On the question of the state: its essence and social purpose

The question of the essence of the state and the related understanding of its social purpose has always been a subject of discussion. This is due to the fact that the state and its life affect all layers and groups of the population, concerns all public institutions and organizations of their life. The state, like no other institution of society, has the most diverse functions and tasks, combining a variety of interests and goals.

The educational process for Risk Management (GR) in the canton Santo Domingo de Heredia was evaluated by investigating the training activities carried out by different entities. These entities are: The National Commission for Risk Prevention and Emergency Attention (CNE), the Municipal Emergency Committee, 8 district emergency committees, Emergency Committees of public institutions and 8 elementary schools, one per district. In the studied area there are hazards and vulnerabilities that demand proper education in order to manage efficiently the probability of human and material loses. The educational process for risk management has been carried out in the chosen zone but its level or depth is unknown. The purpose of this work is to find out the state of education to prevent disaster or emergencies and improve its weak aspects. To obtain the required information, seven instruments (questionnaires) were applied to the following key actors: an official of CNE, the coordinators of Brigade or Committees of Emergency (4 different questionnaires), and finally the person who teaches about natural and technological events in each one of the selected schools. According to results, the population of Santo Domingo has not been adequately trained to properly face the dangers and reduce the vulnerability of the canton.

The article examines the issue of the effectiveness of the work of the Special meeting for combining measures to provide the active army with items of combat and material supplies, headed by the Minister of War. It is noted that the Special Meeting, which appeared on May 13, 1915, received extraordinary powers to carry out the economic mobilization of the entire national economy of the Russian Empire. These powers were legally formalized on August 17, 1915. From that moment in 1915, a Special meeting for the discussion and unification of measures for the defense of the state, for the provision of fuel for communication lines, state and public institutions and enterprises working for the purposes of state defense, for the food business and transportation of fuel and food and military cargo. This body, created in wartime conditions, was entrusted with extraordinary powers to manage state, public institutions and enterprises. The chairman of this meeting was the Minister of War, appointed directly by the emperor. It was he who could form commissions and subcommissions that dealt with both the procurement of weapons, equipment and equipment abroad, and directly with the implementation of a general domestic economic policy in the state for the development of certain branches of industrial and agricultural production. However, as the materials show, the transfer of management functions to the state apparatus and the entire mobilized economy of the country into the hands of the military department led to distortions in the development of the country’s national economy. Primary attention was paid to industrial enterprises working for the purposes of state defense, while the organization of food supply and transport support in the Russian Empire, despite the initiatives of the Ministry of Railways, the Ministry of Trade and Industry, the All-Russian Zemstvo Union, which had a representative in a Special Meeting, did not found due support and attention from the Chairperson of the Special Meeting.

Objetivo: descrever os gastos públicos com as hospitalizações devido às hepatites virais no Nordeste brasileiro entre 2013 e 2017. Método: trata-se de um estudo quantitativo, ecológico e descritivo com dados do Sistema de Informações Hospitalares. Analisaram-se os dados com o auxílio do software Excel, utilizando-se frequências absolutas e relativas e apresentando-os em tabelas. Resultados: registraram-se 4.317 internações para o tratamento das hepatites virais no Nordeste brasileiro. Destaca-se a prevalência de internações no ano de 2014 (40,6%), no Estado do Maranhão (27,2%) e nas instituições públicas (50,2%). Gerou-se, além disso, um impacto financeiro superior a R$ 1,3 milhão aos cofres públicos e o Maranhão representou o maior ônus (21,3%). Conclusão: torna-se necessário o incremento nas taxas diagnósticas e terapêuticas, especialmente, no Estado do Maranhão, por evidenciar a maior quantidade de internações, implicando maiores gastos públicos hospitalares. This chapter looks at how, among those engaged in the promotion of human rights, there is general agreement that rights are an aspect of humanity. They are not dependent on such characteristics as race, nationality, or gender, nor do they depend on a person's presence within the territory of a particular political entity. Rights, most proponents agree, are ethical norms with a legal content that requires that they should be honored and enforced by public institutions. Some rights, it is generally conceded, may be temporarily abridged by the state because of exigent circumstances; others may never be violated, no matter the context or the purported justification. In the view of many of their proponents, the rights set forth in the Universal Declaration of Rights are indivisible.

From 1969 to 1971, documentary film movement pioneer and founder John Grierson spent his sunset years at McGill University in Montreal, Canada. During that time, the Canadian Radio and Television Commission invited him to Ottawa to advise on the state of television policy and Canadian communications in general. Typically, Grierson cut a wide swathe through the subject, and provided a stimulating analysis of the state of Canada’s public institutions of television, film production, and realist filmmaking. Three volumes of transcripts of his audiotaped sessions stand as his final testament. Using this source, this chapter develops an overview of his position on the industry, on government-sponsored film, and on prospects for expanding realist images in what he acerbically called a developing world of consumerism and inane television. Typically, Grierson’s comments were filled with intelligence, experience, and acumen, while he also seemed to be wrestling with various contradictions and ideas derived from 19th century idealist philosophy. Perhaps Grierson was, as some have said, a curious combination of irreconcilable opposites. These transcripts reveal a visionary who had made things happen, whether as a bull in a china shop or as a fencer whose rapier intelligence demolished or convinced those with whom he engaged. With his death in 1972, this material stands as his last testament.

The economic logic of the current international economy does not predict the “eclipse of the state”. Economic globalization does restrict state power, but transnational capital needs capable states as much or more than does domestically oriented business. National success in the current global political economy has been associated not with minimal states but with states that are capable, active, and engaged. Pressure for eclipse flows from the conjunction between transnational economic forces and the political hegemony of an Anglo-American ideology that, in J. P. Nettl's words, “simply leaves no room for any valid notion of the state”. Even this combination of economic and political pressure is unlikely to eclipse the state, but it is likely to put public institutions on the defensive, eclipsing any possibility of the “embedded liberalism” described by John Ruggie. A “leaner, meaner” state is the likely outcome. The possibility of a more progressive alternative outcome would depend in part on whether current zero-sum visions of the relation between the state and civil society can be replaced by a more synergistic view.

The article presents the results of studying the formation of institutional trust, which will help to clarify and, at the same time, raise questions regarding the determination of the level of trust in state and political institutions in Ukraine and in modern European countries. In the context of the study, the tasks were considered to identify the factors that influence the formation of citizens’ trust in political institutions, namely: the effectiveness of the activities of political institutions; personal experience of interaction of citizens with representatives of authorities; the level of trust in the state as a whole, which can be transferred to individual state institutions. Analyzing the data from the Rounds (waves) 1-9 of the European Social Survey (ESS) in 2002-2018, the level of confidence in Ukraine’s political and public institutions and in the other European countries is compared. The analysis makes it possible to determine the factors that are present at the supra-individual level (at the country level) and which can influence the public policy of the state. The results of the study can be used to suggest possible measures to increase public confidence in major public institutions.
