The goal of the study was to identify the level of local development and assess the directions of activities affecting it from the point of view of residents representing the surveyed communes. The H1 research hypothesis – that there is a positive relationship between the pro-development activities preferred by the residents and commune’s current level of development – underwent verification. The research scope included 24 communes from the Lubelskie Voivodeship. The research basically covered 2017. This study utilized the Hellwig’s development model method and the questionnaire survey method. The Hellwig’s model method made it possible to divide the analysed units into four groups regarding their level of development. The survey was used to identify and evaluate activities which, in the opinion of the respondents, are supposed to boost the development of the communes in the future depending on the level of their development to date. As a result of the conducted research, no statistically significant differences were found between the respondents representing communes that differ in the level of local development in terms of evaluation of the importance of particular activities for the communes’ development.

Since the nineties, cultural tourism is considered as a form of tourism that is carried out by groups of people or institutions, whose main motive is the fulfillment of an interest and knowledge more on the culture, the history and the heritage of the chosen destination. The city of Constantine, located in northeastern Algeria, is one of the oldest cities in the Mediterranean basin. It was elected "Capital of Arab Culture 2015" due to its history, cultural and architectural heritage. The aim of this study is to examine the influences of cultural tourism on local development, to highlight the perception of local actors' roles in the development of tourism and to determine their involvement in the preservation of Constantine's cultural heritage to achieve a development model of cultural tourism in Constantine. This study is based on a literature review and field surveys, the type of questionnaire includes different types of questions: open questions, Likert scale questions and multiple choice qualitative questions. A manual processing of the data was performed using the mean and standard deviation calculation. The results of this study reveal a misunderstanding of cultural tourism among local residents hence the need to develop a model of categorization of the objectives of the study (SPIP) which proposes four key principles for the development of local cultural tourism in the city of Constantine. However, unless the proposed model elements are incorporated, cultural tourism in this city would never emerge.

Towards a ‘transverse inter-sectoral debate’? A Case Study of the Rural Partnership Programme (RPP) in Post-Socialist Lithuania By providing a forum for collaboration between diverse stakeholders, a main aim of the governance and rural development model is to ignite a representative and transverse inter-sectoral debate in relation to local development issues. This article identifies some of the determinants that arise in the transferability of the governance and rural development model from its conventional operational context of free-market liberal democracy to the post-socialist rural setting of the Ukmerge district in Lithuania, where a Rural Partnership Programme (RPP) was implemented (2003-2005). The analysis focuses specifically on how elements of the post-socialist context and other more case-specific aspects of the RPP's operation impacted on the inter-sectoral dynamics of the RPP partnership board's operation. The attitudes of the sectoral representatives towards the RPP as a model for representative and integrated rural development are explored.
