In order to assess the operational efficiency of cogeneration heating system and measure the systems social, economic, energy-saving and environmental protection benefits in North China, an evaluation index system is built up after analyzing the influence factors which may impact the heating system operation. The association degree function of classical matter element method is improved. And then, an improved matter-element evaluation model is established, which not only can figure out the evaluation grade that heating system belongs to, but also can point out the direction of the further improvement work. Besides, the model has other merits, such as uncomplicated operation, good scalability and so on. Example indicates that this evaluation model has excellent applicability and operability.

In view of the increasing number of power grid reserve projects, how to reasonably evaluate power grid reserve projects and formulate power grid reserve project management mechanisms is of great significance for improving project management levels, optimizing resource allocation, and realizing the sustainable development of power grid enterprises. This paper proposes an evaluation method for power grid reserve projects based on the matter-element model. First, considering the influence factors of technology, economy, environment, etc., this paper constructs an evaluation index system for reserve projects considering policy, safety, and benefits; The method of weighting determines the index weight, and evaluates the project in combination with the matter-element model, laying a foundation for the research of the project reserve mechanism, and finally uses examples to verify the effectiveness of the method.

According to the time node characteristics of accident emergency ability,Using AHP for constructing the evaluation index system of accident emergency abilities of construction enterprises and determining the weight coefficient of each index ,Using extension theory to establish the evaluation model of construction enterprise emergency ability,and taking an example conducted evaluation and determined the accident emergency ability grade.

Abstract With the increasing complexity of power system grid structure and development environment, the dimensions and factors that need to be considered in the power grid statu analysis also become complex. It is necessary to judge the aspects of power grid that need to be improved through the analysis results. This paper constructs an evaluation index system of power grid, including safety reliability, operation efficiency, operation margin of power grid, power grid structure and equipment level. Based on the index system, an evaluation model combining matter-element model and entropy weight method is proposed. Matter element model can not only quantitatively judge the development level of power grid, but also find out the weakness of power grid and put forward the direction of its improvement. Finally, a case study is proposed to show that the matter element model analysis in power grid comprehensive evaluation is feasible and has a good evaluation accuracy.

Aiming at masonry structure housing, establish the structure reliability evaluation index system. Subsidiary factors index dimensionless processing, the traditional matter-element model is analyzed, and based on this, the article puts forward an improved correlation functions, establish correlation function of the correlation factors of the index layer. Consider the weight coefficients of members,gave the extension index,combining analysis of the structural member reliability and extension comprehensive evaluation of the integral structural reliability, establish the masonry structure housing reliability assessment method framework. And prove the feasibility of this method through engineering examples.

In recent years, with the rapid increase of tunnel percentage in Midwestern highway construction, the tunnel operation cost rise quickly. In the cost, energy consumption of tunnel ventilation and illumination occupies a great proportion. In order to realize energy-saving and emission-reduction, there have been some new ventilation technology, for instance, the improved ventilation device, the improved ventilation method, and some new ventilation control technology. However after some new technology was applied, the phenomenon of energy-saving but not money-saving appeared. For the scientific and objective evaluation of highway tunnel ventilation technology energy-saving effect, construct evaluation index system from the three dimensions of technology usability, economy, and application effect, and then evaluate the energy-saving effect based on matter-element model. The result of assessment will give decision support for the later selection of highway tunnel ventilation technology proposal.

In connection with the problems that coal mining accounts for water environment pollution and socio-economic development, the main factors was analyzed. From water environment system, ecological system and socio-economic system, corresponding evaluation index system was perfected and became fit for factual situation. Matter-element model of water environment impact evaluation was constructed and used to evaluate four large-scale coal mining areas. The results showed that assessment model in accordance with the objective reality. Compared with other evaluation models, matter-element model is more accurate and comprehensive. By matlab, a calculating program was made and can be dynamically amended.

The optimal selection of the standard instrument departure procedure design (SIDPD) scheme is directly related to flight safety, air traffic flow management, and efficient use of airspace of aerodrome. In practice, the selection of the SIDPDs scheme is usually based on experts knowledge and experience in order to determine the optimal solution, which has the subjectivity and arbitrariness defects. In this paper, we comprehensively study the influence factors of standard instrument departure procedure design (SIDPD) scheme and establish an optimal evaluation index system. In addition, through applying relative membership degree rule, we build an evaluation model for optimization of SIDPD based on the evaluation of each index in the form of interval number. At the end of this paper, we show the effectiveness and feasibility of this model through an example.

Selection of material supplier is important to international construction project management, and can bring impacts on the project's quality, schedule and cost. Considering the features of international construction projects, we built a selection decision-making evaluation index system. Triangular fuzzy AHP (Analysis of Hierarchy Process) method was used to calculate the weights of evaluation index. Using the medium value of triangular fuzzy number, a simple and convenient method was developed to test the consistency of judgment matrix. Base on calculating the weights of evaluation index, a fuzzy matter-element model was proposed to calculate the comprehensive evaluation values. Taking the selection of cement suppliers of the Congo (Brazzaville) National Road One Second Project as an example, the Euclid closeness of alternative suppliers was calculated to determine the ranking order of alternatives.

Aiming at water security issues existed in water resources development and utilization, studied the water resources carrying capacities of fifteen farms in Jiansanjiang branch bureau in 2008. Used grey correlation analysis to establish evaluation indices system. Entropy theory was introduced into weight calculation. Synthesized evaluation results of traditional matter-element model, fuzzy comprehensive evaluation model and fuzzy matter-element model to grade water resources carrying capacities. The results show that water resources carrying capacities of Farm Shengli, Qindeli, Qianshao and Qianfeng are gradeⅠ; carrying capacities of Farm 859, Daxing, Qinglongshan, Qianjin, Honghe, Yalvhe and Nongjiang are gradeⅡ; carrying capacities of Farm Qixing, Chuangye, Hongwei and Erdaohe are gradeⅢ. The study achievements provide scientific evidences for water resources protection and sustainable utilization in Jiansanjiang branch bureau.
