AbstractThe Hu–Wen era has been characterized as a “lost decade” for economic and political reform, but a “golden era” in terms of economic growth and political stability. Yet, relatively little attention has been paid to the social policies introduced during Hu and Wen's decade in power. These important policies, however, abolished agricultural taxes, extended health insurance, pensions and income support to almost all rural as well as urban residents, and built a civic welfare infrastructure to address migrants’ grievances. These policies, some of which were developed under the preceding Jiang Zemin and Zhu Rongji leadership, were introduced for a complex mix of reasons. Their aim was not only to reduce inequalities but also to stimulate domestic consumption and sustain economic growth, offset the effects of China's entry to the WTO and the global recession of 2008, and maintain social stability. They were the product of domestic bureaucratic politics and experimentation. They were also strongly influenced by China's integration into the international economy, as well as by international governmental and non-governmental organizations and the ideas they introduced into China's domestic policy networks. Although Hu–Wen era social policy reforms had only limited effects on reducing income inequality and involved complex politics, they did establish for the first time entitlements to social security and safety nets for all China's population.

AbstractNicola Yeates and Jane Pillinger offer a much-needed summary of the historical development of health care worker migration as a global social policy field in which distinct fields of care and migration overlap. Focusing on international governmental and non-governmental organizations, the chapter draws attention to shifting constellations of ideas, actors and institutions in this field since the end of WWII to the present day. It emphasizes the necessity of a pluralistic and dynamic understanding of the field, and the role of contestation, cooperation and coordination in the unfolding of global policy, in order to better comprehend the origins of this field and its key characteristics. Emphasizing a multi-sectoral perspective and lateral connections in the construction of this global social policy field, Yeates and Pillinger explore the methodological and analytical implications of this for the study of IOs in global social policy more generally.

The article explains the concept of "young adults" from the point of view of law enforcement and social practices in Germany, designed to help and support this population in legally relevant situations, such as criminal justice, prevention of illegal behavior and criminal involvement, problems of social integration. We provide a characteristic of the social and psychological characteristics of this group of young people, allowing to include them in the system of juvenile justice. We present the data on the nature of the crime of young adults, including those with a migration background, and on the kinds of social control and legal sanctions against them. We present models and the specific experience of working in state, municipal and non-governmental organizations with young adults in need of re-socialization and further integration into society. The comparative aspect of this problem is considered from the standpoint of the Russian legal and social policy for young adults in conflict with the law.

The article is focused on the issues of family foster care functioning during the Covid-19 pandemic. The pandemic caused many significant changes and restrictions in social, institutional and family functioning and had an impact on the organization and functioning of the foster care system. The results of the qualitative research presented in this article describe the challenges and difficulties that foster care providers, organizers of foster care and supporting non-governmental organizations had to face. Conclusions were formulated, including proposals for actions to improve the functioning of family foster care during subsequent health crises and postulates for changes in educational practice and social policy.
