This paper mainly studies the emergency resource scheduling algorithms and optimization problems. Through study the effect of explain emergency supplies of resources system, understanding the characteristics of emergency resource, emergency scheduling characteristics and process, and the characteristics of the demand for resources. Emergency resource scheduling model for emergencies, and emergency management by learning the theory and method of study, effective analysis of disaster impact on resource supply system. Select the appropriate scheduling, to the disaster area resources required for effective and reasonable to rise and scheduling is advantageous to the resource scheduling work smoothly. Emergency resource scheduling model is established, provide certain theoretical support for the actual emergency scheduling decisions.

Objective – The research objective of this paper is to establish an efficient awareness model of emergency supplies dispatching for tropical cyclone disasters, so as to timely deliver emergency supplies to each disaster area at the lowest cost. Methodology/Technique – Taking the disaster caused by super typhoon No.1409 "Rammasun" to cities and counties in Guangxi as an example, 24 counties (districts) belonging to 7 prefecture-level cities with more than 1000 people in need of emergency transfer and resettlement are selected as the research objects. Findings– The linear programming method is used to establish two kinds of emergency supplies dispatching models: level-by-level centralized dispatching model and unified dispatching model of provincial emergency management center. By comparing the calculation results of the two models, it is found that the level-by-level centralized dispatching model adopted by Guangxi government departments is relatively high in cost although it is simple and convenient. Novelty– The total cost of the improved unified dispatching model of provincial emergency management center is 31.72% less than that of the level-by-level centralized dispatching model, which has greater promotion value. The research results can provide a better reference for the government departments at all levels in Guangxi to formulate the emergency supplies dispatching scheme for tropical cyclone disasters. In recent years, major public safety incidents occur frequently in smoke-free cities. Under the complex and severe situation, the emergency preparedness capacity of smoke-free cities in China needs to be improved. In this paper, 50 fire emergency plans in smoke-free City F are taken as samples, and the qualitative comparative analysis method of clear set (csqca) is applied to explore the improvement path of emergency preparedness ability. Three influence paths are obtained to improve the emergency preparedness ability, which are information resource integration mode, business collaboration pre control mode and system route mode. The results provide reference for improving the effectiveness of pre disaster prevention, enhance the emergency preparedness capacity of smoke-free cities and improving the effect of emergency management.

The emergency management community is working toward developments associated with the reduction of losses in lives, property and the environment caused by natural disasters. However, several limitations with the particular collaborative nature of current Information and Communication Technology (ICT) in use have been reported. In particular, how emergency management stakeholders within an ICT environment can bring together all their resources in a collaborative and timely manner so as to improve the effectiveness and efficiency of emergency response tasks. With this in mind, the authors describe the Grid-Aware Emergency Response Model (G-AERM) to make the best of functionality offered by emerging ICT to support intelligence in decision making toward a more effective and efficient emergency response management.

In this study, security and safety in rural parts of Sweden are investigated. New ways of organizing for efficient response can be found in the extended collaboration between societal sectors and in the utilization of local social capital. New categories of first responders and their requirements are identified and technical and non-technical solutions as support are proposed. The solutions include e.g. mobile applications and a technical infrastructure making it possible for volunteers to obtain information about events requiring emergency response. Emergency management in rural areas shows several similarities to large-scale crises, e.g. in terms of insufficient infrastructure available and the need to use local resources in the immediate aftermath of the event. Therefore, the results of the study can be transferable to large-scale crises.
