BACKGROUND: In the world, many countries, including Ethiopia, are framing policies to roll back the problem of the sanitation. For this, the Kingdon and Hall models are the two distinct models formed to articulate the policy agenda to the health problem. The Kingdon model includes problem, policy and politics streams whereas the Hall model includes legitimacy, feasibility and support of the health policies. Therefore, this review aims to integrate the two models with diseases prevention and health promotion policies of Ethiopia.METHODS: We used the existing frameworks of the models as a guiding principle. Then, we applied the frameworks of the two models as an important consideration to interlink policy agenda to a given health problem. We also described the existing scientific literature about the sanitation and health promotion. After thoroughly reviewing, possible policy inputs and country setups were included with a brief discussion by comparing different kinds of literatures.RESULTS: The two models are recognized as an opportunity to get an essential sanitation policy. The government settled and has closed links to the new innovation as an emerged discourse. Therefore, the two model streams came together for setting sanitation problem on the policy agenda. The technical feasibility, public acceptability and congruence with existing values were all judged to be favorable.CONCLUSION: The integration of policies within the policy frameworks has very important outputs in various countries. Therefore, the field specialists should figure out the problem of policy integration through policy evaluation researches.

The government of Afghanistan promotes saffron production as a means to achieve economic development while reducing the widely spread opium cultivation in the country by providing necessary support to its farmers via saffron farmer service centers. This study investigates the causal effects of relevant attributes of potential saffron production promotion policies on the participation probabilities of saffron farmers. This study applies a randomized conjoint experiment to primary survey data of 298 farmers in Herat Province, which is perceived by the government as the center of saffron production in the country. The proposed hypothetical saffron production promotion policy consists of six attributes, namely, provision of machinery equipment, weather-based crop insurance, accessibility to long-term loans, location of saffron farmer service centers, provider of services, and annual payment. In the randomized conjoint experiment design, the respondents rank two alternative policies and policies against the status quo. The desirable policy comprises the machinery provision, long-term (up to 5 years) loan accessibility, an easily accessible service center, and policy implementation by international non-governmental organizations (NGOs). The estimated results reveal that saffron farmers are highly supportive of the proposed saffron promotion policy and that their willingness to pay is as high as 17% of their per capita income.

Each decade since 1979, the Healthy People initiative establishes the national prevention agenda and provides the foundation for disease prevention and health promotion policies and programs. Law and policy have been included in Healthy People objectives from the start, but not integrated into the overall initiative as well as possible to potentially leverage change to meet Healthy People targets and goals. This article provides background on the Healthy People initiative and its use among various stakeholder groups, describes the work of a project aiming to better integrate law and policy into this initiative, and discusses the development of Healthy People 2030 — the next iteration of health goals for the nation. Lessons from the preliminary stages of developing Healthy People by the HHS Secretary's Advisory Committee (Committee) on National Health Promotion and Disease Prevention Objectives for 2030 and a Federal Interagency Workgroup will be included. Efforts by the Committee focused on the role of law and policy as determinants of health and valuable resources around health equity are also shared. Finally, the article discusses ways that law and policy can potentially be tools to help meet Healthy People targets and to attain national health goals.

LANGUAGE NOTE | Document text in English; abstract also in Chinese. The present study investigates the evolution of Hong Kong's health promotion policies between July 1997 and now. The objective of the study is to evaluate the Hong Kong Special Administrative Region (HKSAR) Government's performance in health promotion. International experiences have been drawn to provide objective benchmarks for the assessment. The findings proposed that the Government should conduct a comprehensive review of the present system to consider formulating a policy with a clear direction and long-term strategies for promoting public health, and establishing an independent agency responsible for all health promotion-related matters. To achieve sustained success, the Government should also adopt an integrated and holistic approach in health promotion, with emphasis on policy development, organizational structure, intersectoral collaboration, community participation, promotion of healthy populations, healthy lifestyles and healthy settings, advocacy for health and related education, as well as capacity building for individuals. Apart from proactive efforts by the Government, active participation by all sectors in the community is of utmost importance in achieving success in health promotion. 本文主要探討由一九九七年七月至今,香港之健康推廣發展。目的在於檢討香港特區政府在健康推廣的表現。同時,會以國際經驗作為參考準則作出評估。結果顯示,港府應對現時制度實施廣泛檢討,考慮制定明確方向及長遠政策,建立獨立機關專門負責全港公共健康推廣事宜。為使之持之以恆,港府亦應採用綜合及全面的方針,強調策略性發展、組織架構、各部門之間的合作、社區參與、健康生活模式及環境、健康教育、以及個人責任。除了政府的積極性,社區團體的主動參與亦是健康推廣的成功關鍵。

Abstract This article considers the role of responsibility in public health promotion. Efforts to tackle non-communicable diseases which focus on changing individual behaviour and reducing risk factor exposure sometimes invoke individual responsibility for adopting healthy lifestyles. We provide a critical discussion of this tendency. First, we outline some key distinctions in the philosophical literature on responsibility, and indicate how responsibility is incorporated into health promotion policies in the UK. We argue that the use of some forms of responsibility in health promotion is inappropriate. We present an alternative approach to understanding how individuals can ‘take responsibility’ for their health, based on the concept of prudence (i.e. acting in one’s interests). In this discussion, we do not prescribe or proscribe specific health promotion policies. Rather, we encourage public health professionals to consider how underlying assumptions (in this case, relating to responsibility) can shape health promotion policy, and how alternative framings (such as a shift from encouraging individual responsibility to facilitating prudence) may justify different kinds of action, for instance, shaping environments to make healthy behaviours easier, rather than using education as a tool to encourage responsible behaviour.

Abstract Background Launched in 2018, ’sanitary service’ aims at training all future health professionals in prevention issues, through elaborating concrete projects designed for population identified as priority. It responds to the first axe of the National Health Strategy, which is to develop a prevention and health promotion policy. In our region, about 430 actions have been implemented by 2200 students, in interdisciplinary teams. Objectives From this context occurred a reflection on how a documentary product can be used as a bridge between various health disciplines and a path to health promotion. A triple goal is pursued: provide pedagogic support, share a common view and langage, help with taking action. Results 6 theme-based document files were created. They were conceived as a collection, with a running gag in titles, colourful covers and numerous illustrations. As for promotion and dissemination, they appeared on our website, on social networks, but also (Back to the Future?) printed as proper books and sent to our partners. Our team also got involved in methodological assistance, at university and in our resource centre. Thanks to its formal innovation and its multidisciplinary audience, this production built a collective culture of health promotion. Overpassing sanitary service, it is now used by other professionals for different purposes, including project managers during training sessions. Conclusions This action faced the recurring challenge of assessing a support function such as ours, but performed in becoming a showcase to promote our structure. Information accessibility could be improved by better internet referencing, its attraction by infographics, its efficiency by evaluation. But above all, live interaction appears to be the key in a knowledge transfer strategy. Key messages Sanitary service is an opportunity to picture a common view on health promotion. As documentalists, let’s build bridges to knowledge by turning into super mediators.

A Política Nacional de Promoção da Saúde (PNaPS) foi implantada em 2006, com o intuito de auxiliar a campanha de combate as doenças não transmissíveis juntamente com o Sistema Único de Saúde (SUS). A partir de 2014 foi reformulada e teve a inserção de programas voltados ao sedentarismo, tabagismo e má alimentação, visando auxiliar na promoção da qualidade de vida da população brasileira. O objetivo da presente investigação foi analisar os programas de promoção da saúde, em especial os programas Academia da Saúde e Vida Saudável, a fim de identificar a oferta de políticas públicas nessa área, sua organização e público-alvo atendido. Trata-se de uma pesquisa bibliográfica e documental. Os resultados apresentam que os programas de promoção da saúde no Brasil são viáveis para a melhora do estado de saúde dos sujeitos sociais, contudo é necessário maior fiscalização dos meios públicos, quanto à organização, financiamento e a inserção de profissionais vinculados ao trabalho de cada programa ofertado nessa política.ABSTRACT. Public health promotion policies in Brazil: analysis of the academy of healthy and healthy life programs. The National Health Promotion Policy (PNaPS) was implemented in 2006, with the purpose of assisting the campaign to combat no communicable diseases together with the Unified Health System (SUS). From 2014 it was reformulated and had the insertion of programs focused on sedentarism, smoking and poor nutrition, aiming to help in the promotion of the quality of life of the Brazilian population. The objective of the present research was to analyze health promotion programs, especially the Health and Healthy Life Academy programs, in order to identify the public policy offer in this area, its organization and target audience. This is a bibliographical and documentary research. The results show that health promotion programs in Brazil are feasible to improve the health status of social subjects, however, it is necessary to increase the supervision of public media, as to the organization, financing and insertion of professionals linked to the work of each program Offered in this policy.

Abstract. The Flensburg health psychology group takes a salutogenic perspective and aims at developing innovative health promotion approaches. It stands in the interdisciplinary context of health and educational sciences. Our focus in research is on both, stress processes and lay representations of health and illness in the context of salutogenic theories of health. Basic and applied research activities aim at developing subject-oriented approaches of prevention and health promotion that are designed to promote health resources and competencies in selected settings and target groups. Current research is concentrated on socially disadvantaged groups, on occupational groups and on men to develop tailored health promotion approaches that reach groups in need and which show sustainable effects.
