As the cultural interpretation and the most intuitionist expression vector, urban public art explain the urban space morphology, aesthetic function by the visual art, construct contemporary aesthetic culture and the public service system of the masses, manifest characteristics of urban culture value and the trend in period of social transition increasingly. It explained the relationship between public art and urban culture core value and construction of Public art in city culture construction in detail. In the end, it presented the realization of culture value taken from public art and the creation of city image by public art.

During China’s speeding urbanization, creating a unique city image to achieve economic growth draws the attention of property developers, urban planners, and city administrations. Through activating urban spaces and creating dynamic urban culture, public art plays an effective role in leading modern urban creative capital investment into China’s urban development. In order to understand the implementation of public art in Beijing and Shanghai, this research aims to analyze the resonance between public art and urbanization in Chinese megacities through selected case studies. The study reveals public art guided by urbanization policy and strategy in metropolitan China, which further unfolds the discontinuous and fragmented relationship between public art, public sphere, and urbanization policies. Through discovering the imbalances between public art investment, implementation, and post-implementation management frameworks, the study provides several approaches to boost China’s urban development for achieving the resonance between public art and urbanization.

In recent years, cities are heavily investing in visual identity and its image. Literature revealed art has been used as a tool to escalate the city image by improving visual quality. This paper present of identifying the role of art in raising city image in the context of youth perception. The paper engages a case study in Kampung Pelangi, Semarang city. Likewise to response to the rapid change of urban city, Semarang city was attempted to paint the slum area becomes more colorful and attractive. Thus, potentially brought an impact to the overall visual quality in the city. The online questionnaire was used and collected 78 respondens. The study employs a combination of statistics and descriptive analysis. The variety of statistical analysis performed to examined the significant correlation. The multiple linear regression analysis showed the significant variable on a longer period of stay whereas lack of evidence for other related variables. Moreover, the correlation analysis was used to examined the hypothesis in chi-square test. The result obtained significant correlation was showed art element in Kampung Pelangi potential to escalate image in a district scale although lack of evidence to indicate that art in Kampung Pelangi could contributes to raising the image of Semarang city. Additionally, the study allows to generated conceptual matrix on the relationship of public art (publicity) and city image (imageability) towards spatial sustainability. The study is limit in one type of sample, and a small number of respondent might affect the result.Keywords: Public art; city image; youth perception; imageabilityeISSN 2398-4295 © 2019. The Authors. This study examines the ways in which the city image of Istanbul is re-created through the mega-events within the context of the European Capital of Culture (ECoC) 2010. Istanbul “took the stage” as one of the three ECoC cities (Essen for the Ruhr in Germany and Pécs in Hungary), where the urban spaces were projected as the theatre décor while residents and visitors became the spectators of the events. Organisers and agents of the ECoC 2010 seemed to rebrand Istanbul as a “world city” rather than a “European capital”. With a series of transnational connotations, this can be considered as part of an attempt to turn Istanbul to a global city. In this study we examine posters used during the ECoC 2010 to see whether this was evident in the promoted images of Istanbul. The research employs a hermeneutic approach in which representations, signs and language are the means of symbolic meaning, which is analysed through qualitative methods for the visual data (Visual Analysis Methods), namely Semiotics and Discourse Analysis. The analysed research material comes from a sample of posters released during the ECoC 2010 to promote 549 events throughout the year. Using stratified random sampling we have drawn 28 posters (5% of the total) reflecting the thematic groups of events in the ECoC 2010. Particular attention is also paid to the reflexivity of the researchers and researchers’ embeddedness to the object of research. The symbolic production and visual representation are therefore investigated firstly through the authoritative and historically constituted discourses in the making of Istanbul image and secondly through the orders of cultural consumption and mediatisation of culture through spectacular events. Hence enforcing a transnationalisation of the image of the city where the image appears to be almost stateless transcending the national boundaries. Findings and methodology used in this study can be useful in understanding similar cases and further research into the processes of city and place branding and image relationships.

In this regard, and in line with Ashworth (2009), three urban planning instruments are widely used throughout the world as a means of boosting a city’s image: (i) personality association - where places associate themselves with a named individual from history, literature, the arts, politics, entertainment, sport or even mythology; (ii) the visual qualities of buildings and urban design, which include flagship building, signature urban design and even signature districts and (iii) event hallmarking - where places organize events, usually cultural (e.g., European Capital of Culture, henceforth referred to as ECoC) or sporting (e.g., the Olympic Games), in order to obtain worldwide recognition.

The federal art programs of the New Deal produced public art in quantities not seen before or since. Historians have studied many aspects of the New Deal's art programs, but few have considered the long-term history of works produced by them. New Deal art programs produced large numbers of public murals—so many that such murals are often thought of as the typical form of New Deal art. They thus provide readily available examples of the long-term experience of New Deal art. San Francisco has a particularly rich collection of these murals. Some of them have been well cared for over the past eight decades, but public officials have proved negligent stewards—and occasionally destructive stewards—of others. Some of San Francisco's murals were considered so controversial at the time they were created that they were modified or even destroyed. Others became controversial later, with calls for modification or destruction. Some of the latter were covered, some were vandalized, and some have deteriorated. Most of the damaged murals have been restored, sometimes more than once. This article looks at the city's New Deal murals at Coit Tower, the Mothers Building at the Zoo, the Beach Chalet, the University of California San Francisco, the Alemany Health Center, Treasure Island/City College, and Rincon Annex/Center, with special attention to the George Washington High School murals that have recently been highly controversial. Controversies over the murals at Coit Tower, Rincon Annex, and George Washington High School also reveal significant changes in the role of the city's political and civic leadership with regard to public art.
