The question of the essence of the state and the related understanding of its social purpose has always been a subject of discussion. This is due to the fact that the state and its life affect all layers and groups of the population, concerns all public institutions and organizations of their life. The state, like no other institution of society, has the most diverse functions and tasks, combining a variety of interests and goals.

The article deals with the social function in the system of functions of the state, namely the definition of this concept. In state functioning there is purposeful influence on various spheres of life, social processes and connections. In performing certain functions, the state affects social processes, their dynamics and directions through reforms, transformations, legal regulation of social relations. The implementation of social functions stabilizes the development of the society. The article provides an in-depth analysis of the definitions of the state social functions and provides its relevant concept. It can be argued that the definition of social functions of the state depends on a number of factors, namely legal, political, ideological, informational, etc. It is established that in the theory of the state and law much attention is paid to the study of the social functions of the state. It is determined that the social function of the state, as a dynamic one and inherent in a particular stage of development of the state determines the main activities of the state, expressing its essence and social purpose, aimed at implementing the goals and objectives. The Constitution of Ukraine, along with other tasks, sets the goal of forming a welfare state. The changes that have taken place as a result of the implementation of the Association Agreement between Ukraine, on the one hand, and the European Union, the European Atomic Energy Community and their Member States, on the other hand, have radically changed the socio-political and socio-economic situation in the society, as well as the ideas on the purpose, priorities and methods of realization of the social function of the state. The social function of the state is one of the main activities carried out in the social sphere of public relations to provide citizens with a decent standard of living, resolve social contradictions and realize the agreed interests of citizens, based on socially recognized and legally established social standards. The purpose of this article is to study the social function of the state. Despite the significant number of scientific papers devoted to the study of issues, the harmonisation of national legislation to the requirements of the European Union initiates research on the social function of the state in the context of dynamic socio-economic changes. During the COVID-19 pandemic governments across the globe have provided unparalleled support to private sector firms. As a result, new oversight mechanisms are urgently needed, to enable society to assess and, if necessary, redress, moves by firms which have taken government aid. Many jurisdictions have seen the introduction of �piecemeal� conditionality on different pots of aid. This paper argues that a better response would be to adopt a more unified approach. In particular, the paper explores the social licence framework as a potential way to �build back better�. It is argued that the nature of the implicit social contract between society and the private sector provides the normative force underpinning demands for a social purpose for business, and that this purpose in turn can be used to specify the conditions firms must meet to legitimise their operations. The paper then considers three core elements involved in any introduction of a social licence framework, and surveys the potential benefits and challenges that might emerge in moving towards a social licence framework.

The article emphasizes that the importance of civic initiatives in addressing various issues in almost all spheres of life and activity of domestic society and the state is constantly growing, and therefore, the issue of civil society continues to attract scientific interest. The purpose of the article is to determine the peculiarity of the scientific category «civil society»; summarize the results of scientific research on the essential features, structure and social purpose of civil society. It is established that civil society is a complex category, the essence of which is manifested in economic, social, sociological, political, legal, moral, national and other aspects. The essential features of this phenomenon are: its structure by types of relations and public institutions; independence and at the same time close relationship with the state on the basis of delimitation of competencies; recognition as the highest value of man, his rights, freedoms and legitimate interests; recognition of such principles of functioning as: equality and protection of all forms of ownership, freedom in choosing the forms of implementation and types of business activities, political and ideological pluralism, etc. The article systematizes the features of civil society, so, civil society is: a set of individuals who are free in economic, political, social, cultural aspects; an open social system, which is formed and functions under the influence of various factors, among which the state plays a special role; complex structured system based on universal and democratic values. Civil society allows to integrate a particular society, is a way and form of its self-organization and self-expression, acts as a guarantor of inviolability of rights, freedoms and legitimate interests of man and citizens, helps protect them in case of violation by state and local governments, generally promotes democratic institutions. what is the social purpose of civil society.

The present article is dedicated to the current practices of providing the internally displaced persons with social housing and living premises from Funds for temporary living. The author comes to the conclusion that despite the implementation of the decentralization of power reform in Ukraine, within which the local self-government system gained more financial opportunities, the problem of extremely low housing provision for citizens in need of better living conditions continues to be one of the most pressing economic and social problems in Ukraine. It is emphasized that the issue of housing for internally displaced persons remains one of the most important for them. The article provides an in-depth analysis of the «transformation» of the Law of Ukraine "On Housing Fund for Social Purpose" taking into account contemporary socio-economic changes in the state and society. It is substantiated that the state policy should be aimed at modernization of the state housing policy by combining the efforts of the state and private capital, which will allow to build not only social housing and, for example, to lease it with further redemption, but also affordable. It is argued that currently the Law of Ukraine “On Housing Fund for Social Purpose” does not actually work and is declarative in nature, and therefore it does not fulfill its basic purpose - to ensure the constitutional right of socially vulnerable part of the population of Ukraine to receive social housing. If the abovementioned Law is not changed it will not solve the housing problems of internally displaced persons. In order to account the social housing in Ukraine, it is proposed to recognize the necessity of carrying out its inventory. The article reflects the key aspects of the practical implementation of internally displaced persons’ right to housing from the Temporary Housing Funds exclusively for internally displaced persons. The need to increase the awareness of internally displaced persons about existing housing programs and their ability to participate in these programs, including the possibility of obtaining housing from Temporary Housing Funds exclusively for internally displaced persons, was emphasized.
