China’s science and technology system and its developing history were reviewed by this chapter, including science and technology investment, research institutions, research funds, enterprise transformation, scientific research talents, and so on. In recent years, China has stepped up its reform efforts, clarified the positioning of different types of scientific research institutes, established research and development and service networks, opened up the channel for achievement transformation, and supplemented by talent incentive and integration of scientific research bases, so as to effectively solve the problems affecting innovation efficiency. Facing the future, the direction of further reform is to strengthen the construction of legalization and institutionalization.

As China progresses, its Science and Technology (S&T) system evolves as well, driven by new aspirations, changing needs and surging resources. With the rapid growth of research and development expenditure and a growing supply of talents, China has been reshaping the global research landscape. The quality of research however has been criticised as less impressive than the quantity. To become a global innovation powerhouse, China needs to reform its S&T governance, funding and evaluation.

Summing up the results of scientific research activity for 2017, we can confidently say that NUST MISIS, based on the scientific po­tential and experience of its teaching and research staff, has achieved even more substantial gains in the field of fundamental and applied research. Through the development of laboratories, invitation of inter­nationally recognized researchers to the university, and participation in ambitious international scientific projects, the university continues ev­ery year to conduct even more research and development in disciplines that are both conventional and new for NUST MISIS. This article presents the main results of the research and technology and innovation efforts of the National University of Science and Technology MISIS (NUST MISIS) for 2017. The issues of inclusion in international ratings, university financing, results of the researchers’ publishing activi­ties, as well as the results of scientific and innovation efforts, have been covered here in detail.

How to improve the success rate of the industry-university-research cooperation and form a benign circulation, is the primary topic of current research studies, reasonable investment in research and development is an important guarantee for sharing research results between enterprises and scientific research institutes. It applies the dynamic information game to analysize the input relation between the enterprise and the scientific research institute in the process of the industry-university-research cooperation, and demonstrates the effect of the collaborative pattern on the profit reliezation of the both sides.

The electric power industry is an important chain in the energy revolution and one of the most important basic industries. At the same time, it is also facing the technology collision and industry innovation brought by various emerging technologies, which constantly promotes the development of the electric power industry in the direction of safety, intelligence and cleanness. Power grid enterprises have a great demand for scientific research and innovation, and the average annual investment in scientific research has exceeded 100 million yuan. With the increasing investment in scientific research and development of power enterprises year by year, the demand for systematic, scientific and efficient management system for scientific and technological projects is becoming increasingly urgent. In view of the shortcomings of the traditional project management mode, this study establishes the corresponding management and evaluation mechanism by combining with the whole life cycle management method of modern project management, realizes the transformation of power enterprise science and technology project management to high efficiency, high quality, specialization and scientization, and promotes the innovation and integration development of traditional technology and emerging technology. The all life-cycle management mode has been widely applied in major power grid projects. By integrating superior resources, breaking through major engineering technology research and development, giving full play to the innovation of projects and avoiding research and development risks, it explores the development direction of science and technology project management in energy industry and improves the industry management level.

Technoethics is a new, but rapidly developing field of ethical reflection of technoscience. It can claim to unite the various ethical projections of the science and technology development in a common approach. One of the starting points of understanding this role of technoethics may be NBIC-convergence. The ethical dimensions of the NBIC-projects is represented in these sub-areas of applied ethics as a nanoethics, bioethics, neuroethics and ICT ethics. In this article particular attention is paid to the biomedical field, which is a prime example of innovative high technology, as well as the interaction of different types of ethics.
