All this is possible due to the operation of energy service companies, which are actively implementing energy modernization of facilities to ensure rational energy saving through the mechanism of concluding energy service contracts. Goal. The purpose of the article is to consider the peculiarities of the functioning of energy service companies in Ukraine and their conclusion of energy service contracts to improve the energy efficiency of housing and industrial enterprises. Method (methodology). The main methods were induction and deduction, logical generalization, comparative and system-structural analysis, grouping to identify existing problems in the operation of energy service companies and the mechanism for concluding energy service contracts. Results. Categories are considered: "energy service company", "energy service contract". The content of the understanding of energy service as a set of technical and organizational energy saving measures aimed at reducing the customer service of energy service consumption and costs for payment of fuel and energy resources. Trends are revealed and key elements of features of energy service contracts by types and forms are analyzed. The peculiarities of the mechanism of concluding an energy service contract have been studied. The expediency of introducing the latest elements of energy service contracts into the activities of energy service companies is substantiated. The relationship between energy service as a special form of energy saving, in which the costs of measures are borne by the energy service company and the energy service contract, which regulates the list of implemented energy saving measures, payback period of the project, the amount of energy savings and income sharing. energy service company.

In China, a surging urbanization highlights the significance of building energy conservation. However, most building energy-saving schemes are designed solely in compliance with prescriptive codes and lack consideration of the local situations, resulting in an unsatisfactory effect and a waste of funds. Moreover, the actual effect of the design has yet to be thoroughly verified through field tests. In this study, a method of modifying conventional building energy-saving design based on research into the local climate and residents’ living habits was proposed, and residential buildings in Panzhihua, China were selected for trial. Further, the modification scheme was implemented in an actual project with its effect verified by field tests. Research grasps the precise climate features of Panzhihua, which was previously not provided, and concludes that Panzhihua is a hot summer and warm winter zone. Accordingly, the original internal insulation was canceled, and the shading performance of the windows was strengthened instead. Test results suggest that the consequent change of SET* does not exceed 0.5 °C, whereas variations in the energy consumption depend on the room orientation. For rooms receiving less solar radiation, the average energy consumption increased by approximately 20%, whereas for rooms with a severe western exposure, the average energy consumption decreased by approximately 11%. On the other hand, the cost savings of removing the insulation layer are estimated at 177 million RMB (1 USD ≈ 6.5 RMB) per year. In conclusion, the research-based modification method proposed in this study can be an effective tool for improving building energy efficiency adapted to local conditions.

In this paper, we believe that TRIZ can solve these problems in energy saving. Then, we constructed a model of energy-saving based on TRIZ. This model proposed preliminary solutions by using TRIZ in energy saving. TRIZ will be applied more in this field.

Lately Malaysia energy consumption versus generation rapidly shows increasing due to increasing of load. This phenomenon happened following to advanced country development. Lacking on design and without energy management approach the energy consumption and monthly electrical bill will steadily increased and support the increasing of world carbon emission. Therefore the aim of this work is to approach the simplest innovation task-energy audit , which is load-apportioning strategy. This approach using matching the usage of equipment with fully utilized space and reschedules the time of usage. A one week data was collected by logged power meter at main switchboard at selected building using Fluke Power Recorder. From the data collected, current usage of every load can be determine, then load will be arrange into a group with same portion and same time of usage. The result shows clearly the energy consumption for every single day and indicates the highest and lowest peak. From this work the apportioning strategy implemented by rearrange the load following type of room application. After the arrangement, new measurement was taken and a very good result was established. This work also can be further apply for a huge load that can be save a lot of money for owner especially government by energy saving.
