Since 2014, among many reforms, decentralization has been instrumental in creating transparent, open and effective local governance that will ensure the quality and accessibility of services in all spheres of community life, including the social sphere (quality social services) in Ukraine As for the development of the social services system in the context of the transition period of decentralization, there are priorities in this way, regarding the complexity of the provision of social services, their accessibility, targeting and effectiveness, as well as increasing attention to each person (client). Such priorities are possible provided there is an integrated approach to community-based social services. The article explores the issues of social sphere in Ukraine. The focus is on the substance and importance of the concept of decentralization for the social sphere. The legal analys is of the application of decentralization instruments in the social sphere in the neigh boring country – the Republic of Poland – is carried out. The main directions of the implementation of the social policy of the Republic of Poland are described in order to meet their requirements of decentralization. The necessity to introduce decentralization tools for the Republic of Poland for the effective functioning of the social sphere is confirmed. The main problems of centralized management of social sphere in Ukraine are analyzed. Conclusions are made as to the expediency of using decentralization tools in the contemporary social sphere of Ukraine. Introduction. In the conditions of digital society formation, the informatization of the social security sphere is a necessary component and guarantee of successful implementation of social policy aimed at quality and timely satisfaction of citizens' needs. Therefore, a prerequisite for the effective functioning of social protection and public service authorities is the development and technical innovation of social services and channels for their implementation through automated information systems, should be consistent with the innovation strategy of development of the social sphere as a composite digital economy of the state. Purpose is to substantiate the expediency of application of the newest digital technologies in the sphere of social security and novelization of social services on this basis, as well as to reveal features and advantages of social protection of the population through automated information systems and channels of their implementation. Results. The necessity and role of informatization in the modern digital society and the main challenges that lead to its implementation in the field of social security have been substantiated. The key automated information systems, which contribute to the construction of a common information space of the social sphere and allow to increase social protection of the population in domestic conditions, as well as the emergence of a new service-oriented social service with a wide range of information and communication services, have been analyzed. The necessity of training and retraining of highly qualified creative specialists of new specialties was noted and generalized principles of systems of skills development in the conditions of informatization, which are important in the selection of social workers, were defined. Conclusions. Social protection and social welfare institutions, when formulating their own strategies, should consider the information and communications technology vector of development as an essential means of improving their functioning, since this will determine the effectiveness of social policy implementation in the State and the level of satisfaction of citizens with social services. The results of informatization of social processes are manifested in the implementation of automated information systems and the construction of a single unified information space of social security, the development of new service products, electronic filing of documentation and simplification of procedures for obtaining social security, transparency of social security and, as a result, successful social policy.

Today we are faced with the coronavirus (COVID-19) pandemic, which directly or indirectly has affected all countries and regions of the world. The state policy of all countries is aimed at containing the spread of the virus and meeting the basic needs of people in forced isolation. This situation has once again proved the importance of the institution of social protection of population (hereinafter—ISPP) and the need to ensure the efficiency of its functioning. The high growth rates of social changes, in turn, cause a certain lagging behind the process of their scientific comprehension — piling up issues unresolved by means of sociological science. Thus, the current system for assessing the ISPP functioning in terms of the actually obtained result against the normative/planned one, as well as the system for estimating economic costs, do not meet the challenges that modern science and management face. Many problems related to assessment of the ISPP functioning remain unresolved. In particular, the entire range of difficulties faced by consumers of social services has not been fully disclosed; the issues of achieving a consistently high satisfaction of vulnerable population groups with various quantitative and qualitative parameters of service provision are acute. The article discusses the scientific concepts and approaches to assessing effectiveness of the social protection of population used in domestic and foreign social science and practice. It outlines the authors' model for assessing effectiveness of the ISPP functioning on the example of the Republic of Tatarstan, which is based on an integrated approach that consists in fixing the temporal and spatial aspects of assessing effectiveness of the ISPP functioning.

For several years, Ukraine has set itself an ambitious and important goal of joining the economic, social, cultural and political space of Europe, and is persistently, though not unhindered, moving towards it. This strategic direction of development is very difficult because almost all sectors of Ukrainian society do not meet the high standards of living in the European community. In order to get closer to them, the Ukrainian authorities should fundamentally change their attitudes to basic norms and values, significantly improve the standard of living in the country, improve the environment, social protection and so on. It should be remembered that European countries are very socially oriented, as close as possible to the state of social justice, they are constantly trying to create the best living conditions and activities of the population, to exercise their social protection and to respect social rights. Thus, in the context of present-day European integration, the social sphere is one of the priority directions of the socio-economic development of the Ukrainian state, and the effective implementation of a competent and thoughtful social policy is an important tool for its implementation. So, if Ukraine plans to implement the difficult and ambitious task of joining the European community in the near future, it must become a socially oriented, legally competent and economically strong country. It is important to learn how to respond quickly and effectively to the continuing economic, social and political challenges that are constantly emerging in today's dynamic era and which are inherent in a relatively stable European life. Careful study of the European experience of building current social doctrines, taking into account their disadvantages and advantages, will help to overcome the transition period in the formation of modern, oriented to the needs of citizens of social policy as soon as possible and without pain. To do this, it is necessary to focus on improving the quality of living conditions of the population, taking into account the country's labor potential, developing social infrastructure and improving the quality of social services.

The effectiveness of the state social policy largely determines the production of quality public goods by state structures, the improvement of the demographic situation, the comprehensive development of human capital, the improvement of social well-being and the socio-economic development of the country as a whole. Therefore, the purpose of the study is to reseasch the main directions of state social policy in Russia and assess the effectiveness of the social sector. The methodological basis of the study was the Keynesian concept of state regulation of the economy, since the state sets basic social standards, provides social protection for the population and social guarantees. We conducted the study using Rosstat data reflecting the main indicators of the social sphere of Russia. We determined the overall effectiveness of State social policy on the basis of changes in demographic processes, indicators of the living standards of the population, the volume of state social expenditures, the functioning of the education system, health care and social services. We studied the difficult demographic situation in Russia. We considered indicators of the living standards of the population and a decrease in their level, an increase in poverty and a significant social stratification in society; analyzed government spending on education, health and social policy; summarized the main problems in the educational sphere in the provision of medical services and in the process of state social services of the population; established that the functioning of the social sphere does not fully meet social needs, and the activities of the social sector of the state are ineffective. The proposed study of state social policy demonstrates its relevance to Russian society.


The article examines the essence of social policy in the field of support in the context of a pandemic. The analysis of the situation in the social sphere and its structural components in the Republic of Uzbekistan in the context of the pandemic is given. It is proposed to improve the legislative framework for improving social protection and living standards of the country's population, as well as to modernize the system of state guarantees in the social sphere.

In Poland, public operations refer to the European debate on social policy and public policies, which focus on the development of social services and proper public management. An integrated approach to social services is the answer to the need for changes in the attitude to social problems, which require an extensive activity in the public field and the involvement of many organizations and institutions that create networks. This paper presents current experiences in integrating social services in Poland.  Mostly, they have a local and testing character, but they are the “starting point” for the reorganization of the social assistance system. The integrated approach emphasizes the need of reorientation in perception of beneficiaries of social assistance, stimulating their activity and targeted public policies so that they take into consideration different lifestyles and needs. The reorganization and management of social policy system should lead to better social service delivery.

The author of the article studies and systematizes the set of available scientific achievements on the origin, formation and development of state social policy of Ukraine, considering the fact that one of the priorities of Ukrainian society in the need for progressive improvement of all mechanisms of public administration is the formation of effective social policy. And taking into account the aggregate of the most urgent issues of the development of our state, connected with overcoming the negative phenomena in a social life, the administrative and legal provision of the reliable mechanism of social protection of the population by public authorities requires particular attention. The author of the research analyzes the historical and legal base of the social sphere of the Ukrainian state since the adoption of the Declaration of State Sovereignty of Ukraine until now. It is emphasized that international legislation aimed at ensuring human rights and freedoms became the basis of regulatory and legal provision of the social sphere in Ukraine. It is noted that the analysis of the content of social functions of the Ukrainian state is characterized by the presence of factors of democratic state formation in the society that is focused on the European vector. The author followed the chronological sequence of the formation of social institutions and legislative regulation of social relations in the state, which led to the current state of social policy. The difficult way of the formation of modern social policy of Ukraine, its achievements, weaknesses and perspective directions of the development are highlighted. The author defines the priority directions of future scientific researches in the specified sphere.

Topicality. The global and local crises over the past two decades have redefined the role of social protection and social security systems as automatic social and economic stabilizers. Despite the level of economic development of the country, the global experience indicates that countries with a well-defined social strategy are less difficult and suffer less time to stabilize the country. Effective state social policy is relevant in times of economic crisis and is necessary to alleviate internal market disfunction. It is worth to admit that annually from the state budget of Ukraine almost 70% of social expenditures are redistributed to programs for improving the standard of living of the needy. However, despite the efforts of government officials, the level of poverty is increasing annually, and the problem is the mass outflow of workforce abroad. The current situation in the field of social security and its level of financing is unsatisfactory, since it does not contribute to the overall improvement of the standard and quality of life of the population, and therefore requires regulation with the introduction of fundamental changes in social budgeting. Aim and tasks The purpose of the study was to determine the argumentation based on the study of the world experience of national priorities of social policy modification and substantiation of innovative design of social transfer programs in the conditions of spreading threats of globalization challenges and strengthening of the turbulence of the macroeconomic environment. Research results. As a result of studying foreign experience, the authors of the article found that the social policy of a successful country is intended to fulfil a regulative and stimulating role in ensuring the development of the economy and creating conditions for the effective functioning of the social protection system, social security and social services, the activity of which should be not only an "act of charity", but a way to increase the economic activity of the working classes and support other segments of the population to ensure a decent life for the whole community. However, over the years of independence, Ukraine's social policy has never been shaped as a coherent, integrated strategy. It is in fact replaced by the accumulation of various types of poorly justified and not supported by the possibilities of budget financing of payments, benefits, subsidies, etc. The establishment and functioning of the national social security system is undoubtedly important, but the objective need to formulate a social transfer policy in order to find ways to optimize the social sphere by enhancing the effectiveness of the social transfer tool that must be taken into account. Conclusions. The research made it possible to substantiate the position of the authors, which is that the permanent nature of the socio-economic crisis in Ukraine forces to work on the development of anti-crisis measures in the social sphere. This requires constant updating of the tools of the social protection system, social security and social services as automatic state social stabilizers and economic incentives to activate life and well-being of the population. In times of crisis and post-crisis periods, social policies should aim to compensate for the loss of economic benefits not only for the population in need, but also for the proportion of the population in need because of the crisis. Therefore, the state, through social programs, must “insure” a decent standard of living for the entire population of the country, especially in times of crisis.

Subject. This article discusses the role of social infrastructure in the national economy and analyzes the relationship between the notions of Infrastructure, Service Industry and Non-Productive Sphere. Objectives. The article aims to outline a methodology for development of the social infrastructure of Russia's regions. Methods. For the study, we used the methods of statistical and comparative analyses. The Republic of Crimea and Rostov Oblast's social infrastructure development was considered as a case study. Results. The article finds that the level of social infrastructure is determined by a number of internal and external factors. By analyzing and assessing such factors, it is possible to develop promising areas for the social sphere advancement. Conclusions. Assessment and analysis of internal factors largely determined by the region's characteristics, as well as a comprehensive consideration of the impact of external factors will help ensure the competitiveness of the region's economy.
