This paper has set an evaluation index system for "two-oriented society", which was divided into four levels. The factor analysis was adopted to find out the public factors of input indexes and output indexes about conserving resources and environment, then the scores of all public factors were calculated, and the construction conditions of our nearly 10 years "two-oriented society" were evaluated by using the data envelopment analysis. The conclusion was that the construction conditions of Chinas "two-oriented society" showed a rising trend which was at the expense of the coordinative development of the subsystems. At last, some suggestions were put forward.

For the subjectivity of attribute value in the fuzzy attribute information system, this paper proposes a construction method of fuzzy attribute information system based on DEA (Data Envelopment Analysis). Then an attribute reduction method based on the dependability degree of attribute is given. At last, the proposed method is implemented successfully in the optimization of evaluation index system.

Finland is the first country that formulates the design policy, and these successful experience and lessons are deserved to be focused and studied. This paper has a research on the Finnish policy index with the factor analysis approach and Delphi Method, and sorts out the opinions of policy planners, building the index system of design policy which is used to evaluate the effectiveness and result of Finnish design policy, and then studies the exterior policy environment where design innovation drives the development of country, and provides important reference for the system summary, the effectiveness, problem and tendency of the Finnish design policy.

s:In order to predict the harm of sudden pollution to source water,screen out appropriate emergency disposal technologies,an evaluation index system of emergency treatment technology in urban drinking water source based on threat evaluation was established by analytic hierarchy process (AHP) from the points of pollution situation,pollution position,water source scale,emergency management and alternative water source.Threat was divided into four levels, and different threat-levels corresponded with different weight of the evaluation index system of emergency disposal technologies. When pollution event occurred, emergency experts graded every index, got the threat-level according to the linear weighted method and selected corresponding set of weights of the emergency disposal technologies The method proved to be an scientific and accurate.
