The urban underground pipe network plays a vital role in the city development, the construction of unreasonable urban pipe networks restricts the city development, even has a disastrous effect on the city. However, it is not desirable to overstate the investment of the urban underground pipe network excessively. It is an important subject of the city construction that how to establish reasonable urban pipe networks to meet service conditions of underground pipe networks. Because the construction of underground drainage pipe networks of most of the major cities in our country mainly comes from the 50s of last century and there are more pipe network system with the development of the city, it is the main content of our research that how to reform and construct them under the condition of existing underground pipe networks.

In recent years, many cities have been severely affected by heavy rains, leaving the cities in bad condition. The cause of waterlogging in Wuhan is analyzed, which includes the influence of the extreme weather, the lagging drainage standard, the imperfection of pipe network system, the high hardening rate of the ground, the excessive construction sites and the reducing of the lakes. Then the countermeasures are proposed, which are improving the drainage standard, controlling and utilizing the rainwater source, upgrading the city drainage system, changing the hard ground trend of the city, preserving the natural water and establishing GIS database of the city drainage.

From the ranking result, it is known that the EU smart city construction has the following characteristics: The level of EU smart city development is not balanced. Smart move, smart people and the smart life is better overall development. The development of the city itself is not balanced.

To resolve the problem that underground pipe network is large, complex, and difficult to manage, the management model based on ArcGIS was used. This paper aimed to transform the traditional data types of underground pipe network to a new type based on ArcGIS and to make statistical analysis and thematic maps output to the attribute datas for all underground pipes mainly including water supply network and drainage network. Through the analysis of pipe network visualization model implementation to build the spatial data model of three-dimensional pipe network, the automatic model from 2D to 3D would be achieved, then the new ways to realize the 3D visualization of urban underground pipe network would be provided. Taking the underground pipe network of a city as an example, the management system based on ArcGIS was built. The system running results show that the system could achieve the digital management of underground pipe network for the city and improve the management efficiency of the entire system.

Underground pipe network is a critical city infrastructure, which plays an important role in smart city management. As the detailed three-dimensional (3D) scene of underground pipe networks is difficult to construct, and massive numbers of pipe points and segments are difficult to manage, a 3D pipe network modeling and organization method is explored in this study. First, the modeling parameters were parsed from the pipe network survey data. Then, the 3D pipe segment and point models were built based on parametric modeling algorithms. Finally, a heterogeneous data structure for the 3D pipe network was established through loose quadtree data organization. The proposed data structure was suitable for 3D Tiles, which was adopted by Cesium (a web-based 3D virtual globe); hence, a multitude of pipe networks can be viewed in the browser. The proposed method was validated by generating and organizing a large-scale 3D pipe network scene of Beijing. The experimental results indicate that the 3D pipe network models formed by this method can satisfy the visual effect and render the efficiency required for smart urban management.

According to the digital management of city drainage network business need, combining with the present situation of city development of Dadong District, Shenyang drainage pipe network geographic information system, the paper introduced the overall design of city drainage pipe network geographic information system based on GIS technology, including system architecture design, network environment design, database design and system security design. The main functions of the system were described in detail. The establishment of information sharing platform solved the problem of drainage pipe network management in the practical application, it has great significance to ensure the normal operation of city drainage network and improve the efficiency of management.

The Capital Constructions in cities will greatly impact the city environment and personal security. It will have a devastating effect to the surrounding environment, municipal roads, and underground pipe network after some major accidents, and even some major casualties, such as the Hangzhou Metro accident, and Shanghai Toppled Building accident, etc. This paper analyzed the reasons of the accidents systematically, and raised suggestions of the information-based construction to prevent such kind of accidents.
