The rural area in the central plain area in Henan province, China has problems such as inefficient land use and unplanned village setup. This study was performed in Lilin town to develop a pilot redevelopment system. Conservation of local characteristics and protection of the farmers’ interest are the high priority in the new rural development plan which aims to create a harmonious relationship among the land, water, road, forest, and the residence. By strategically redistributing local resources, the plan helped to resolve the fund shortage problem, and significantly promoted development of both urban and suburban areas.

Abstrak. Penyimpangan penggunaan lahan sangat sering terjadi terhadap rencana tata ruang wilayah (RTRW). Daerah pinggiran kota merupakan wilayah yang banyak mengalami perubahan penggunaan lahan terutama perubahan penggunaan lahan pertanian menjadi non pertanian. Adapun tujuan penelitian untuk menganalisis tingkat keselarasan penggunaan lahan basah eksisting di Kecamatan Darul Imarah berdasarkan RTRW. Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan teknik survai. Sedangkan analisis data spasial menggunakan SIG dengan konsep extract, overlay dan reclassify. Hasil kajian menunjukkan sebesar 583,94 ha (86,68%) sawah eksisting di kawasan kajian telah selaras dengan RTRW dan yang tidak selaras yaitu sebesar 0,15 ha (0,02%). Sementara 89,57 ha (13,3%) sawah eksisting lainnya ditemukan belum selaras dengan RTRW Kabupaten Aceh Besar tahun 2012-2032.The Use of Existing Wetland Analysis Based On Spatial Planning in Peri Urban Area in Banda Aceh (Case study: Darul Imarah Subdistrict Aceh Besar Regency)Abstract. The deviation of land use is very frequent happened to spatial planning. Suburban areas are areas which undergo many changes in land use, especially changes in the use of agricultural land to non-agricultural. The purpose of the research is to analyze the aligned level of the existing wetland use in Darul Imarah sub-district based on spatial planning. The method used in this research was descriptive method with survey technique. While the spatial data analysis was using GIS with extract, overlay and reclassify concept. The result of the study showed that 583.94 ha (86.68%) of the existing fields in the study area were aligned with the RTRW and the non-aligned ones were 0.15 ha (0.02%). Meanwhile, 89.57 ha (13.3%) of other existing rice fields had not been aligned with the spasial planning of Aceh Besar Regency in 2012-2032.

The main reason to analyzing the space structure in the Lublin area is to determine the direction and pace of suburbanization in municipalities adjacent to Lublin, distinction factors and motives of population movements to the suburbs, complain rural-urban interaction and multifunctionality of land use. Housing development over the years was accompanied by confusion in planning documents and the law. Changes in regulations on land use in 1994 and 2003 in Poland additionally deepened the negative situation. Local authorities failed to control the spontaneous process of suburbanization, which adversely affected not only the spatial structure of municipalities, but also on local relationship, landscape, land use and the former urban systems. The result are long-term problems associated with incompatibility rural areas to support a growing number of residents, such as failure of the social and technical infrastructure.

The spatial structure and configuration of land-use patches, i.e., landscape patterns could affect the flow of energy and materials in inner-urban ecosystems, and hence the sustainable development of urban areas. Studying landscape pattern changes under the process of urbanization would have implicational significance to urban planning and urban sustainability. In this paper, land-use change and urban expansion intensity (UEI) were treated as the inducement factors for changes in landscape patterns, and stepwise regression and geographically weighted regression (GWR) were adapted to quantify their integrated and distributed magnitude effects on landscape patterns, respectively. The findings suggested that land-uses have different contributions to changes in landscape patterns at different urban development zones (downtown, suburban plain area and mountainous suburban areas). Furthermore, the GWR analysis results indicated that the effect of UEI on landscape patterns has spatial and temporal heterogeneity. From 1987 to 2000, the UEI had great explanatory capacity on changes in landscape patterns and helped the landscape assemble faster in the downtown and adjacent areas. However, with the shifting of the center of urban construction from downtown to the suburbs, the high explanatory ability was oriented towards suburban areas during 2000–2016 and the magnitude of influence spatially changed. Therefore, a compact city and protection policy should be adapted to different regions in the study area to achieve strong urban sustainability.
