Introduction. In the conditions of digital society formation, the informatization of the social security sphere is a necessary component and guarantee of successful implementation of social policy aimed at quality and timely satisfaction of citizens' needs. Therefore, a prerequisite for the effective functioning of social protection and public service authorities is the development and technical innovation of social services and channels for their implementation through automated information systems, should be consistent with the innovation strategy of development of the social sphere as a composite digital economy of the state. Purpose is to substantiate the expediency of application of the newest digital technologies in the sphere of social security and novelization of social services on this basis, as well as to reveal features and advantages of social protection of the population through automated information systems and channels of their implementation. Results. The necessity and role of informatization in the modern digital society and the main challenges that lead to its implementation in the field of social security have been substantiated. The key automated information systems, which contribute to the construction of a common information space of the social sphere and allow to increase social protection of the population in domestic conditions, as well as the emergence of a new service-oriented social service with a wide range of information and communication services, have been analyzed. The necessity of training and retraining of highly qualified creative specialists of new specialties was noted and generalized principles of systems of skills development in the conditions of informatization, which are important in the selection of social workers, were defined. Conclusions. Social protection and social welfare institutions, when formulating their own strategies, should consider the information and communications technology vector of development as an essential means of improving their functioning, since this will determine the effectiveness of social policy implementation in the State and the level of satisfaction of citizens with social services. The results of informatization of social processes are manifested in the implementation of automated information systems and the construction of a single unified information space of social security, the development of new service products, electronic filing of documentation and simplification of procedures for obtaining social security, transparency of social security and, as a result, successful social policy.

Since 2014, among many reforms, decentralization has been instrumental in creating transparent, open and effective local governance that will ensure the quality and accessibility of services in all spheres of community life, including the social sphere (quality social services) in Ukraine As for the development of the social services system in the context of the transition period of decentralization, there are priorities in this way, regarding the complexity of the provision of social services, their accessibility, targeting and effectiveness, as well as increasing attention to each person (client). Such priorities are possible provided there is an integrated approach to community-based social services. The article explores the issues of social sphere in Ukraine. The focus is on the substance and importance of the concept of decentralization for the social sphere. The legal analys is of the application of decentralization instruments in the social sphere in the neigh boring country – the Republic of Poland – is carried out. The main directions of the implementation of the social policy of the Republic of Poland are described in order to meet their requirements of decentralization. The necessity to introduce decentralization tools for the Republic of Poland for the effective functioning of the social sphere is confirmed. The main problems of centralized management of social sphere in Ukraine are analyzed. Conclusions are made as to the expediency of using decentralization tools in the contemporary social sphere of Ukraine. Social policy has been an important part of Francoist ideology since the early years of the regime. However, it was only in the 1960s, when the social security system in Spain appeared. During this time, the country experienced high economic growth, which allowed the Franco regime to increase social spending. For Francisco Franco himself, social policy in the 1960s became an important source of legitimacy of his rule. At the legislative level, the term "social services" appeared, and the state rather than private enterprises was made responsible for their provision. As a result, over the last 15 years of the Franco regime in Spain, a number of laws sought to unify the system of social services and gave more people access to them. Despite the progress, Franco's social policy preserved some previous shortcomings, i.e. a number of special social programs for certain categories of the population, as well as the fact that a significant part of social security was funded by the employees themselves.

The 2020 coronavirus pandemic has catapulted China into a serious social and political crisis. This article focuses upon how Chinese social policy has responded to the Covid-19 crisis. It reveals that the Chinese welfare state has woven a comprehensive social safety net to mitigate the social suffering of Chinese society in the mid- and post-crisis periods. Different types of social policy programs have been combined and synthesized, including social insurance, social assistance, and social welfare arrangements. Facing the challenges of the new risks caused by the pandemic, the collaboration of the Chinese state and intermediary social welfare organizations has played a crucial role in providing both cash benefits and social services (benefits in kind). For the first time, social policy in China has acted as a major player for coping with the negative outcomes of a pandemic. This article concludes that the pandemic-related crisis has justified an interventionist approach and logic, driven by the state’s welfare system, which favors a model of “big government”. However, this model also requires justification and legitimation.

The relevance of the article is due to the process of progressive aging of the population, so it requires from society to find new ways to work with the elderly and their needs’ realization. The article characterizes the current state of the category of elderly people in Ukrainian society. It is noted that support for the elderly is provided through a variety of resources, for example, formal and informal support networks, volunteering, the state, family, community, and society in general. The formal support network is implemented through the social policy of the state, which is focused on assisting in ensuring the rights of the elderly to their social protection of constitutional rights and freedoms. The aim of the article is to reveal the peculiarities of the needs’ realization of the elderly through formal and informal support networks. Research methods applied: generalization − to study the formal network of support, which is implemented through the social policy of the state and focused on constitutional rights for the elderly and social protection; analysis − combining and representing connections of individual elements, parties, components of a complex phenomenon and so in the comprehension of the whole in its components’ unity. The directions of reforming the system of social services are aimed at an authoritative legal framework, where social protection of the elderly would be enshrined at the appropriate level. They includ: deinstitutionalisation through the creation of a wide network of services and facilities that can provide quality services in the community; involvement of non-governmental organizations in the provision of social services; approach of social services to the place of residence; decentralization of management processes, financing, location of services; empowering older people to choose services and participate in the process; increasing the effectiveness of the provision of social services through the study of needs at the individual level and within individual administrative-territorial units; introduction of quality improvement technologies, including monitoring, evaluation and control.

The article offers an analysis of political parties: their essence, functions, image formation, the role of the party as a mediator between the government and society, the activities of parties in elections. The features of the social work of political parties are shown, on the example of the political party «Team of Sergei Rudyk. A time of change!». Mechanisms, basic approaches, the most common methods and techniques of social work with people are analyzed. The main theoretical strategies and ideas of social work are presented. Position of the political party «Team of Sergei Rudyk. A time of change!» is that first, the solution of social problems is discussed before it will be accepted and even after it has been adopted. On the party’s website https://www.rudyk.org/news/page/4/, the main projects of social work are illustrated. The publication gives the main recommendations for improving the efficiency of social work: the creation of a mechanism to help youth in self-determination in choosing the profession of social worker, to extend forms and directions of professional training of social workers, to increase expansion in the number of periodicals covering the work of social services, centres, social workers. The formation of social policy occurs based on information received from the collection of statistical data and the conduct of sociological studies. Understanding this information allows you to identify the social tasks. The realization of socially significant goals and social problems solution have been organized through social projects and social programs, which form a significant part of social policy.

The effectiveness of the state social policy largely determines the production of quality public goods by state structures, the improvement of the demographic situation, the comprehensive development of human capital, the improvement of social well-being and the socio-economic development of the country as a whole. Therefore, the purpose of the study is to reseasch the main directions of state social policy in Russia and assess the effectiveness of the social sector. The methodological basis of the study was the Keynesian concept of state regulation of the economy, since the state sets basic social standards, provides social protection for the population and social guarantees. We conducted the study using Rosstat data reflecting the main indicators of the social sphere of Russia. We determined the overall effectiveness of State social policy on the basis of changes in demographic processes, indicators of the living standards of the population, the volume of state social expenditures, the functioning of the education system, health care and social services. We studied the difficult demographic situation in Russia. We considered indicators of the living standards of the population and a decrease in their level, an increase in poverty and a significant social stratification in society; analyzed government spending on education, health and social policy; summarized the main problems in the educational sphere in the provision of medical services and in the process of state social services of the population; established that the functioning of the social sphere does not fully meet social needs, and the activities of the social sector of the state are ineffective. The proposed study of state social policy demonstrates its relevance to Russian society.

The article is describing the use of ICT tools in social welfare, equally in area of social work, vocational training for social service and shaping the social policy. Based on the desk research the author explains the basic issues related to the implementation of new media tools into the practice of social work – case studies – and characterizes the potency of digitalization in the process of modelling the social welfare, innovative preventions measures and the improving the qualifications of social services.
