The Ethical Limits We Should Place on Intelligence Gathering as Part of an Integrated CT Strategy

Taiwan is a country with a rich history and cultural ties to mainland China. Though there has been much research and effort dedicated to propaganda and censorship in the People’s Republic of China over the years, less attention has been paid to the digital propaganda sphere in Taiwan. This report explores computational propaganda in Taiwan and finds that digital propaganda in Taiwan can be divided into two types: (1) internal propaganda on domestic political issues and campaigns, and (2) cross-Strait propaganda—emanating from the mainland and promoting reunification of the two countries. Furthermore, recent computational and social research points to manual propaganda being the main method used in campaigns in both countries. The use of two political bots in Taiwan, an anti-fake news bot and an intelligence-gathering crawler bot used in a 2014 electoral campaign, is explored in detail.

The State of Israel was established only in 1948, but in its fifty-seven years of existence, its intelligence community has been one of the most professional and effective in the world. The Israel Mossad has become the leading agency in Israel's success in the conflict with the Arab states. Its mission not only includes that of ascertaining the plans and strengths of the Arab military forces opposing Israel but also the work of combating Arab terrorism in Israel and abroad against Israeli and Jewish targets, collecting sensitive technical data, and conducting political-liaison and propaganda operations. The Israel intelligence community is composed of four separate components: the Mossad is responsible for intelligence gathering and operations in foreign countries; the Israeli Security Agency controls internal security and intelligence within the occupied territories; the Military Intelligence is responsible for collecting military, geographic, and economic intelligence, particularly in the Arab world and along Israel's borders; and the Center for Political Research in the Foreign Ministry prepares analysis for government policymakers based on raw intelligence and analytical papers. This article discusses the organization, failures, and successes of the Israeli intelligence. Particular attention is given to the huge mistakes and failures of the Israeli intelligence. Discussions included herein are: the evolution of the Israeli intelligence and the future challenges of the intelligence system.

AbstractSports organisations generally have the burden of proving sports rule violations of sportspersons subject to their rules and regulations. Sports rule violations can generally be proven by any reliable means. A common approach taken by sports organisations in this respect is the implementation of so-called cooperation and reporting obligations embedded in their regulations. On this basis, athletes can be obliged to provide all kind of documentary evidence related or unrelated to the matter under investigation. This may cause problems to the privilege against self-incrimination of athletes. In addition, obtaining self-incriminating information in internal sports investigations carried out by private sports organisations can have legal and personal consequences that go well beyond the professional life of athletes. The integrity of sport has been characterised as a public interest due to the social impact of amateur and professional sports in most societies. As a consequence, negative sports-related conduct, such as doping or the manipulation of sports competitions, has been criminalised in various national laws to protect sporting values and preserve the role model function of athletes for young members of our society. This development has led to cooperation between sports organisations and law enforcement agencies, such as prosecutors and the police. Specifically, both collaborate in order to assist the other party’s investigations of sports rule violations and criminal offences, respectively. However, the exchange of intelligence between sports organisations and law enforcement may cause some legal tension. If the same misconduct of athletes leads to both internal sports investigations and criminal proceedings, athletes could be forced to provide self-incriminating information in internal sports organisations, which could then be subsequently transmitted to law enforcement. This system of intelligence gathering raises serious concerns regarding the procedural fairness thereof, keeping in mind the detrimental effects for sportspersons under investigations. A closer look is thus necessary to the legitimacy of the exchange of intelligence. Therefore, the aim of this article is to shed some light on this issue and clarify if and under what conditions internally obtained evidence can be passed on to law enforcement agencies.

Abstract A fresh look at the 1888 Sikkim Expedition using both Chinese and English language sources yields very different conclusions from that of previous research on the subject. During the course of policymaking, the British Foreign Office and the British Government of India did not collaborate to devise a plan to invade Tibet; conversely, their aims differed and clashed frequently. During the years leading to war, the largest newspapers in British India gave plenty of coverage to the benefits of trade with Tibet, thus influencing British foreign policy and contributing indirectly to the outbreak of war. The Tibetan army was soundly defeated in the war, while the British troops suffered only light casualties. Although the Tibetan elites remained committed to the war, the lower classes of Tibetan society quickly grew weary of it. During the war, the British made much use of local spies and enjoyed an advantage in intelligence gathering, which contributed greatly to their victory. Finally, although the war was initially fought over trade issues, the demarcation of the Tibetan-Sikkim border replaced trade issues as the main point of contention during the subsequent peace negotiations. During the negotiations, Sheng Tai, the newly appointed Amban of Tibet, tried his best to defend China's interests.

In 1970, youthful researchers carried out participant-observer studies of the drug scene in Vancouver, Winnipeg, Toronto, Montreal, and Halifax. This ethnographic research, prepared for the federal Commission of Inquiry into the Non-Medical Use of Drugs (the LeDain Commission), was part of the commission’s extensive series of unpublished studies. The commission, which released an initial report in 1970, one on cannabis in 1972 and a final report in 1973, adopted a broad approach to the issue of drugs and society. This article examines the unpublished studies as examples of social science “intelligence gathering” on urban social problems. The reports discussed the local market in illegal drugs, its geographic patterns and organizational features, the demographic characteristics of drug sellers and consumers, the culture of the drug scene, and the attitudes of users. Unlike earlier sociological and anthropological studies that focused on prisoners and lower-class “junkies” or more recent studies that examine marginalized inner-city populations, the city studies reflected the era’s fixation on middle-class youth culture and the addiction-treatment sphere’s growing concern with amphetamine abuse.

AbstractThe period 1877–1878 was one of tension between Britain and Russia caused by the Russo-Turkish War and the consequent threat to the route to India. The Royal Navy was deployed to deter the Russians in seas adjacent to the Balkans, but also undertook intelligence gathering missions further afield. Two of these were to Petropavlovsk in sub-Arctic Kamchatka and were undertaken by Commander A.L. Douglas in HMS Egeria. The British, with their French allies, had sustained a serious defeat there during the Crimean War and wished to ascertain the state of Russian defences should there be fresh hostilities. In the event, Douglas discovered that the Russians had abandoned Petropavlovsk as a fortified post and that there was no garrison. His reports were, therefore, negative, but included interesting information concerning Petropavlovsk in this era.
