The article is focused on the issues of family foster care functioning during the Covid-19 pandemic. The pandemic caused many significant changes and restrictions in social, institutional and family functioning and had an impact on the organization and functioning of the foster care system. The results of the qualitative research presented in this article describe the challenges and difficulties that foster care providers, organizers of foster care and supporting non-governmental organizations had to face. Conclusions were formulated, including proposals for actions to improve the functioning of family foster care during subsequent health crises and postulates for changes in educational practice and social policy.

The foster care system implements social policy in the sphere of state welfare services for families in crisis. The aims of this article are to consider the issue of consent in regard to state interference in the sphere of the family and to appraise the functioning of the system of institutional aid and support for families in a situation that endangers the life or health of a child. The authors analyze society’s perception and reception of foster care. They present a quantitative and qualitative analysis of selected press articles published in the years 2010–2015, and then discuss the findings of a nationwide survey conducted in the first quarter of 2016. Participants in the survey answered questions concerning their familiarity with foster care issues and media communications on the subject, as well as about their possible direct contact with foster care.

Diagnosis and analysis of the functioning of NGOs in the area of welfare in Poland. Conclusions from empirical studiesNon-governmental organisations NGOs, being important actors of social policy, constitute an essential link within local systems of welfare/care. Th is article presents the results and conclusions of a qualitative research carried out in six purposefully selected counties from the perspective of the diagnosis and analysis of the functioning of non-governmental organizations as part of the welfare system in Poland. They concern mainly the perception of welfare by representatives of the third sector, as well as different forms of its realization, the reasons and characteristics of the NGOs activities, the resources and expenditures related to the organization of their activities, inter-institutional cooperation and the overall assessment of these entities as a part of the local system of welfare.

Institutionalization of children has to be the last resort. It is the right of a child to a family or in the alternative to family type non-institutional services, such as adoption, foster care, and sponsorship. This chapter commences with tracing the evolution of adoption in history, mythology, and religion. It critically examines Indian adoption laws, such as the Hindu Adoption and Maintenance Act, 1956, the Guardians and Wards Act, 1890, the Provisions in the Juvenile Justice Act, 2015, and the CARA guidelines and Procedures, 2015. Select judgements of the courts in India on adoption and surrogacy is also included. Surrogacy Regulation Bill, 2016 is discussed. International law, instruments, and protocols relating to adoption and surrogacy in some other countries are dealt with. It suggests law reform in the areas of adoption and surrogacy. A brief description of non-governmental organizations, government initiatives, programmes, and schemes dealing with non-institutional services are included.

Nongovernmental organizations (NGOs) and the state contribute considerably to the unique state of Caribbean politics, yet their relationship is turbulent, which prevents effective policymaking. Specifically, the problem this study addressed is the turbulent relationship between NGOs and the state in Trinidad and Tobago from a postinternational framework. The purpose of this research was to provide an explanation of the NGO-state relationship through the postinternational concepts of turbulence and distant proximities using a qualitative research approach.

<br /><table class="data" width="100%"><tbody><tr valign="top"><td class="value"><p>Entrepreneurship basically is not an easy matter. Despite of the challenges, organizations of both government and non-governmental organizations have developed entrepreneurial development activities. As a non-governmental organization, profit-oriented PT “X” also plays a role in the process of entrepreneurship development by undertaking financing activities to micro enterprises. This article describes the efforts of PT “X” as a Non-Bank Company that implements the implementation of credit loan and return in UMKM. Based on qualitative research, the research result showed that PT “X” as a company has potential because it can give positive contribution to the development of UMKM in Indonesia. However, in its implementation, PT “X” still used a minimalist approach. The micro and capital goods financing activities that have been partially and have not been integrated continuously in rolling out micro credit financing program for UMKM. It coused many contradictions between the financing that is carried out by the company with community assistance efforts that should be done in the process of developing UMKM.</p></td></tr></tbody></table>

Resumo: Este artigo carateriza o sistema português de acolhimento familiar, que apresenta uma das taxas mais altas de colocação de crianças em acolhimento residencial, em comparação com outros países europeus. Descreve a sua evolução histórica, o quadro legal em vigor, e o papel dos principais atores envolvidos no processo de acolhimento. Procura, igualmente, identificar os fatores que estão na génese de um sistema de acolhimento que permanece centrado, e até tem reforçado, nos últimos anos, a utilização do acolhimento residencial. Este estudo baseia-se na análise do enquadramento jurídico e político, e destaca, na investigação científica realizada em Portugal, no século XXI, um conjunto de testemunhos de crianças, acolhedores e famílias que interpretam, em primeira pessoa, os avanços, as dificuldades e os desafios associados ao acolhimento. Termina com uma identificação dos desafios que se colocam na prática, e ao decisor político, para se desenvolver um processo de desinstitucionalização bem-sucedido e entre os quais se incluem: (i) a divulgação e promoção da cultura do acolhimento familiar; (ii) a seleção e a formação de novas famílias de acolhimento; (iii) a disponibilização e o aperfeiçoamento da informação que permitam uma efetiva monitorização do sistema; (iv) e a reclassificação dos tipos e modalidades de acolhimento familiar.Palavras-chave: Acolhimento familiar. Desafios.Abstract: This article characterizes the Portuguese family foster care system, which has one of the highest rates of placement of children in residential care, compared to other European countries. It describes its historical evolution, the legal framework in force, and the role of the main actors involved in this type of family placement. It also seeks to identify the factors that are at the origin of a care system that remains centered, and has even reinforced, in recent years, the use of residential care. This study is based on the analysis of the legal and political framework, and highlights in the scientific research carried out in Portugal in the 21st century a set of testimonies from children, caregivers and families who interpret in first person the advances, difficulties and challenges associated with foster care. It ends with an identification of challenges that are posed in practice, and to the decision maker, to develop a successful deinstitutionalization process, and among which are included (i) the dissemination and promotion of foster care culture; (ii) the selection and training of new fostercare families; (iii) the availability and improvement of information that allows an effective monitoring of the system; (iv) and the reclassification of types and modalities of foster care.Key Words: Foster care. O presente trabalho propõe-se a estudar o Programa de Cisternas, implementado na região rural do município de Barreira (CE), uma vez que o acesso à água é um tema frequentemente discutido na comunidade. Na região, os problemas acerca do abastecimento de água são diversos, principalmente para as comunidades mais afastadas do centro da cidade. Trata-se de identificar em que medida a população-alvo foi beneficiada pelo programa, cuja iniciativa pertence a duas organizações não governamentais atuantes no local, uma nacional e a outra internacional. Utilizou-se a pesquisa qualitativa, com técnicas de pesquisa bibliográfica e documental, além da aplicação de entrevistas às famílias participantes do programa. Os resultados da pesquisa, mostram que o programa trouxe melhorias, tais como a facilidade e garantia no acesso à água, porém suscita questões muito mais profundas e complexas relacionadas à aspectos financeiros, de gênero, políticos e de desenvolvimento local.Palavras-chave: Terceiro setor. Programa de Cisternas. NON-GOVERNMENTAL ORGANIZATIONS AND THE CISTERNAL PROGRAM IN BARREIRA (CE)Abstract: This study aims to analyze the Cisterns Program, implemented in the rural region of the Barreira city (CE). The access to water is a topic frequently discussed in the community. In the region, water supply problems are diverse, especially for communities located far away from downtown. It intends to identify the extent to which the target population was benefited by the program, whose initiative belongs to two non-governmental organizations operating on the location, a national and an international ones. It was conducted a qualitative research, with bibliographic and documentary research techniques, in addition to the application of interviews to families attending the program. The survey results show that the program has brought improvements, such as ease and guarantee access to water supply, but it raises much deeper and more complex issues related to financial, gender, political and local development aspects. Keywords: Third sector.
