Case-Studies of the policy-making process constitute one of the more important methods of political science analysis. Beginning with Schattschneider, Herring, and others in the 1930's, case-studies have been conducted on a great variety of decisions. They have varied in subject-matter and format, in scope and rigor, but they form a distinguishable body of literature which continues to grow year by year. The most recent addition, a book-length study by Raymond Bauer and his associates, stands with Robert A. Dahl's prize-winning Who Governs? (New Haven 1961) as the best yet to appear. With its publication a new level of sophistication has been reached. The standards of research its authors have set will indeed be difficult to uphold in the future. American Business and Public Policy is an analysis of political relationships within the context of a single, well-defined issue—foreign trade. It is an analysis of business attitudes, strategies, communications and, through these, business relationships in politics. The analysis makes use of the best behavioral research techniques without losing sight of the rich context of policies, traditions, and institutions. Thus, it does not, in Dahl's words, exchange relevance for rigor; rather it is standing proof that the two—relevance and rigor—are not mutually exclusive goals.

AbstractThe articles in this symposium reflect on Richard Simeon's article, “Studying Public Policy,” published forty years ago in this journal. In this introduction, we review these articles’ contribution to three themes in “Studying Public Policy”: first, the goal of the study of public policy should be policy analysis and explanation, not policy prescription; second, the analysis of public policy outcomes requires a holistic and contextually situated analytical framework; and third, building theory requires methods of comparative analysis, not single case studies. We also propose items for a future policy studies agenda.

This volume revisits, as its title states, the theory and practice of reversing language shift (RLS) first proposed by Fishman in 1991. A dozen of the original case studies are reanalyzed and several more are added, producing a rich source of detail on some of the specific situations of language shift and efforts to reverse it. Fishman contributes introductory and concluding chapters as well as one of the case studies (Yiddish); other authors cover Navajo, New York Puerto Rican Spanish, Québec French, Otomí, Quechua, Irish, Frisian, Basque, Catalán, Oko, Andamanese, Ainu, Hebrew, immigrant languages in Australia, indigenous languages in Australia, and Maori. The resulting book provides a wealth of information about language shift and public policy directed toward RLS, but its aims are broader than that.

This book brings theoretical understandings of migration and displacement (including displacement as a result of urban redevelopment programmes) together with empirical illustrations of the varying ways in which communities respond. These responses can be negative, divisive and exclusionary. But responses to migration and displacement can also be positive and mutually supportive, building solidarities both within and between communities, whether locally or transnationally. Drawing upon original research, the book includes case studies from varying international contexts, illustrating how different communities respond to the challenges of migration and displacement. These include examples of responses through community arts – such as poetry, story-telling and photography, exploring the scope for building communities (including transnational, diaspora communities) of solidarity and social justice. The concluding chapters identify potential implications for public policy and professional practice, aiming to promote communities of solidarity, addressing the structural causes of widening inequalities, taking account of different interests, including those related to social class, gender, ethnicity, ability and age.

This article introduces strategists to the Mindspace framework and explores its applications in strategic contexts. This framework consists of nine effective behavioral interventions that are grounded in public policy applications, and it focuses on how changing the context can be more effective than attempts to de-bias decision makers. Behavioral changes are likely when we follow rather than fight human nature. Better decisions can be achieved by engineering choice contexts to “engage a bias” to overcome a more damaging bias. This article illustrates how to engineer strategic contexts through two case studies and outlines directions and challenges when applying Mindspace to strategic decisions.
