The number of accidents that occurred in Jember Regency during the last 5 (five) years has decreased, although in some years there has been an increase and caused the number of fatalities (death, serious injuries, minor injuries) to increase every year. From the data obtained, it can be seen that one of the roads that often has accidents is the Hayam Wuruk road. Traffic flow and speed conditions on the Hayam Wuruk road are quite high due to its function as arterial roads and national roads, but the land use around these roads which includes shops, shopping centers, offices, and schools causes frequent conflicts and traffic problems. especially in the field of road safety, both driver safety and pedestrian safety. This study aims to increase the level of safety in traffic for both drivers and pedestrians on the Hayam Wuruk road, Jember Regency. This is carried out by observing and identifying the existing conditions along the Hayam Wuruk road including road performance conditions, traffic safety conditions and behavioral conditions for road users on these roads, so that handling proposals are obtained based on the results of data analysis that has been collected both primary and secondary data. secondary data. The results showed that the high number of accidents on the Hayam Wuruk road in Jember district was mostly caused by errors from human factors. Therefore, there is a need for a social approach in the form of increasing awareness and safety for drivers in the form of applying canalization on the leftmost lane to limit two-wheeled vehicles that interfere with traffic flow on the main road lane, making noise tape and installing speed limit signs to protect the safety and comfort of users.

Abstract Traffic violations are important factors that increase the risk of road accidents. Therefore, targeted and appropriate policy measures to improve compliance with road traffic regulations need to be developed. The purpose of this study is to determine the level of compliance of road users and strategic concepts of law enforcement that are able to improve compliance of road users and traffic safety. Secondary data used in this study were obtained from Polrestabes Bandung. The existing data shows that, in the past 10 years, traffic accidents that occurred in the City of Bandung have claimed the average death toll of 200 people per year. Overall, a single measure of law enforcement has proved insufficient to substantially reduce the risk of accidents in the long run. Law enforcement strategies that combine several policies to improve compliance of road users are generally more efficient. Keywords: traffic safety, traffic accidents, law enforcement, road user compliance  Abstrak Pelanggaran lalu lintas merupakan suatu faktor penting yang meningkatkan risiko kecelakaan di jalan. Karena itu, langkah-langkah kebijakan yang tepat sasaran dan tepat guna untuk meningkatkan kepatuhan terhadap peraturan lalu lintas jalan perlu dikembangkan. Tujuan studi ini adalah untuk mengetahui tingkat kepatuhan pengguna jalan dan konsep strategis penegakan hukum yang mampu meningkatkan kepatuhan pengguna jalan dan keselamatan lalu lintas. Data sekunder yang digunakan pada studi ini diperoleh dari Polrestabes Bandung. Data yang ada menunjukkan bahwa dalam kurun waktu 10 tahun terakhir kecelakaan lalu lintas yang terjadi di Kota Bandung telah merenggut korban meninggal rata-rata 200 orang per tahun. Secara keseluruhan, ukuran penegakan hukum tunggal terbukti tidak cukup untuk secara substansial mengurangi risiko kecelakaan dalam jangka panjang. Strategi penegakan hukum yang menggabungkan beberapa kebijakan untuk meningkatkan kepatuhan pengguna jalan umumnya lebih efisien. Kata-kata kunci: keselamatan lalu lintas, kecelakaan lalu lintas, penegakan hukum, kepatuhan pengguna jalan

Road traffic fatality is rated as one of the ten causes of death in the world and with various preventive measures on a global level, this prediction is only placed on flat terrain and didn’t reduce. Nevertheless, road users’ communication is an essential key to traffic safety. This communication, be it formal or informal between the road users is an important factor for smooth traffic flow and safety. Communication language on roads can be categorized into; formal device-based signal (formal signal), formal hand signal (formal signal), informal device-based signal (informal signal), and informal gesture-based signal (everyday signal). However, if the intent of the message conveys is not properly understood by the other road user, mistakes and errors may set in. Overall, the formal signal is based on explicit learning which occurs during the driving training and the license testing process and the informal, implicit learning occur during the actual driving process on the road unintentionally. Furthermore, since the informal signal is not a prerequisite to driving or taught in driving schools, novice drivers are clueless and thus, might have contributed to errors and mistakes which leads to traffic fatalities. Therefore, this study seeks to document the informal means of communication between drivers on South African roads. Consequently, a qualitative semi-structured interview questionnaire would be used in the collection of informal signals, which were predominantly used on South African roads from driving instructors and thereafter, a focus group of passengers’ car, commercial and truck drivers will be used to validate the availability and their understanding of these informal signals using a Likert-type scale for the confidence level. In conclusion, the information gathered from this study will help improve road safety and understanding of road users especially drivers on the necessity of communication and possible adaptation for other developing countries.

Abstract Road inspection regularity and existing types made by road maintenance crew have not been good enough to be aware what is really happening on the roads. Road users' contribution in road traffic safety is very important to ensure fast reaction on different road hazards. It is important to ensure not only the most common ways to report road hazards on state roads by phone, by email and on social media, but also expand data sources options in modern and user-friendly way. Waze navigation application already had functionality to report road hazards – to warn other application users, but no one acted to solve these road hazards until someone reported them through existing communication channels supported by Latvian State roads or Latvian road maintainer. To ensure better road traffic safety and faster reaction time on road hazards solving, Latvian road maintainer gained access to Waze report feed, and, in corporation with Riga Technical university, made a system for analysing and processing Waze data. As the result - Latvian roads maintainer can improve road safety by faster reaction to road hazards reported by Waze users. Today, up to 70 % from total reports processed by Latvian road maintainer are generated by Waze.

Abstract Road traffic safety among socioeconomic issues has become the major concern across the globe due to rise in road crashes attributed largely to human factor. This study tends to address attitudinal behavior of road users towards road ethics in Ilorin metropolis-Nigeria; covering both driver and motorcyclists and perception of motorists on road traffic enforcement agent. Questionnaire was employed as survey tools. Ordered logistic model were used to analyse the data on attitude of motorists and road traffic laws enforcement agents. About 87% of the 440 administered questionnaire were returned valid. A 3-model analysis was carried out and the findings showed that the attitude of the motorists, road traffic law enforcement agents and demographical index (gender, age and education) correlated with, and influence compliance with road traffic laws.

Abstract Traffic infrastructure localities with temporal restrictions for example due to reconstructions, or modernization, are important aspects influencing the traffic safety and traffic flow. On the basis of our research, we can identify main factors, which generate travel time loses, and which often cause traffic accidents in bottlenecks. First of all, it is improper late merge, speeding, tailgating, lower tolerance and consideration to other road users. Nervousness and ignorance of drivers also play an important role in generation of traffic congestions, lower level of service and resulting external economic loses. One of the tools eliminating the traffic restriction negative impacts is usage of portable telematics systems. In 2011 to 2013,project ViaZONE was in progress, which was to design an intelligent system with the aim to eliminate the mentioned risks and reduce economic losses generated by traffic congestions. Using available data and information, we have proved profitability and cost-effectiveness of dynamic systems for traffic control of work zones. Regarding traffic management, the system showed some problems due to indisciplined drivers and the system proved that speeding in these hazardous road segments is a common practice which caused accidents and congestions.

Background. Around the world, drug-related road traffic accidents are one of the leading causes of injury and death among road users. Traffic safety is a system that includes the following components: a person – a person's health condition – the use of dangerous drugs of different classification and legal groups – adverse drug reactions – a vehicle – a road. The share of road traffic accidents under the influence of drugs is more than 75 %, they are also the most socially dangerous, because they have grave consequences, cause irreparable harm to the health and death of the victims. The purpose of the study was to analyze the achievements of forensic and pharmaceutical researches in Ukraine on the impact of drugs on the safety, life and health of road users within the framework of the organization of pharmaceutical business, drug technology, pharmaceutical and medical law in a retrospective aspect. Materials and methods. The materials of the imperative research were legislative, regulatory and legal documents; materials of the formation of the scientific school of forensic pharmacy; scientific publications on the topic of the article; Internet resources, sources of scientific literature. To achieve the set goals, the methods of forensic and pharmaceutical, regulatory, documentary, bibliographic, comparative, historical and graphic analysis were used. Results. The experience of the countries of the world in the prophylaxis and prevention of road traffic accidents under the influence of drugs was analyzed. The causes and conditions for the occurrence and consequences of road traffic accidents are multifactorial in nature and are associated with the victims (driver - pedestrian), vehicle, road conditions, and the use of psychoactive drugs. A system of organizational, regulatory and preventive measures has been developed to provide first medical aid to victims of a road traffic accident. Shown that there is a need for scientifically grounded organizational and legal, clinical and pharmacological, forensic pharmaceutical and socio-economic studies on causal relationships between adverse reactions due to the use of drugs of various classification and legal groups, traffic safety and road traffic accidents. For the first time in Ukraine, a mathematical model was proposed to establish the effect of psychoactive drugs on the driver's condition when driving a vehicle, depending on the calculation of the stopping path of the car in accordance with the selected speed and a decrease in the driver's response. The structure of road traffic accidents under the influence of psychoactive drugs has been investigated. Conclusions. A classification of first-aid kits for providing first medical aid to victims of road traffic accidents was proposed, which made it possible to substantiate the need to improve them both in qualitative and quantitative composition, depending on the type of vehicle and the likelihood of an accident with serious consequences. Recommendations were proposed for providing information on the possibility of obtaining medical care and the signal-calling system on the roads, marking the packages of psychoactive drugs with a special mark in the form of a red triangle. The need for further forensic pharmaceutical research has been proven.

Stable and slidable roofs of the semitrailers are usually characterized by low weight and easy handling, which equals directly into comfort of use, longevity of the system and the time needed to open or close. However, not always an operational advantages of roofs go hand in hand with their durability, especially in the snowfall situation or sudden changes of the road lane by a set of vehicles: a truck tractor – a semitrailer. The analysis of homologation regulations shows that today there are no precise requirements and physical testing / strength methods for assembled roofs of the semitrailers as components. The test methods for complete vehicle bodies (including the roof), which have destructive nature, are described in European standards, e.g. EN 12642:2017 "Securing of cargo on road vehicles – Body structure of commercial vehicles – Minimum requirements" [6], internal German regulations, e.g. VDI 2700:2004 "Securing of loads on road vehicles" [8] or Directive DCE 9.5:2008 ”Load security for transportation of load containers on utility vehicles in road traffic” [7]. A non-destructive, possible to perform, testing method for the roof as a component - is calculation method. The results of the performed tests allow to conduct development works over improving the vehicle’s system security (including the introduction of new semitrailers roofs design solutions and verification of existing ones). The carried out strength tests give possibilities to optimize and adapt the roofs to the transported loads, e.g. stable lifting roofs used in transport of divisible loads, or sliding roofs used in the transport of non-separate loads. The strength testing of the semitrailer’s roofs is highly justified from the point of view of securing the load and safety of passengers, drivers and other road users primarily. The requirements and limitations of the mentioned testing methods are not - in the authors opinion - 100% of realistic and possible deformation during the real vehicle’s road traffic. On the other hand, the cited documents exists as recognized regulators in the international arena of the road traffic legislation. The work’s aim is demonstrating the benefits of using reinforced roofs in all types of the semitrailer’s bodyworks.

AbstractRoad traffic accident is one of the major causes of death in Nigeria. Road accidents have taken away so many lives in Nigeria today that hardly does any single disease match its mortality prowess. People have died prematurely and properties worth several millions of Naira have been lost as a result of road traffic accident. This paper gives a full discussion on road traffic safety issues and the methodology used were through the collection of data using questionnaire and accident information from the Nigeria Police Force, FRSC etc. The primary information for this research was sourced through the use of structured questionnaire, personal observation and interviews of road users in the study area. Secondary data emanated from published and unpublished sources such as government records, internet, journals, books etc. The findings were presented in descriptive and inferential form using frequencies, percentages, tables, mean and chi-square analytical techniques. The findings from the study revealed among many others; that Male involved more in road accident compare to female counterpart in Minna Niger State. Private car had more accident compare to Taxi, The number of accident in each zone does not depend on the population of that zone, etc.

Road traffic plays a vital role in countries’ economic growth and future development. However, traffic accidents are considered a major public health issue affecting humankind. Despite efforts by governments to improve traffic safety, the misalignment between the policy efforts and on-ground infringements, distractions and breaches reflect the regulatory failure. This paper uses the Bayesian network method to investigate unsafe behaviors and traffic accidents involving unlicensed drivers as a perspective for the regulatory alignment assessment. The findings suggest that: (1) unlicensed drivers are more likely to have unsafe driving behaviors; (2) the probability of being involved in a severe traffic accident increases when the drivers are unlicensed and decreases in the case of licensed drivers; (3) young drivers are noticeably more likely to engage in unsafe behaviors, usually leading to serious injuries and deaths, when their driving licenses are invalid; (4) women are more likely to engage in right-of-way violations and to have collisions with no serious injuries, contrary to unlicensed men drivers, who are involved in other types of traffic accidents resulting in serious injuries.
