In this paper, the GIS-based city planning including spatial decision support, planning content and target were analyzed and discussed according to the characteristics of healthy city and the needs of sustainable development. The main contradiction during healthy city construction in China is the contradiction between economic growth and the effective use of ecological resources in the industrialization process. The construction of healthy city is aimed at improving human health level and making the city development in a benign track.

With the accelerating pace of city construction, high-rise buildings are gradually in the process of city development plays a more and more important role. In this paper, design of a high-rise building are analyzed, and puts forward the high-rise building design should be based on city space planning, as far as possible to reduce the interference to the city space environment. In this paper, EU smart city evaluation system is introduced, and every index and its characteristic is explained particularly. Smart city construction of foundation is created by innovation. They emphasized green, low carbon economy and lifestyle and encouraging public participation, advocate social forces to participating in urban development. From the ranking result, it is known that the EU smart city construction has the following characteristics: The level of EU smart city development is not balanced. Smart move, smart people and the smart life is better overall development. The development of the city itself is not balanced.

<p>With the recent increase in the interest in humanities, there are movements to integrate the various elements of humanities into city construction. Generally, Human Urbanism refers to ‘encompassing humanism in urban spaces and creating cities for people with humans as the core focus.’ The economic growth of can be explained by the compressive economic growth. On the other hand, the rapid economic growth also produced adverse effects. In order to resolve these issues, many cities have already turned their focus from facilities to people. Thus, there has been an emergence of alternative growth cities, and these cities are pursuing the growth method of prioritizing qualitative regeneration and repair instead of quantitative development and expansion. The future tendencies of Human Urbanism are as follows: (1) Towards user-friendly cities are the introduction of barrier-free certification system based on the concept of universal design, construction of women-friendly cities focusing on child care, and the concept of social-mix, which refers to the mixing of people of various income classes. (2) We have started to take into account civil minimum that is appropriate for the city’s characteristics. (3) The role of eco-friendly technologies will be extended even further in future cities. Pre-emptive development of technologies that consider users, suit the unique characteristics of the city and takes the environmental changes into account and their application in the urban settings will be of great importance in our pursuit of human urbanism.</p>

The urban underground pipe network plays a vital role in the city development, the construction of unreasonable urban pipe networks restricts the city development, even has a disastrous effect on the city. However, it is not desirable to overstate the investment of the urban underground pipe network excessively. It is an important subject of the city construction that how to establish reasonable urban pipe networks to meet service conditions of underground pipe networks. Because the construction of underground drainage pipe networks of most of the major cities in our country mainly comes from the 50s of last century and there are more pipe network system with the development of the city, it is the main content of our research that how to reform and construct them under the condition of existing underground pipe networks.

Healthy city is the target of city development, this paper firstly analyzes the construction of healthy city environment factors and their impact on the health of residents, and then explore the causes of constraints these environmental element constructions.Based on this analysis, it proposed the construction of healthy city should change the mode of economic development, increase the city green space construction, improve residents' health consciousness and strengthen the environmental legislation, the reasonable layout of city public space and function, providing a good living environment to residents.
