In this paper, EU smart city evaluation system is introduced, and every index and its characteristic is explained particularly. Smart city construction of foundation is created by innovation. They emphasized green, low carbon economy and lifestyle and encouraging public participation, advocate social forces to participating in urban development. From the ranking result, it is known that the EU smart city construction has the following characteristics: The level of EU smart city development is not balanced. Smart move, smart people and the smart life is better overall development. The development of the city itself is not balanced.

Since the country put forward the construction of low carbon city, government and citizens begin to make energy saving, environmental protection, and low carbon consciousness into their daily life. Construct the overall evaluation system of urban low-carbon level helps accurate understanding and quantifying citys low-carbon level, thus promotes its construction and development. Based on the analysis of the connotation of low carbon city, this paper selects indicators from six aspects, which are low-carbon economy, low-carbon construction, low-carbon traffic, low-carbon life, low-carbon environment and low-carbon society, to construct the evaluation system of urban low-carbon level, and assess whether the city had done a good job on low carbon development.

According to indicators’ information repetition and subjectivity of the indicators’ weight set during the variable fuzzy comprehensive evaluation, Principal Component analysis can help solve the weight of the relative indicators and reduce comprehensive evaluation dimensions of the variable fussy comprehensive evaluation. This paper has made a comprehensive evaluation of the status quo of Yunnan’s low carbon economy development(2005-2009), which turns out to be more practical compared with the mere variable fussy theory analysis, thus, principal component-variable fuzzy evaluation is a kind of feasible way to analyze the regional low carbon development status.

The low-carbon economy becomes a hot issue in every country after Copenhagen’s meeting, and Logistics enterprise is an important economic entity to achieve a low carbon economy, so how to effectively evaluate the effect of logistics enterprises and low-carbon benefits of emission reduction become a problem that really needed to solve. Therefore, it evaluated the effects of low-carbon benefits of logistics respectively from the economic benefits, logistics operational efficiency and CO2 emission reduction by AHP. Based on it, logistics enterprise evaluation model of low-carbon benefits was built in the way of fuzzy comprehensive evaluation, and finally verified the effectiveness of the evaluation system with a case.

Due to the increase in global carbon dioxide emissions, climate change, rising sea levels and other issues have become increasingly prominent. In the three major industries, industrial emissions of carbon dioxide accounted for the largest proportion of the total emissions. Developing a low-carbon economy, especially with regard to industrial low-carbon economy, has become the only way for Chinese society to achieve sustainable development. Building a scientific evaluation system of a low-carbon economy is an essential way to assess the level of regional industrial low-carbon economy comprehensively and correctly. In this paper, we establish the Hebei low-carbon economy Evaluation System based on DSR model, according to the industrial carbon economic development in Hebei Province, using factor analysis to obtain the main factors affecting the low-carbon economy in Hebei Province, establishing extended model, then propose measures for Hebei industrial low-carbon economic development.

The “driver–pressure–state–impact–response” (DPSIR) model has recently become a popular approach to deal with environmental problems. The combination of DPSIR with analytic hierarchy process (AHP) is a useful method to study low-carbon evaluation because the AHP model has a special advantage in multi-indexes evaluation. This paper constructs the low-carbon economy evaluation system and comprehensively evaluates the numerical value of low-carbon economic development of China’s 30 regions from 2000 to 2015 by using the AHP method. It shows that the numerical value of low-carbon economy of China’s 30 regions varies in terms of growth rate. The numerical value of east regional low-carbon economy shows a pattern that is gradually higher than that of the west region. The numerical value of low carbon economic development in the south region is higher than that of the north region by degrees. In addition, based on the model of coordination degree in 2015, the result indicated that the four subsystems have primary coordination in the east area and bare coordination in the central and west areas. It is indicated that the four sub-indexes should be developed at the same pace and promoting the development of a low-carbon economy in the mid-west areas is the key in China. Finally, we proposed that environmental regulations and policies should be formulated to improve coordination in various aspects and various departments. Calculating the degree of low-carbon economic coupling coordination may be helpful for policy makers to formulate effective policies and take actions in the future.

Adopting the PCA and AHP methods, this paper builds up the low-carbon economic development evaluation system on four aspects: resource endowments, level of technology, consumption patterns and stages of development, to evaluate the low-carbon economy on subsystem and comprehensive development prospect. Taking Nanchang city for example, the research conclusion shows that the low-carbon economy of Nanchang enjoys a good momentum of development rising, which conforms to the reality and turns out to be practical. In this context, we propose feasibility countermeasures and suggestions for the development of Nanchangs low-carbon economy at the end of this paper.

After the UN climate conference in Copenhagen and the Cancun conference in Mexico, the world pays more attention to low-carbon development. Low-carbon city is an important path to develop the low-carbon economy. Countries all over the world have take action now: Britain’s climate change action plan; Danish’s low-carbon communities; Japan’s low-carbon society action plan. In the sixth nationwide population census, urban population closes to the rural population. Urban create 70 percent GDP, it is also a major source of carbon emissions. How economic development decouple from carbon emissions in the process of industrialization, it is a major problem encountered in China. In this paper, it describes the process of the low-carbon city evolution and the concept of the low-carbon city firstly, then it analyses the status of low-carbon city construction in our country secondly, finally the paper puts forward countermeasures. The countermeasure will has important meaning to develop low-carbon economy in our country.

Humanity must choose a low-carbon economy as the way of development, forced by global warming. From the perspective of international competitiveness of industry, low-carbon economy will affect the flow of trade and investment between countries. This article collected 28 manufacturing industries in China from 1995 to 2011 to compare the industrial international competitiveness in traditional evaluation system with which in new evaluation system in low-carbon economy. The results showed that competitiveness of industries fluctuated frequently in low-carbon economy compared with traditional evaluation system, which meant China’s manufacturing internal low-carbon mechanism had not formed.
