General public has gradually realized the significance of building energy efficiency because of the increasing severity of environmental pollution and energy depletion issues during rapid societal and economic development. To achieve the goal of building energy efficiency requires the support from technical, economic, politic as well as social dimensions. Aiming to establish sustainable environmental and constructional development mechanism towards macro environment, this article has firstly presented the concept of general building energy efficiency, which is a general term of all energy-saving technologies in building lifecycle, from design and planning to operation and maintenance, and even demolishment.

Shortage of green skills has become a major constraint to energy efficient building programs and policies of Malaysia and many Asian countries. Yet, studies aimed at green skills are rare. Relying on an online survey of 99 professionals accredited by the Malaysian Green Building Index (GBI) this study seeks to: [1] identify the necessary green skills required for design and delivery of energy efficient building; and [2] identify and capture areas of skill gaps based on available and future green skills needs. Our preliminary result reveals that generally, available energy efficient green skills in Malaysia are below average. The highest skill gaps were found to be in the areas of energy efficiency maintenance for HVAC system, competence in use of diagnostic tools to measure building energy efficiency, carbon storage and capture in buildings and competency of architects/ builders in passive designs and installation.

With the development of economy, the progress of the times, the city continued to expand the scale of construction, building energy consumption is more and more serious, and the green energy-saving buildings are paid more and more attention in society. Building energy efficiency can fundamentally promote the savings and the rational use of energy and resources, Building energy efficiency is the needs to guarantee the sustainable development of national economy. With problems in building energy efficiency as the point of penetration, this paper analyses the present situations of building energy consumption and the major energy-saving issues in China. On the basis, in order to promote the green building of sustainable development, from thinking, evaluation system, design and other aspects some suggestions and measures are proposed .

As the global economy continues to grow, the resource consumption and environmental effects of the building and its running are growing. It is our common task to reduce building energy consumption and pollution emissions, to conserve resources, to protect the environment and achieve the harmonious coexistence of architecture and nature. And China, as a developing country, is facing with the heavy tasks to develop economy and improve peoples livelihood, at the same time, also facing with the challenges of resource and environmental constraints. Building energy conservation will be a long and arduous historical task, also an important and urgent realistic work. Currently, China is undergoing the worlds largest urban construction, while the building energy efficiency is the key area of energy conservation. Promoting the development of intelligent and green building is an important measure to implement the concept of the scientific development and to build a resource-saving and friendly society. Strengthening the international green building cooperation and exchanges will promote building energy efficiency to play a positive role.

Resource shortage and people’s concern about the problems in eco-environment deterioration will have a great influence on building energy efficiency. Building energy efficiency is base for achieving green reduction and energy conservation is the key point to green building design. This paper starts with green building concept and evaluation, studies the important role of science and technology in the development of green building and analyzes building energy conservation from three aspects: green materials, energy-saving measures and building practices. Nowadays, greenhouse effect and energy shortage are becoming more and more fiercely, the development of the green building is the necessary choice to building sustainable development. Building energy efficiency is one of the most important parts of green building, and the draft of Assessment standard for green building puts forward clear requirements for decreasing energy consumption just by improving the thermal performance of the envelop to get more score for declaring the green building label project. In view of the scale extending of the green building label project in the future, the paper studied on the energy efficiency design of the residential envelop in Guangzhou by investigation and simulation to achieve the decreasing ranges of energy consumption more than 10% of building energy efficiency standard value, and provided a technical measures for the energy efficiency ratio 60% just by improving the thermal performance of the envelop.
