Varieties of resources abound in the forests of Nigeria and especially in Abia state, an economic treasure house of resources. Sustainable management of the forests in Nigeria is crucial for a consistent supply of forest resources. Ten forest reserves were surveyed to determine the extent of the government’s involvement in sustainable forest management in Abia State. The government consider the forest reserves, as a revenue-generating venture, leading to the excessive exploitation of forest resources in the state. The exploitation is without regard for sustainability as the harvest is consistently higher than its growth. The government’s involvement in funding the forestry sector over these years has been the payment of salaries to staff of the State forestry department and revenue collection, while international donors, corporate organizations and private sectors have not considerably invested in the Abia State forest sector. The survey revealed the challenges militating the productivity of the forest sector in Abia State, namely: inadequate capital, administrative incompetence and bureaucratic bottleneck, political instability, ecological challenge, insufficient skilled personnel, corruption, lack of forest equipment and inefficient forest laws. Training should be organized for the forest staff and communities to ensure the sustainable use of forest resources. There is a need for the modernization of forestry practice in Abia State and all that go with it being accorded a well-deserved priority in the present economic dispensation in Nigeria.

Implementation of the decisions made in the course of management of economic and socio-political development of the state causes the adequate financial flows forming the budgetary sphere of the state. The trouble in this sphere does not allow to provide the necessary level of economic growth, hampers reforming of the economy, makes negative impact on commercial and foreign economic activity, interferes with improvement of monetary and credit, tax, insurance and other spheres of the financial system of the Russian Federation. The offenses connected with corruption and theft of budget funds committed by officials at various levels significantly undermine the authority of the government, cause a growth of discontent of society and impact the social and economic situation in the country. The practice of identifying the offenses connected with theft of public funds and property shows that practically all spheres of the public sector of economy are, to a greater or lesser extent, subject to the risks of such crimes commitment. In this regard, a research of methods and ways of assessment of corruption theft amount in the public sector of the economy is an important and hot topic. The main types of public funds theft have been analyzed, including theft of budget funds allocated in the form of grants for targeted measures; theft by overcharging the prices of goods and services used for the state needs; the acquisition of inventory for personal use of the heads of public companies at the expense of the company, etc. The dynamics of the amount of budget crimes in the Ryazan region has been analyzed. It was inferred that corruption crimes in the public sector of the Ryazan region include fraud, abuse of power, abuse of authority, illegal participation in business, as well as taking bribes. A set of measures for preventing the above crimes has been proposed.

This study is focused on the adaptation strategy of the local community who has the problem of land rights. In Indonesia, all natural resources are subject to control and to manage by the state. As a ruler of the resources, the Government published any policy which provided revenue for the state, such as giving the right to industrial extraction of logging companies in the forest area. Whereas, many communities' lives depend on the forest. Forest resources are important for the Indonesian economy, as well as for the livelihood of communities who depend on the forest. It finds themselves in situations of conflict. The aim of the study is to analyse adaptation strategy of local community which is in the forest resource conflicts. The study used mix methods. A qualitative method with a focus on ecological adaptation and livelihood strategy, while the quantitative approach stresses defining the meaning of findings or facts that are deconstructed based on the subjective perspective of the researcher. The research held in two site, namely Sungai Utik Forest which Dayak Iban Community and Halimun Salak Mountain National Park which Kasepuhan community live. The result of the research showed that conflict of the forest resources have improved the adaptation strategy of the local community. Although various problems is already attacking them, local community still have loyalty to their tradition. They have own regulation to manage and utilize land, especially for managing forest and rice planting. Faithfulness in carrying this cultural tradition out are their ecological adaptation strategy. A survey of numerous official documents and publications reveals a severe crisis of forest management in Russia. Forest management paradigm, defined by the Forest Code ideologues, will lead inevitably to the Russian forest fund degradation. Meanwhile, forestry is the productive industry, which follows the market rules. For this reason, it should reconstruct forest management in Russia. A principle of forestry revival will be impartial ecological and market economic assessment of forest resources, which would be instrumental in transition of the subsidized scheme of forest management financing to a system that would provide rational forestry and a profit. In view of this, market transition of forest use is crucial to establish payments for standing timber based on rental income. This will guarantee the financing of reforestation as well as assignments to the budget at the different levels. Chief reorganization objective of forest management in Russia is outlined as follows: ensuring economic efficiency of the forest sector; sustainable use of forest resources and reforestation; forest conservation for the next generations.

Forestry organization is the key task of forest inventory that is completed in close connection with forest economy and forest management. Specific problems of sustainable forestry organization and forest use should be solved on this basis. When State owns forests in the market economy environments, stumpage sale at prices lower than the cost for reforestation cannot be allowed. In view of this, market transition of forest use is crucial to establish payments for standing timber based on rental income. This will guarantee the financing of reforestation as well as assignments to the budget at the different levels. Chief reorganization objective of forest management in Russia is outlined as follows: ensuring economic efficiency of the forest sector; sustainable use of forest resources and reforestation; forest conservation for the next generations.

Purpose. The purpose of this work is to investigate the ecological-and-economic aspect of certain factors to ensure the balanced use of forest lands; develop proposals for the formation of the basis for the development of sustainable forestry. Methodology / approach. We used the following methods: dialectical method of cognition for the analysis of scientific works of scientists concerning problems of balanced use of lands of forestry purpose; method of analogies (transfer of patterns of development of one process with certain amendments to another process or territory); statistical (based on quantitative indicators that allow drawing conclusions about the pace of the process); comparative analysis (comparison of indicators of forest resources and their use for Ukraine and Poland); correlation analysis (identification of factors on which the forecast significantly depends; clarification of relationships, their relationship with the predicted phenomenon under the influence of certain factors), graphical, abstract-logical (theoretical generalizations and formulation of conclusions). The information base of the study is the data of the Global Assessment of Forest Resources of FAO 2020, the data of the Monitoring of Land Relations in Ukraine, the reporting of the State Forest Agency of Ukraine, the data of the Forest Stewardship Council®. Based on the annual reports of the State Forestry Agency of Ukraine, some indicators of the report of 288 state forestries for 2018–2020 are consolidated in terms of 24 regional departments of forestry and hunting. Results. In the dynamics for 2018–2020, changes in the volume of forest resources, forest reserves, biomass, and carbon density were studied; the indicators of forest resources and their use for Ukraine and Poland are compared. The volumes of forest certification by regions of Ukraine are estimated. The relationships between capital investments in forestry production and the price of sold wood, the volume of net income of state forestry, the amount of profit, the degree of depreciation of fixed assets; between the tax burden on state forestries and financial stability was studied. Based on the assessment of the relationships and changes in individual indicators, the need to update the fixed assets of forest enterprises through the improvement of the investment instrument is justified. The results of this study are a summary of evidence on the environmental and economic aspects of the impact of certain factors on the sustainable use of forest lands, which in turn forms the scientific basis for achieving the goals of state environmental policy of Ukraine. Originality / scientific novelty. The studied interdependencies between the statistical characteristics of individual indicators of forestry land use made it possible to identify factors to ensure balanced use of forestry lands. It is substantiated that reforestation, forest certification, renewal of fixed assets of forestry enterprises through the improvement of the investment instrument, optimization of the tax burden of forestry activities are favorable factors to ensure the balance of forestry land use. It is proved that the excessive tax burden is a deterrent to the balanced use of forest lands. It is proposed to alleviate the tax burden on forestry activities by reducing the rate of deduction of net income of state forestry enterprises, eliminating the problem of double taxation of the forest fund, which under limited budget funding will allow state forestries to accumulate their own financial resources to ensure sustainable land use. Practical value / implications. The main results of the study can be used to: (I) structure the factors of sustainable use of forest lands; (II) defining the goals of sustainable development when developing the strategy of forestry enterprises; (III) analysis of the achievement of sustainable development goals at the national level, defined by the Basic Principles (strategy) of the state environmental policy of Ukraine for the period up to 2030. The results of the study can be used both at the level of forest management entities, as well as at the regional and national levels, to make management decisions on the implementation of measures that ensure the balanced use of forest land. Also, the causal links between indicators that arise from the response of indicators to certain factors open up new opportunities for forest management planning. These results can provide important information for the protection and use of forest resources in all regions of Ukraine.

Purpose. The purpose of this article is to establish the role of state regulation and management in the field of forest relations in order to ensure effective protection, proper protection, rational use and reproduction of forests. Define the powers of state bodies through which the state manages forest resources. Identify forest management functions. To analyze the main tasks of state regulation and management in the field of forest relations. Method. The methodology includes a comprehensive analysis and generalization of available scientific and theoretical material and the formulation of relevant conclusions and recommendations. The following methods of scientific cognition were used during the research: terminological, logical-semantic, functional, system-structural, logical-normative. Results. As a result of the study, it was found that in our country there is a very extensive system of control of government agencies over activities in the forest sector. But its effectiveness is low, because illegal deforestation is carried out en masse, and the authorities that are supposed to monitor it do not seem to notice anything, or officials who depend on the solution of a particular issue decide them in their favor, not in favor of the state. Such cases are not uncommon - mostly mass. Therefore, we need to change and improve this control system - otherwise we may be left without forests. This in turn affects the ecological environment of citizens and their lives and health. Scientific novelty. In the course of the research it was established that the system of state management of forest resources is inefficient and needs to be improved. Practical significance. The results of the study can be used in law-making and law enforcement activities during the implementation of measures for the protection, use and reproduction of forests.

The Canadian Council of Forest Ministers' (CCFM) framework of Criteria and Indicators (C&I) for Sustainable Forest Management, published in 1995, provide a science-based framework to define and measure Canada's progress in the sustainable management of its forest. In 2001, the CCFM launched a review of its C&I to ensure the continued relevance of the indicators to Canadian values and to improve the ability to report on indicators. This paper describes the threestep review process, which engaged a broad array of representatives of various sectors of society. First, focus groups were used to identify public values, issues and concerns with respect to the sustainable use of Canada's forest. Second, technical experts from across the forest sector revised the indicators. Third, the revised C&I were validated with users of the framework. The revised framework, released in September 2003, consists of six criteria and 46 indicators. The number of indicators has been reduced, compared to the 1995 framework, by focusing on indicators that are most relevant to Canadians' values, are most often measurable with available data, and are understandable to policy makers, forest managers and an informed public. Links between criteria are better defined and, in some cases, indicators address multiple values under different criteria. A number of tools and techniques originally developed for use at the sub-national level were adapted for use at the national level in this review. Canada's experience with reviewing its indicators may serve as an example and model to other countries now considering reviewing their national C&I frameworks. Forest revenue system is an instrument used by government to achieve various goals and objectives in forest management. This paper evaluates the various challenges of revenue collection and remittance in Oyo forestry service in Nigeria. A total of 94 forest officials were identified and reached (100%) in all the forestry administrative zones in Oyo State, including the headquarters through a set of structured questionnaire and dataobtained were analyzed using descriptive statistics and logit regression at α0.05. Theaverage age of the respondents was 39.7±6.5 years, mostly male (71%), married (75.6%) and had secondary education (63%). Challenges confronting adequate revenue collection included lack of proper law enforcement, payment of cash by revenue collectors and inability of field officers to withstand armed illegal fellers with odds-ratio of 55694.85,  668.78 and 20.79 respectively. Problems facing adequate revenue remittance were remittance by field staff, inaccessibility ofbank on time, lack of provision of incentives for running cost by the government and possibilities of field officersindulging in printing of fake receipts with odds-ratio of 140.18, 116.80, 3.65 and 3.44 respectively. The studyexposed the various challenges facing adequate revenue collection and remittance in Oyo State forestry service, it istherefore necessary for the forest managers in the State to utilize this information wisely for the betterment of revenuegeneration. Topicality. The current change in the ideology of forest management in Ukraine towards sustainable spatial development of forestry is due to the promising importance of ecosystem, economic and social values of forest resources, their multifunctional and intersectoral nature of the use of resource and ecological potential of forests, as well as the growing needs of society regarding the quality of the natural environment. Structural negative changes taking place in the forest sector during the transformation of the economy focus on the problem of sustainable spatial forestry. In particular, the restructuring of forest ownership forms, fiscal policy in the sector, forest management functions and integrated multi-purpose forest use are not consistent with the requirements of sustainable spatial development and a market-oriented model of forestry economics. More active implementation of institutional, ecological and economic, organizational and managerial mechanisms for ensuring sustainable spatial forestry requires conceptual and methodological reflection on the spatial approach to forestry.Aim and tasks. The purpose of the article is deepening the conceptual and methodological principles of sustainable spatial forestry in the context of modern environmental and economic problems of rational use of forest resource potential. Conceptually-methodological understanding of forestry requires: the disclosure of the substantive content of the spatial forestry; definition of features of formation and development of forest management; formation of criteria (classification) signs of the forestry space.Research results. The conceptual and methodological basis for the formation of forestry space is proposed in order to ensure sustainable development of the forestry complex. The basic economic-organizational principles of spatial development of forestry systems are considered. The content basis of sustainable forest management, in contrast to the forestry (in the broad sense), includes a wider range of organizational and technological components of forest-ecological, environmental, economic and social trends that are associated with sustainable use and the reproduction of forest resource potential and forestry space. Forestry space represents a combination of components of forest resource potential and socio-economic environment within a certain forestry region with their links and diverse relationships that are necessary for the sustainable development of society. The natural, informational, economic, financial, and intellectual components of forestry complement the institutional, which outline the legal norms for forest management. Forestry within the understanding of forestry space includes aspects of socio-ecological and economic equilibrium of forestry systems of different hierarchical levels of the organization.Conclusion. Research of the economic space of forestry goes beyond the substantive basis of the forestry economy, the theoretical and methodological basis of the regional economy, therefore, there is a problem of the formation of a new direction in the implementation of sustainable spatial forestry, which requires the consolidation of research into a coherent whole. It is the formation and development of an environmentally balanced, economic forestry space that is a prerequisite for rational use, reproduction and conservation of forest resource potential on an ecosystem basis.
